A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis,
Neumann, Hynes, Orthmann, Saathoff and Woodman.
Motion by Orthmann, seconded by Curtis, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. The agenda is amended
to include an Executive Session for a County Burial request with appropriate action to follow.
Minutes of the previous meeting were approved as circulated.
There were no comments from the public
Orthmann attended a Community Action Partnership Board meeting in Kearney on the 23rd, a Steak and Ale dinner at Prairie Loft on the 25th, Midland Area Agency on Aging meeting on the
1st, the Lincoln-Reagan Dinner on the 3rd and the Buildings and Grounds meeting this morning.
Curtis attended the Library Open House on the 23rd, a Library Board meeting on the 27th and an Extension Board meeting on the 1st.
Neumann attended a CASA fund raising dinner, the Steak and Ale dinner at Prairie Loft and Coffee with Senator Seiler on the 25th, the Bloodmobile on the 29th, the Midland Area Agency
on Aging meeting on the 1st, the Treasurer’s Tax Sale on the 6th and the Buildings and Grounds meeting this morning.
Hynes attended a Roads Committee meeting at the Roads Dept after the last Board meeting and the Roads Committee meeting this morning.
Saathoff attended the Roads Committee meeting at the Roads Dept after the last Board meeting, the Library Open House on the 23rd, Coffee with Senator Seiler and the Prairie Loft Dinner
on the 25th, a Chamber Board meeting on the 29th, the Tax Sale on the 5th and the Roads Committee meeting this morning.
Thomsen also attended the Coffee with Senator Seiler on the 25th, an ASAAP meeting on the 28th, the Planning Commission meeting on the 5th and the Buildings and Grounds meeting this
morning.
Woodman attended the Roads Committee meeting after the last Board meeting, Grant Reuse Committee meeting on the 29th and the Roads Committee meeting this morning. He reported to the
Board that the discussion of the Roads Committee after the last Board meeting was about what to do with the asphalt roads that are non connecting roads. A lot of them are deteriorating
and funding is not available to repair them. The Committee is asking for input from the other Board members and the agenda item regarding a resolution on these roads will not be taken
up today.
At 9:45 AM Dawn Miller, Highway Superintendent, opened gravel bids. There were only two bids received and no bids for West Blue, Denver and Blaine townships. It was decided to proceed
with the bids received and to re-advertise for bids for the three townships which were not bid.
Motion by Thomsen, seconded by Hynes to award gravel bids for the townships to the lowest bidders as follows: Mid Nebraska Aggregate for Kenesaw, 9.55; Verona, 9.99; Wanda, 10.60; Juniata,
10.75; Highland, 10.75; Cottonwood, 11.99; Roseland, 11.54; and Deweese Sand & Gravel for Logan, 10.99; Silverlake, 10.99; Ayr, 10.99; Hanover, 11.94; Zero, 12.34; and Little Blue,
12.84 and to rebid for West Blue, Denver and Blaine townships. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Hynes, seconded by Curtis to award bid for the armor coat aggregate to Mid Nebraska Aggregate for 11.02 per cubic yard. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
Motion by Curtis, seconded by Orthmann to accept both bids for the pit price of gravel from Deweese Sand & Gravel for 8.00 and Mid Nebraska Aggregate for 6.75 per cubic yard. Roll
call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Saathoff to award gravel stock pile bid to Mid Nebraska Aggregate for 11.15 per cubic yard. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann<
Saathoff and Woodman. Nays, none.
Gene Bonar of the Hastings Police Dept discussed bids he had received for a new digital voice recorder for the 911 Call Center. The bids ranged from $30,000.00 to $13,000.00. He investigated
Revcord, the company with the low bid and found their service and reputation to be good. Their bid includes three years of maintenance and warranty. The County’s cost share will be
22% and the City 78%.
Motion by Thomsen, seconded by Saathoff to award the bid for a new digital voice recorder for the 911 Call Center to Revcord of Houston, Texas in the amount of $13,850.68. Roll call,
ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Curtis, seconded by Orthmann to move to Board of Equalization for motor vehicle and real estate exemption applications and Tax List Corrections. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:35 AM.
Joyce Mangers with the City Developmental Dept. provided information to the Board regarding a new subdivision within the jurisdiction of the City and asked the Board to accept right
of ways and easements in the subdivision.
Motion by Neumann, seconded by Curtis to accept right of ways and easements in Pine Squares Subdivision #3. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and
Woodman. Nays, none.
Motion by Neumann, seconded by Hynes to approve release and replacement of securities from Five Points Bank, Cusip numbers3134G2YLO for $1,000,000.00 and 3134G2YCO for $690,000.00 and
the replacement CUSIP number 3136FTWM7 for $1,000,000.00. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Thomsen, seconded by Orthmann to approve the request of employee Shirley Glover to use the Assembly Room for a private function. Roll call, ayes: Thomsen, Curtis, Neumann,
Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion to approve claims and authorize the County Clerk to pay the same from their respective funds with the exception of the claim from Thrasher for repairs at the Roads Dept to be
paid from the Inheritance Fund. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff AND Woodman. Nays, none.
Motion by Neumann, seconded by Thomsen to approve officers reports for the month of February from the County Clerk, Register of Deeds and Clerk of District Court. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Ron Seymour, Extension Educator, presented the annual UNL Extension report to the Board.
Motion by Saathoff, seconded by Orthmann to accept the annual UNL Extension report and to place it on file. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and
Woodman. Nays, none.
Charles McGraw of RYDE Transportation presented the annual budget request for the County’s public transportation system and asked the Board to approve the Resolution to seek funding
from the federal government.
Motion by Orthmann, seconded by Hynes to approve and authorize the Chairman to sign Resolution 12-03-06 for funding of the public transportation provided by RYDE. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office.
The Board recessed at 11:25 AM and reconvened at 11:30 AM.
Motion by Orthmann, seconded by Curtis to move to Executive Session for a County Burial Assistance request. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and
Woodman. Nays, none. Entered Executive Session at 11:45 AM.
Motion by Saathoff, seconded by Orthmann to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular
session at 11:55 AM. The Chairman announced the only discussion was about a County Burial request and no action was taken in Executive Session.
Motion by Saathoff, seconded by Orthmann to deny the request for County Burial Assistance. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.

The Adams County Board of Supervisors met as a Board of Equalization with Chairman Larry Woodman presiding for the purpose of approving motor vehicle and real estate exemption requests
and Tax List Corrections. Roll call members present were Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, County Attorney Naples
and County Treasurer Davis.
Motion by Orthmann, seconded by Curtis to approve Tax List Correction numbers 13988 through 13996. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman.
Nays, none.
Motion by Neumann, seconded by Thomsen to approve motor vehicle exemption applications for Mary Lanning HealthCare for one vehicle and Good Samaritan Evangelical Society of Hastings
for two vehicles. Roll call ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Assessor did not have any real estate exemptions to present.
Motion by Saathoff, seconded by Neumann to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
