E1204076LD COURTHOUSE, ADAMS COUNTY Tuesday, February 19, 2013 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck Neumann presiding. Roll Call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Motion by Curtis, seconded by Weeks, this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerks office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks nays, none The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Thomsen attended an ASAAP meeting on the 17th. On the 7th Thomsen me with a lawyer group to discuss courthouse security. This morning he met with the building and grounds committee where they discussed maintenance on the elevator in the main courthouse building. The committee would like to perform routine updates on the elevator with money that has been budgeted for elevator maintenance. Thomsen has had ongoing communication with Charter in negotiating lower phone service for the County. Saathoff attended the Hastings Chamber Annual meeting on the 6th. On the 7th and 8th he attended the NACO conference in Kearney. On the 16th he attended the Chocolate - A -Fur fundraiser for the Heartland Pet Connection and on the 14th he attended the Government Affairs meeting. On the 15th Saathoff attended an event a Prairie Loft and the 19th he attended the Roads Committee meeting. Hynes attended the NACO conference in Kearney on February 7th and 8th as well as the Road Committee meeting held this morning. Weeks attended the NACO conference in Kearney the 6th -8th and had a Library Committee meeting on the 11th as well as a Road Committee meeting held this morning. Orthmann attended an Adams County Senior Service meeting on the 13th, a Midland Area Agency on Aging Board meeting on the 14th as well as a function at Prairie Loft on the 17th. This morning Orthmann attended a Business Improvement District Meeting as will as the Building and Grounds Committee meeting. Curtis attended the Extension Board meeting on the 7th and the Ag Society meeting on the 12th Neumann attended a Hastings economic development meeting on the 14th as well as a Midland Area Agency on Aging meeting and a function at Prairie Loft on the 17tH Michele Bever from the South Heartland District Health Department presented the agency's annual report. Jack Hynes left the meeting at 9:58 a.m. At 10:00 a.m. Motion by Saathoff, seconded by Orthmann to open the Public Hearing for the County One and Six Year Road Plan. Roll call, ayes; Thomsen, Saathoff, Neumann, Weeks, Curtis, and Orthmann Nays; none Dawn Miller, Adams County Highway Superintendant, reviewed the plan for the Board members with special emphasis on projects 449, 42" Street to Columbine and 450, the future bypass as well as additional information regarding the maintenance sites that was not presented during the February 5th meeting. Ivan Bengtson of 4235 N Columbine Ave; Hastings, addressed the Board about the plan. Bengtson stated he was not opposed to the project, however has concerns on how much property will be taken from land owners and hopes the road is designed to withstand significant truck traffic. No one else appeared to speak and the hearing was closed. Motion by Saathoff, seconded by Weeks to approve the County One and Six Year Road Plan. Roll call, ayes: Thomsen, Saathoff, Neumann, Weeks, Curtis and Orthmann Nays; none Miller presented a resolution on Federal Aid Projects BR -2038(1), Hastings NE and BRO-700 (11) Ayr NE. Witt Deputy Clerk COUTHOUSE HASTINGS, NEBRASKA Tuesday, Februaryl?, 2013 The Adams County Board of Supervisors met as a Board of Equalization for the purpose of making corrections to real estate values and to review an appeal to a denied homestead exemption, with Chairman Neumann presiding. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthamnn, Saathoff and Weeks. Also present were County Clerk Ramona Thomas, Assessor Ilynes and Attorney Fegler-Diass. Diane Hynes, Adams County Assessor, presented a Homestead Exemption Appeal filed by Richard and Delma Uden of 8908 Osborne Dr East. Laurie Hawes of Prairie Title Company spoke on behalf of Richard and Delma Uden. The Homestead Exemption was denied based on the signing date of August 7, 2012 located on the deed when the Uden's sold the property. State regulations state the owner must own and occupy that property through August 15°i of the year applying for the exemption. Hawes indicated the deed was signed early only for convenience purposes and that the property was still occupied through August 15, 2012. The Board deferred a decision as County Attorney, Donna Fegler-Diass will research the matter further. Assessor Hynes presented a request to deny North Shore Assembly fo God Church their Permissive Exemption for 2013 for property located in Pt of the NEI/4, Sec 2-6-10, id number 166-52. The property sold November 2012 and no longer qualifies for the exemption. Assessor Hynes presented the Board a list of Reaffimations of Tax Exemption that were filed in the Assessor's office for 2013 Motion by Weeks, seconded by Saathoff to deny a permissive exemption for property ID 166-52. Roll call, ayes: Thomsen, Curtis, Neumann, I-Iynes, Orthmann, Saathoff and Weeks. Nays: none. Returned to regular session at 10:11 a.m. This B d is adjou mona R.
