Tuesday, March 5, 2013
A regular meeting of the Adams County Board of Supervisors was held as per
public notice given with Chairman Chuck Neumann presiding. Roll Call members
present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks.
Motion by Orthmann, seconded by Hynes, this meeting is a regular meeting of the
Adams County Board of Supervisors and public notice of this meeting has been
given by publication in the Hastings Tribune and by posting. An agenda was
available to the members and an agenda was kept currently amended and posted in
the County Clerks office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes,
Orthmann, Saathoff and Weeks nays, none
The Chairman announced the locations of the open meetings law and agenda in the
room and also asked if there were any conflicts of interest with any agenda
items.
Minutes of the previous meeting were approved as circulated.
Thomsen attended an Area Substance and Alcohol Abuse Prevention (ASAAP)on
February 28th, a Planning and Zoning meeting on the 4th of March and a Building
and Grounds Committee Meeting this morning.
Saathoff attended an Ag Business Meeting on the 21st of February, a Chamber
sponsored trip to Lincoln to observe the Legislature in session, attended the
tax sale on March 4th and a Roads and Bridges Committee Meeting this morning.
Hynes attended the Roads and Bridges meeting this morning.
Weeks attended the LEPC meeting on the 19th, the National Weather Service Severe
Weather Seminar on the 25th, as well as a Library Board meeting and the Roads
and Bridges Committee meeting this morning.
Curtis attended a SCEDD meeting on the 25th of February and a Drug Court meeting
in Kearney on the 26th where it was determined the next graduation will be held
in Hastings with a date in April to be determined.
Orthmann attended the Building and Grounds Committee meeting this morning.
Neumann attended a Wellness Committee meeting on February 20th and a building
and grounds meeting this morning. Chairman Neumann introduced the new civil
County Attorney, David Bergin.
Dawn Miller, Adams County Highway Superintendant, requested the purchase of a
Ford 650 gas cab with 750 specs (suspension) for a sign truck,from State Bid
Contract #12946. The amount requested for this purchase is $50,724.05. Miller
stated that she is reprioritizing money in the budget that was originally set
aside for the purchase of a new dump truck. The old sign truck could possibly
be sold at a future auction.
Motion by Weeks to approve the purchase of the Ford 650 gas cab with 750 specs
(suspension) for a sign truck, from State Bid Contract #12946, seconded by
Hynes. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff,
Weeks Nays: None
Miller presented a proposal to close a portion of Baltimore Avenue on June 22,
2013 between the hours of 6:00 a.m. and 11:00 a.m. for the purpose of a
marathon run.
Ron Alexander, Activities Director for Adams Central Public Schools, presented
the Board with the marathon route as well as the intention of posting a County
Sheriff Deputy at each end of the route as well as at Baltimore and 42nd for
traffic control.
Motion by Thomsen, seconded by Weeks to approve the closure of Baltimore Avenue
between North Shore Dr and Lochland Rd for a marathon run on June 22, 2013 from
6:00 a.m. to 11:00 a.m. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes,
Orthmann, Saathoff, Weeks. Nays; None.
Judy Mignery, Adams County Planning and Zoning Administrator, presented the
Board with the annual report of Livestock Friendly County.
At 10:00 a.m. the motion by Orthmann, seconded by Saathoff to open the Public
Hearing for an Amendment to the Adams County Zoning Regulation to add Adams -
Hastings Joint Use District (AHD) to the zoning regulations. Roll call; ayes:
Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays: None.

Mignery presented the Board with a resolution to update the Adams County zoning
regulations to create similar regulations to the City of Hastings in the
Highway Corridor region of the County or, two miles outside of Hastings city
limits on the highways.
Motion by Curtis, seconded by Thomsen to approve the signing of resolution 13-
03-05 to amend the Adams County Zoning Regulations to add Adams - Hastings
joint use district. Roll Call; ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann,
Saathoff, Weeks. Nays: None.
Signed Resolution 13-03-05 is on file at the Adams County Clerks office.
Mignery presented case #13-03.1, a subdivision application on behalf of Ivan
and Dale Valentin to sub divide 2.252 acres in the NW ;1 Section 33, T7N, R11W.
The Valentin's wish to subdivide the existing residence and and builing from
the farm ground.
Motion by Weeks, seconded by Thomsen to approve case #13-03.1, subdivision
application of Ivan and Dale Valentin for 2.25 acres in the NW Section 33,
T7N, R11W. Roll call, ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann,
Saathoff, Weeks, Nays; None.
Mignery presented case # 13-03.2, a request by John and Jodi
Southern Hills Dr, Hastings, NE to subdivide a tract of land
Section 2, T6N-R1OW for Urban Residential use referred to as
Subdivision.

John Rostvet was present to answer question and give an update on the Freeland
Creek Subdivision.
Motion by Saathoff, seconded by Thomsen to approve case #13-03.2, subdivision
application of John and Jodi Rostvet for SE 3, , Sec. 2, T6N-R1OW. Roll call,
ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays; None.
Scott Stemper, Director of the Area Substance and Alcohol Abuse Prevention
(ASAAP) provided the Board with an update on the program as well as how funds
received from the County are utilized.
Motion by Orthmann, seconded by Curtis to approve a release of security from
Five Points Bank in the amount of $600,000.00. Roll call; ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays: None.
Motion by Saathoff, seconded by Weeks to approve claims and authorize the
County Clerk to pay the same from their respective funds, Roll call, ayes;
Thomsen, Saathoff, Neumann, Weeks, Curtis and Orthmann. Nays; none
Motion by Hynes, seconded by Orthmann to accept officers reports for the month
of January from the Register of Deeds. Roll call, ayes; Thomsen, Saathoff,
Neumann, Weeks, Curtis, and Orthmann. Nays; none.
