HomeMy WebLinkAboutSP12-20-11COURTHOUSE HASTINGS NEBRASKA Tuesday, December 20, 2011 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Hynes, Orthmann, Saathoff and Woodman. Neumann was absent. Motion by Saathoff, seconded by Hynes, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Neumann, absent. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Orthmann attended the annual NACO conference in Kearney on the 14th and 15th, a couple Personnel Committee meetings and the Buildings and Grounds Committee meeting this morning. Curtis attended the NACO conference on the 14th through the 16th, also the last School of Excellence class and received a certificate and a Library Board meeting. Hynes attended the NACO conference on the 14th through 16th and the Roads Committee meeting this morning. Saathoff attended the annual HEDC meeting, the NACO conference on the 14th and 15th, a Senior Action meeting on the 19th , a Personnel Committee meeting and the Roads Committee meeting this morning. Thomsen attended the annual HEDC meeting on the 9th, the NACO conference on the 14th and 15th and the Buildings and Grounds meeting this morning. Woodman attended the Roads Committee meeting this morning. During the Public Comments portion of the meeting, Tom Hastings, Hastings Chamber of Commerce Director, addressed the Board regarding the We Support Ag resolution. He handed out information for their review. Ron Seymour, Extension Educator, presented a list of names to be appointed to the County Extension Board. Motion by Curtis, seconded by Hynes to appoint the following persons to the Adams County Extension Board: Russanne Erickson, Matt Kuhr, Jackie Queen, Marcy Sorgenfrei, Pam Heier, Robert Johnson, Larry Consbruck, Gaylen Prior, Jocelyn Rundle, Bev Stein and Todd Lay. Roll call, ayes: Thomsen, Curtis, Hynes, Orthmann, Saathoff and Woodman. Nays, none Neumann, absent. Seymour also asked for permission to close the Extension Office on December 27th and 28th stating that it is a slow time of year for this office and their staff has all asked for vacation time during this time. Motion by Curtis, seconded by Thomsen to approve closure of the Extension Office on December 27th and 28th. Roll call, ayes: Thomsen, Curtis, Orthmann, Saathoff and Woodman. Nays, Hynes. Neumann, absent. Judy Mignery, Planning Administrator, asked for the re-appointment of Dave Niemoth to the Planning Commission. Motion by Saathoff, seconded by Thomsen to re-appoint Dave Niemoth to the Planning Commission to a three year term beginning January 2012. Roll call, ayes: Thomsen, Curtis, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Neumann, absent. The Board discussed the addendum to the Sequoia Consulting contract. The County Attorney said that it was a specialized service and the Board is not required to go to bids for this service. Motion by Saathoff, seconded by Orthmann to approve and authorize the Chairman to sign the addendum to the Sequoia Consulting contract. Roll call, ayes: Thomsen, Curtis, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Neumann, absent. At 10:00 the Board recognized and presented a plaque to Joe Ballweg, retiring Veterans Service Officer, for 27 years of service in Adams County. Ballweg introduced his replacement, Christopher Long and asked the Board for their approval. Motion by Saathoff, seconded by Orthmann to appoint Christopher Long as the Adams County Veterans Service Officer effective January 4, 2012. Roll call, ayes: Thomsen, Curtis, Hynes, Orthmann<S Saathoff and Woodman. Nays, none. Neumann, absent. The Board took up the item of the County Employee Handbook revisions. Dawn Miller, Highway Superintendent, asked the Board to add a couple revisions regarding Road Dept employees and CDL licenses and pre-employment physicals. Attorney Daiss stated the handbook is a post employment document and pre-employment physicals don’t need coverage in the handbook and the change regarding the CDL licenses can be covered by job description. Motion by Hynes, seconded by Thomsen to accept and approve the revisions to the Adams County Employee Handbook as presented. Roll call, ayes: Thomsen, Curtis, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Neumann, absent. Motion by Orthmann, seconded by Curtis to approve release of a security from Five Points Bank in the amount of $500,000.00, Cusip 3134G1A95. Roll call, ayes: Thomsen, Curtis, Hynes, Orthmann, Saathoff and Woodman.. Nays, none. Neumann, absent. Neumann entered the meeting at 10:20 AM. Miller presented a list of Road Dept equipment that she requests to be declared as surplus to be placed for public sale. Motion by Neumann, seconded by Hynes to declare a 1995 Ford 10 yard dump truck, SN 1FDZU82E7TVA13995; a 1995 Gledhill hitch, SN HFF19483; a 1995 Chief spreader, SN 17483; a 1995 Gledhill truck plow, SN 67057; a 1995 Chief spreader, SN 17484; a 2003 Monroe spreader, SN 3022801 and a 2003 Monroe spreader, SN 3028200 as surplus equipment to be placed for public sale. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Miller also presented revisions to the MUTCD retroreflectivity policy for Board approval. Motion by Saathoff, seconded by Hynes to approve the blanket policy for requirements of the MUTCD retroreflectivity review. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. There was a discussion regarding the We Support Ag resolution item on the agenda. Since no actual resolution had been drafted it was decided to have the County Attorney draft a resolution and bring it back to the Board for approval. Motion by Neumann, seconded by Thomsen to declare an emergency and add to the agenda approval of the signing of documents for extension for the energy grant. Motion by Thomsen, seconded by Orthmann to approve and authorize the Chairman to sign the documents requesting an extension of the county energy grant. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Saathoff left at 10:40 AM. Motion by Neumann, seconded by Hynes to approve claims with the exception of a general assistance claim payable to Bert’s Pharmacy for medications and Waunita Delaet for rent and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann< Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent. Motion by Neumann, seconded by Thomsen to approve Miscellaneous Receipts for the month of November in the amount of $318,370.37. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent. Motion by Hynes, seconded by Curtis to accept officer report for the month of November form the Register of Deeds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent. The Board recessed at 10:45 AM and reconvened at 10:55 AM. Saathoff returned at 10:50 AM. Motion by Thomsen, seconded by Orthmann to move to Executive Session for personnel matters. Roll call, ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann<S Saathoff and Woodman. Nays, none. Also present was Dawn Miller. Entered Executive Session at 10:57 AM. Motion by Thomsen, seconded by Orthmann to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 12:07 PM. The Chairman announced the only discussion was regarding personnel matters and no actions were taken. Motion by Saathoff, seconded by Orthmann to set the salary for the Public Defenders position at annual increases of $2000.00 per year beginning with the new term January 2012. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none Motion by Thomsen, seconded by Curtis that county board supervisor salaries remain the same as set by Resolution 09-12-15.
