HomeMy WebLinkAboutSP02-07-12COURTHOUSE HASTINGS NEBRASKA Tuesday, February 7, 2012 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Neumann, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Orthmann helped issue ID badges at the Hastings Police Dept on the 18th and also at the Hastings City offices on the 25th. HE attended the Central District planning meeting at the Garden Café on the 19th and participated in a phone conference at the Chamber on the Inheritance Tax bill in the afternoon. He also attended a Community Action Partnership Board meeting on the 26th, the Chocolate A’Fur event on the 4th and the Buildings and Grounds Committee meeting this morning. Curtis attended the Wellness Committee meeting on the 18th, the Central District planning meeting the morning of the 19th and the Chamber conference call in the afternoon, a Library Board meeting on the 23rd, a South Central Economic Development District meeting on the 26th, the 4-H Soup Supper on the 29th and a Drug Court meeting and Extension Board meeting on the 2nd. Neumann attended the Buildings and Grounds meeting this morning, a Midland Area Agency on Aging Executive meeting last Thursday and an Emergency management webinar about the approaching storm on Friday. Hynes attended the Region III meeting on the 27th and Roads Committee meetings on the 1st and this morning. Saathoff attended the Central District planning meeting and the Chamber Ag Committee meeting on the 19th, a Chamber Board meeting on the 25th, appeared at the hearing on LB 970 in Lincoln on the 26th, Roads Committee meetings on the 1st and this morning and the webinar at Emergency Management on the 3rd. Thomsen attended an ASAAP meeting on the 17th the Planning meeting on the 26th and the Buildings and Grounds meeting this morning. Woodman attended the hearing on LB 970, the Central District planning meeting on the 19th and the Roads Committee meetings on the 1st and this morning. During public comments, Judy Mignery, Planning Director, told the Board about an application for construction of a Waste Storage Facility with a lift station that had been received from NDEQ. The Board has 30 days to comment on the application. The Board will take action on the application at their next meeting. Joyce Mangers and Rich Cartier with the City of Hastings asked the Board to accept dedication of easements and right of ways in two subdivisions that fall within the City’s two mile jurisdiction but outside the City limits. Motion by Neumann, seconded by Hynes to accept dedication of easements and right of ways in the Murphy Acres Subdivision, 2130 S Wabash Ave. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Neumann to accept dedication of easements and right of ways in the Marvin Bruntz Subdivision, 7340 N Marian Rd. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Thomsen to transfer ownership of the Emergency management 2002 Ford Explorer to the City of Hastings in consideration of $2,000.00. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Dawn Miller, presented information and answered questions regarding the proposed one and six year road plan. A public hearing on the plan is scheduled for the February 21, 2012 meeting. Motion by Orthmann, seconded by Thomsen to authorize the Chairman to sign the documents and requests for payment for the Energy Grant. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Curtis, seconded by Orthmann to pay Rutt's Heating from the General Fund for work they have performed for the energy grant. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Jeff Hall of 309 Perkins, Box 351, Kenesaw NE asked the Board to reconsider his application for payment of prescriptions through the County General Assistance program. He stated that he has no resources and needs help from the County. He also stated that he has applied for Social Security Disability in July 2010 and has a hearing scheduled on February 9th. The Board told Mr. Hall that General Assistance funds are for short term needs and he needs to pursue help from other sources. Mr. Hall is to contact the County Attorney with the results of the hearing on February 9th and the Board will review and discuss those findings and take his request under consideration after that. Motion by Neumann, seconded by Curtis to move to Board of Equalization for real estate and personal property exemption applications. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:55 AM. Motion by Hynes, seconded by Neumann to approve release of security from Five Points Bank in the amount of $1,000,000.00, cusip # 3134G2TN2. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Judy Mignery, Planning Director, appeared to present information on the Plambeck Subdivision application; however no action was taken on the application by the Planning Commission so it will come back to the Board next month. Motion by Saathoff, seconded by Curtis to approve the addendum to the Interlocal Agreement with the City of Hastings for ambulance service. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Curtis, seconded by Neumann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Neumann to accept the Miscellaneous Receipts for the month of January in the amount of $1,235,011.59. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Curtis to accept officer reports for the month of January from the Register of Deeds, Sheriff and the Distress Warrant report from the Treasurer. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Saathoff to move to Executive Session for personnel issues. Witte Deputy COURTHOUSE HASTINGS NEBRASKA Tuesday, February 7, 2012 The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing new real estate and personal property exemption applications and renewal of annual permissive exemptions with Chairman Larry Woodman presiding.
