A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis,
Neumann, Hynes, Orthmann, Saathoff and Woodman.
Motion by Orthmann, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items.
Minutes of the previous meeting were approved as circulated.
Orthmann attended a Hastings Utilities luncheon on the 21st, Joe Ballweg’s retirement reception on the 30th and the Buildings and Grounds Committee meeting this morning.
Curtis had no report.
Neumann attended an Emergency management meeting on the 21st about foreign animal disease.
Hynes attended Joe Ballweg’s retirement reception on the 30th as well as Senator Utter’s funeral and the Roads Committee meeting this morning.
Saathoff attended the Emergency Management meeting, the Hastings Utilities luncheon and a Chamber Board meeting on the 21st, Joe Ballweg’s retirement on the 30th and the Roads Committee
meeting this morning.
Thomsen attended the Buildings and Grounds Committee meeting this morning.
Woodman attended Senator Utter’s funeral and Joe Ballweg’s retirement on the 30th, met with the Village of Juniata and the Roads Committee meeting this morning. Woodman took this opportunity
to publicly announce that he would not be seeking another term of office as a County Supervisor.
Motion by Neumann, seconded by Hynes that there being no further business that this Board adjourn sine die and appoint the Clerk as temporary chairman.
Clerk Lewis asked for nominations for Board Chairman.
Motion by Saathoff, seconded by Neumann to nominate Woodman as Board Chairman. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, and Saathoff. Nays, none. Woodman, abstained.
Clerk Lewis asked if there were any other nominations.
Motion by Neumann, seconded by Orthmann that nominations cease and a unanimous ballot be cast for Woodman. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann and Saathoff.
Nays, none. Woodman, abstained.
Lewis returned the meeting to Chairman Woodman.
Motion by Orthmann, seconded by Curtis to nominate Neumann as Vice Chairman. Roll call, ayes: Thomsen, Curtis, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Neumann, abstained.
Woodman asked if there were any more nominations.
Motion by Orthmann, seconded by Curtis that nominations cease and a unanimous ballot be cast for Neumann as Vice Chairman. Roll call, ayes: Thomsen, Curtis, Hynes, Orthmann< Saathoff
and Woodman. Nays, none. Neumann, abstained.
Motion by Neumann, seconded by Hynes to name the following banks as depositories of Adams County funds: Wells Fargo Bank, Heritage Bank, Hastings State Bank, Adams County Bank, Nebraska
Public Agency Investment Trust (NPAIT), Five Points Bank, US Bank, Geneva State Bank and Bank of Doniphan. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and
Woodman. Nays, none.
Motion by Hynes, seconded Saathoff to authorize the County Treasurer to deposit funds in local banks: up to $2,500,000.00 in Wells Fargo bank; up to $6,000,000.00 in Heritage Bank; up
to $1,350,000.00 in Hastings State Bank; up to $2,775,000.00 in Adams County Bank; up to $6,000,000.00 in Nebraska Public Agency Investment Trust (NPAIT); up to $6,000,000.00 in Five
Points Bank; up to $1,500,000.00 in Bank
of Doniphan; up to $1,000,000.00 in US Bank and up to $1,000,000.00 in Geneva State Bank. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Hynes to give consent to the County Treasurer to deposit 100% of capital stock and surplus in any of the depository banks names and deposits to be protected
by bonds and securities as required by law. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Orthmann. Seconded by Curtis to designate the Hastings Tribune as the legal newspaper for Adams County and the Adams County website www.adamscounty.org for the publication
of notices of meetings, public bids, county board agenda and county board minutes. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Dave Rippe, HEDC director, requested that the Board release portions of four properties from the County Industrial Area for annexation by the City.
Motion by Neumann, seconded by Saathoff to release the third 20% (twenty percent) of Central Logistics Services, Inc. from the County Industrial Area. Roll call, ayes: Thomsen, Curtis,
Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Orthmann, seconded by Curtis to remove the fifth and final 20% (twenty percent) of L & H Manufacturing from the County Industrial Area. Roll call, ayes: Thomsen, Curtis, Neumann,
Hynes, Orthmann< Saathoff and Woodman. Nays, none.
Motion by Saathoff, seconded by Neumann to release the 5th and final 20% (twenty percent) of Echo Supply from the County Industrial Area. Roll call, ayes: Thomsen, Curtis, Neumann,
Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Curtis, seconded by Orthmann to remove the first 20% (twenty percent) from Centennial Plastics from the County Industrial Area. Roll call, ayes: Thomsen, Curtis, Neumann,
Hynes, Orthmann, Saathoff and Woodman. Nays, none.
A discussion followed regarding the proposed resolution in support of agriculture in Adams County. All board members thought the resolution was well written however the references to
Board of Commissioners needed to be changed to Board of Supervisors.
Motion by Saathoff, seconded by Thomsen to approve and authorize the Chairman to sign Resolution 12-10-03.1, Adams County Statement Supporting Agriculture with correction to Board of
Supervisors. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete resolution on file in the County Clerk’s office.
The resolution setting salaries for the public defender and the supervisors for the next term of office was the next item on the agenda. Neumann questioned the salary for the public
defender referred to as a $2000.00 annual increase with no time specified. County Attorney Daiss said the word term in the resolution was the time specific reference.
Motion by Saathoff, seconded by Hynes to approve and authorize the Chairman to sign Resolution 12-01-03.2 setting salaries for the public defender and supervisors for the term of office
beginning January 2013. Roll call, ayes: Thomsen, Curtis, Hynes, Orthmann, Saathoff and Woodman. Nays, Neumann. Complete resolution on file in the County Clerk’s office.
Motion by Neumann, seconded by Thomsen to cancel duplicate, voided and outstanding checks from January 18, 2011 written on the County Imprest Fund with the stipulation that claims may
be submitted for payment upon request of any of the vendors. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Orthmann, seconded by Hynes to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes,
Orthmann, Saathoff and Woodman. Nays, none.
The Board recessed at 10:20 and reconvened at 10:30.
Motion by Orthmann, seconded by Thomsen to move to Board of Equalization for motor vehicle exemption applications and corrections of values. Roll call, ayes: Thomsen, Curtis, Neumann,
Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:30 AM.
The Board hear a presentation from Lonnie Burkland of ITERIS regarding a traffic and safety study on the intersection of 26th St and Showboat Blvd. The study gave several options to
increase safety at this intersection ranging from adding lighting, rumble bars, more signage and delineators to roundabouts and extension of the curve. The Board will wait for the
finished hard copy of the study and the Roads Committee and Roads Dept will investigate possible solutions.
Motion by Thomsen, seconded by Curtis to move to Executive Session for personnel matters. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Entered Executive Session at 12:00 Noon.
Motion by Curtis, seconded by Orthmann to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular
session at 12:45 PM.
The Board rescheduled their quarterly jail inspection until January 17, 2012 meeting.

The Adams County Board of Supervisors met as a Board of Equalization with Chairman Larry Woodman presiding for the purpose of hearing motor vehicle exemption applications and corrections
of values. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were Clerk Lewis, Attorneys Daiss and Naples, Assessor Hynes
and Shannon Bird representing the Treasurer.
Motion by Saathoff, seconded by Thomsen to approve annual renewal of vehicle exemptions for South Central Behavioral Heath, Church of Christ and Faith Tabernacle. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Curtis to approve correction of value for ID # 266-00030, owners Larry and Barbara Novak, changing 54.5 acres from irrigated to dry land classification
for tax years 2009 and 2010. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Curtis, seconded by Eldon to approve correction of value for ID # 284-00910, owner Diana M. Johnson, adding homestead exemption of a value of $32,845.00. Roll call, ayes:
Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Orthmann to approve correction of value for ID# 284-13564, owner Ralph Najarian for homestead exemption granted in the amount of $64,430.00. Roll call,
ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Curtis, seconded by Saathoff to approve and authorize the Chairman to sign Tax List Corrections numbers 13941 through 13967 and 13971 through 13974. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Orthmann, seconded by Neumann to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular
session at 10:43 AM.
