A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Thomsen, Curtis,
Neumann, Hynes, Orthmann, Saathoff and Woodman.
Motion by Orthmann, seconded by Curtis, this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in
the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room and also asked if there were any conflicts of interest with any agenda items.
Minutes of the previous meeting were approved as circulated.
Thomsen attended the Buildings and Grounds meeting this morning and reported they are working on electrical issues in the jail.
Saathoff attended the Chamber Legislative meeting on October 2nd, the Chamber Government Affairs meeting on the 11th, the HEDC open house for the spec building on the 4th, the Prairie
Loft Harvest Celebration on the 7th and the Roads Committee meeting this morning. He reported that the Chamber Government Affairs Committee has voted not to support the elimination
of inheritance tax.
Hynes attended the Roads Committee meeting this morning, a Joint Cervices meeting on the 10th, a meeting with Region III, the County Attorney, Mary Lanning Memorial Hospital and Hastings
Police Department and the Board of Equalization meeting on the 12th. He reminded the Board of the NDOR Classifications and Standards meeting in Hastings on Friday, October 19th.
Neumann attended the Wellness Conference awards luncheon in Kearney on the 9th where Adams County received the Governors Sowers Award for our Wellness program, a CASA meeting on the
10th and the Buildings and Grounds meeting this morning.
Curtis attended the Chamber Legislative meeting on the 2nd, the HEDC open house on the 4th, a Library Board meeting on the 8th, an Ag Society meeting on the 9th, an Ag Society Building
Committee meeting on the 11th and the Board of Equalization meeting on the 12th.
Orthmann met with a NIRMA appraiser on the 3rd to review the building at 601 S Rhode Island, attended the NIRMA Conference on the 4th and 5th, a Combined Services meeting on the 10th
as well as a Senior Services meeting, the NACO Legislative Conference on the 11th, the Board of Equalization meeting on the 12th and the Buildings and Grounds meeting this morning.
Woodman attended the Board of Equalization meeting on the 12th and the Roads Committee meeting this morning.
Curtis left the meeting at 10:15 AM.
Joyce Mangers with the City of Hastings Development Dept presented information to the Board on the Darrell Lau Subdivision and asked the Board to accept the dedication of streets and
easements in the subdivision.
Motion by Hynes, seconded by Saathoff to accept the dedication of streets and easements in the Darrell Lau Subdivision. Roll call, ayes: Thomsen, Neumann, Hynes, Orthmann, Saathoff
and Woodman. Nays, none. Curtis, absent.
Brenda Smith, a Treasurer employee, showed the Board the award the County received at the Wellness Conference luncheon. It was determined that it should be publically displayed.
Chip Volcek, Emergency Manager, presented several agreements to the Board for their approval.
Motion by Neumann, seconded by Orthmann to approve and authorize the Chairman to sign the County Board Record of Appointment appointing Chip Volcek and Taylor Price to the Emergency
Management Regional group known as the South Central Region to fulfill the duties as required by the group. Roll call, ayes: Thomsen, Neumann, Hynes, Orthmann, Saathoff and Woodman.

Motion by Neumann, seconded by Saathoff to approve and authorize the Chairman to sign Resolution 12-10-16 authorizing the Chairman to sign the Interlocal Agreement for emergency services.

Motion by Thomsen, seconded by Hynes to approve and authorize the Chairman to sign the Memorandum of Understanding for the South Central Region. Roll call, ayes: Thomsen, Neumann, Hynes,
Orthmann, Saathoff and Woodman. Nays, none. Curtis, absent.
Motion by Orthmann, seconded by Neumann to approve and authorize the Chairman to sign the Interlocal Agreement with Buffalo, Clay, Dawson, Franklin, Frontier, Gosper, Hall, Hamilton,
Harlan, Kearney, Lincoln, Nuckolls, Phelps and Webster Counties and the cities and villages within those counties to form a Planning, Exercise and Training Region among the public service
agencies. Roll call, ayes: Thomsen, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Curtis, absent.
Motion by Saathoff, seconded by Neumann to release 2 securities from Five Points Bank in the amounts of $1,000,000.00 each, Cusip numbers 3136FTWM7 and 3136GOHV6. Roll call, ayes: Thomsen,
Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Curtis, absent.
Michele Bever, Director of South Heartland Health Dept, asked the Board to appoint someone to finish the term of Brad Neet, who has resigned, to their Board of Directors. Michelle Oldham,
attorney, had submitted a letter indicating her interest in serving on the Board.
Motion by Saathoff, seconded by Neumann to appoint Michelle Oldham to the South Heartland District Health Board to finish the term of Brad Neet to expire in March 2013. Roll call, ayes:
Thomsen, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Curtis, absent.
Motion by Orthmann, seconded by Thomsen to declare the following trucks from the Roads Dept as surplus equipment to be placed for public sale: 1993 Chevrolet 4X4, sn1GBJK34JOPE181086;
1988 GMC 4x4, SN 2GTEK19HOJ1570603 AND 1991 GMC 4x4, SN 1GTGK2421ME534890. Roll call, ayes: Thomsen, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Curtis, absent.

Motion by Thomsen, seconded by Hynes to strike four Distress Warrants on the following owners issued by the Treasurer as the taxes are uncollectible: Garden Gallery Greenhouse, Sandhills
