HomeMy WebLinkAboutSP08-21-12COURTHOUSE HASTINGS NEBRASKA Tuesday, August 21, 2012 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Motion by Curtis, seconded by Orthmann, this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items. County Clerk Lewis asked to amend the agenda to include Executive Session for County Burial Assistance applications. Thomsen attended an ASAAP meeting on the 14th and Buildings and Grounds Meeting this morning. One half of the windows at the ACOB are in with three weeks to go. Saathoff attended a Roads Committee meeting on the 14th and they interviewed candidates for the Weed Superintendent position, and Ag Business meeting on the 16th, a Senior Action meeting on the 20th and the Roads Committee meeting this morning. Hynes also attended the Roads Committee meeting on the 14th and this morning. Neumann attended a Wellness Committee meeting on the 15th and the Buildings and Grounds meeting this morning. Curtis attended a Library Board meeting on the 7th and the Ag Society meeting scheduled for tonight has been postponed. Orthmann attended a Senior Services meeting on the 8th, an Adams County Convention and Visitors Bureau Board meeting on the 9th, a Midland Area Agency on Aging meeting on the10th, helped with the Kool-Aid Days parade on the 11th, attended a BID meeting on the 14th, met with the Emergency Management Director on the 15th, attended a Community Action Partnership and Chamber Business After Hours on the 16th and the Buildings and Grounds meeting this morning. Woodman attended the Roads Committee meetings on the 14th and this morning. During Public Comments, Dawn Miller, Highway Superintendent, stated that Showboat Blvd north of Highway 6 will be closed next week due to work on the railroad crossing. She also reported that she will be meeting with the Emergency Manager and NEMA today at 1:00 to review the 2009 snowstorm and costs incurred by the County. Gary Jewell, Colonial Life representative, made a presentation to the Board and requested to be the exclusive provider of supplemental products to county employees. Motion by Neumann, seconded by Orthmann to move to Board of Equalization for motor vehicle exemption applications. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann< Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:05 AM. Captain Gene Bonar made a presentation to the Board about replacing the 911 Emergency Operations Center’s phone system. Also present was Priscilla Pekas from Windstream. The Combined Services Committee had asked Captain Bonar to investigate local financing for the proposed system at a cost of $214,330.00 rather than leasing it through Windstream who’s financing would amount to 24% of the cost. Bonar showed different financing options with Geneva State Bank offering 1.5% over three years with the City of Hastings purchasing a certificate of deposit in the same amount. Motion by Curtis, seconded by Thomsen to approve the purchase of the new 911 Emergency Operations Center phone system contingent of securing the local financing as presented. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board recessed at 10:40 and reconvened at 10:47 AM. Judy Mignery, Planning Director, reported that she had not received the plat for the Mehling subdivision and asked for it to be postponed. Motion by Neumann, seconded by Orthmann to approve and authorize the Chairman sign the Resolution 12-08-21 authorizing the Treasurer to issue Tax Sales Certificates on properties as presented. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Motion by Hynes, seconded by Curtis to approve and authorize the Chairman to sign the Victim Witness grant application. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Neumann to move to Executive Session for personnel and county burial assistance applications. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 10:55 AM. Motion by Neumann, seconded by Orthmann to return to regular session. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 11:30 am. Motion by Neumann, seconded by Thomsen to approve county burial request number 1. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Saathoff to deny county burial assistance application number two. Roll call, ayes: Thomsen, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Curtis abstained. Motion by Thomsen, seconded by Neumann to approve claims with the exception for one payable to Heritage Bank for a bank card transaction by Emergency Management and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Curtis to accept Miscellaneous Receipts for the month of July in the amount of $520,517.19. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board held a discussion regarding the 2012-2013 proposed county budget. County Clerk Lewis presented the Board with three scenarios for the budget, the differences in each being the amount of cash reserve. The Board chose scenario number two which would set the cash reserve at $750,000.00. Lewis will proceed to publish the budget and set the public hearing for the Board meeting on September 4, 2012. Witte Deputy COURTHOUSE HASTINGS NEBRASKA Tuesday August 21, 2012 The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing motor vehicle exemption applications with Chairman Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Attorney Naples and Treasurer Bev Davis. Motion by Saathoff, seconded by Curtis to approve a motor vehicle exemption application for Peace Lutheran Church for a 2011 Ford van. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Hynes to return to regular session.
