A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis,
Neumann, Hynes, Orthmann, and Woodman. Saathoff was absent.
Motion by Orthmann, seconded by Curtis that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, and Woodman. Nays, none. Saathoff, absent
The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items.
Minutes of the previous meeting were approved as circulated.
Thomsen attended the Buildings and Grounds Committee meeting this morning and reported that the application for all new windows at the ACOB is moving along.
Hynes attended a Combined Services Committee meeting on the 11th and the annual LEPC meeting as well as the Roads Committee meeting this morning.
Neumann attended the Midland Area Agency on Aging meeting on the 5th and announced that they hired Gerald Gerdes as the new Executive Director. He also attended a CASA meeting on the
12th and they are trying to acquire the Maryland building but the State is having second thoughts on grant funding for the purchase and remodel of the building. He also attended the
Buildings and Grounds Committee meeting this morning.
Curtis attended a Library Board meeting on the morning of the 9th and also an Ag Society meeting that evening. On the 12th he attended a Drug Court meeting and an Extension Board meeting
and yesterday the DARE graduation at Adams Central. He reminded the Board there is a Drug Court graduation in Grand Island on May 4th.
Orthmann also attended the MAAA meeting on the 5th, a Business Improvement District Board meeting on the 10th, the Combined Services Committee meeting on the 11th as well as Senior Services
meeting, an Adams County Convention and Visitors Bureau meeting on the 12th, the DARE graduation on the 16th and the Buildings and Grounds Committee meeting this morning.
Woodman attended the Combined Services meeting, a Leadership Hastings meeting and the Roads Committee meeting this morning.
During Public Comments, Dawn Miller, Highway Superintendent, reported there will be several crossing improvements on the Union pacific Railroad line. She also reminded the Board of
a NIMRA seminar on Roads in Kearney this Friday.
Miller presented a Resolution to the Board for approval to authorize the Chairman to sign an agreement with Nebraska Dept of Roads for work at Highway 34 and Barrows Road.
Motion by Curtis, seconded by Hynes to approve and authorize the Chairman to sign Resolution 12-04-17.1 authorizing him the sign an agreement with Nebraska Dept of Roads for work on
Highway 34 and Barrows Road. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent. Complete Resolution on file in the County Clerk’s
office.
At 10:00 AM the Board conducted a public hearing for comment on proposes changes to the Zoning regulations regarding paunch manure. The Chairman opened the hearing and asked those wishing
to speak to step forward. Judy Mignery, Planning Administrator, presented information to the Board regarding the Planning Commission’s actions and the proposed resolution. Jim Kostal
of 650 W Pony Express Rd, Ayr NE and Chairman of the Planning Commission, spoke in favor of the proposed resolution. Vickie Hartman of 3175 N Osage Ave, Juniata had questions about
paunch manure and if any permits had been issued prior to this discussion. Dee Haussler of 1532 Highland Dr, Hastings was concerned if this proposed change would impact the Livestock
Friendly designation that County has. He said after discussion with Jim Kostal he was no longer concerned and feels there is no impact to that designation. No one else appeared and
the Chairman closed the hearing.
Motion by Thomsen, seconded by Hynes to approve and authorize the Resolution 12-04-17.2 changing the County Zoning regulations regarding paunch manure and other animal waste. Roll call,
ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, and Woodman. Nays, none. Saathoff, absent. Complete Resolution on file in the County Clerk’s office.
Motion by Thomsen, seconded by Orthmann to approve and authorize the Chairman to sign the amendments for the County Energy Grant to include replacement of all the windows at the Adams
County
Office Building. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent.
Harold Johnson, Maintenance Supervisor, presented bids to the Board for replacement of windows at the ACOB. Only one bid was received and it was from Howard’s Glass.
Motion by Thomsen, seconded by Curtis to award the bid for replacement of windows at the ACOB to Howard’s Glass in the amount of $118,513.00. Roll call, ayes: Thomsen, Curtis, Neumann,
Hynes, Orthmann, and Woodman. Nays, none. Saathoff, absent.
Motion by Neumann, seconded by Hynes to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes,
Orthmann and Woodman. Nays, none.
Motion by Curtis, seconded by Orthmann to accept Miscellaneous Receipts for the month of March in the amount of $1,540,776.02. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann
and Woodman. Nays, none. Saathoff, absent.
Motion by Orthmann, seconded by Neumann to accept officer reports for the month of March from the Sheriff, register of Deeds and Treasurer. Roll call, ayes: Thomsen, Curtis, Neumann,
Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent.
Motion by Hynes, seconded by Thomsen to move to Executive Session for personnel and litigation. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann and Woodman. Nays, none.
Saathoff, absent. Entered Executive session at 10:30 AM.

to regular session at 11;15 AM.. The Chairman announced that the only discussion was for personnel matters and possible litigation and no actions were taken.
