A regular meeting of the Adams County Board of Supervisors was held as per public notice
given with Chairman Chuck Neumann presiding. Roll Call members present were: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks.
Motion by Orthmann, seconded by Weeks, this meeting is a regular meeting of the Adams
County Board of Supervisors and public notice of this meeting has been given by
publication in the Hastings Tribune and by posting. An agenda was available to the
members and an agenda was kept currently amended and posted in the County Clerks office.
Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks Nays: none
The Chairman announced the locations of the open meetings law and agenda in the room and
also asked if there were any conflicts of interest with any agenda items.
Minutes of the previous meeting were approved as circulated.
Scott Thomsen attended a Safety Committee meeting on the 19" as well as an ASSAP meeting
and a Building and Grounds meeting this morning.
Lee Saathoff attended the Business After Hours at the Prairie Loft Center on the 21't
during National Ag Week. On the 23`d, Saathoff attended the "Coffee with the Senator" with
Senator Les Seiler at Kitty's Bar and Grill. On the 26th Saathoff had a RSVP meeting where
United Way gave a presentation. Saathoff also attended the Chamber Board meeting on the
27th and a road and bridges bid opening meeting. Other meetings Saathoff attended included
the HEDC meeting on the 28", a personnel meeting on April 1't and a road and bridges
meeting this morning.
Jack Hynes attended the Road and Bridges Committee meeting this morning as well as the
previous bid opening meeting on the 27th
Mike Weeks also attended the Business After Hours at the Prairie Loft Center as well as
the road and bridges bid opening on the 27" and the Road and Bridges Committee meeting
this morning.
Dale Curtis attended the "Coffee with the Senator" at Kitty's on the 23`d, a SCEDD meeting
on the 28th and the personnel meeting on April l't
Eldon Orthmann attended an MNIS Board meeting on March 20th, as well as the meeting with
Senator Seiler on the 23`d. Orthmann also attended the Business After Hours at the Red
Cross on the 23`d , a Community Action Partnership meeting on the 28th, and the personnel
meeting on April 1't
Chuck Neumann advised everyone of the CPR training being provided to County employees and
encouraged at least one person from every office to participate. Neumann attended the
Wellness Committee meeting on the 20th where plans for the Adams County blood draw were
finalized. On March 19th Neumann attended the Kjwanis Pancake Feed, a CASA meeting, a
Merit Commission meeting and a Title Six Meeting on April 1't . Neumann also attended the
Business After Hours held at Prairie Loft on the 20th.
During Public Comments, Judy Mignery spoke on behalf of the County Employees who
participated in the "Lose to Win" challenge at the YMCA. These employees wanted to thank
the Board for sponsoring this program as it proved to be very beneficial to the
employees.
Greg Anderson, Adams County Highway Department, conducted the opening of bids, as
published in the Hastings Tribune per Nebraska State Statute 23-3102, for County gravel
projects. Bids were submitted by Consolidated Concrete, Deweese Sand and Gravel and Mid
Nebraska Aggregate for specified Adams County Townships. Motion by Hynes, seconded by
Saathoff to award the lowest bid within each township. Roll Call, Ayes; Thomsen, Curtis,
Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays; None.
Awarded bids (prices are per cubic yard):
Mid Nebraska Aggregate: Kenesaw, $10.00; Verona, $10.49; Wanda, $11.04; Juniata, $11.20;
Highland, $11.20; Cottonwood, $12.22; Roseland, $11.99; Hanover, $12.10. Gravel Pit Bid
$6.75; Gravel Stock Pile Bid, $11.20
Consolidated Concrete: West Blue, $12.35; Denver, $13.30; Blaine, $13.55.
Deweese Sand and Gravel: Logan, $11.69; Silverlake, $11.89; Ayr, $11.79; Zero, $12.84;
Little Blue, $13.24.
Anderson also presented the Board with the bids for a wheel loader that were opened
during the March 27" Roads and Bridges Committee meeting. Tim Reise from NMC, Tony
Randone from Road Builders and Jusin Pape from Murphy Tractor, were present to answer
questions regarding the bids. Motion by Saathoff, seconded by Hynes to approve the
purchase of a 2012 wheel loader from NMC for the price of $183,579.00. Roll Call: Ayes;
Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff. Nays; None Abstained; Weeks.
Jackie Norris from the Adams County Victim Witness Unit, presented the Board with the
Victim Of Crime Act (VOCA) Grant. The VOCA is used to fund Norris' salary and is
presented annually. Motion by Weeks, seconded by Orthmann for Chairman Neumann to sign
the VOCA Grant. Roll Call: Ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff,
Weeks. Nays; None.
Dawn Miller, Adams County Highway Superintendent, presented a bid from Ace/Eaton Metals
for corrugated culvert projects 412, 413 and 423. Bids were opened April 2, 2013 by the
Road*aild"'*,idges Committee in accordance with
NC'bXastCa;.S, Statute 23-3102. Motion by Weeks, seconded by Hynes to award the purchase
cor'i'y,igted culverts to Ace/Eaton Metals in the total amount of $37,033.80. Roll

Atm omas, Adams County Clerk, presented the Board with an agreement received by the
aDep$rtment of Roads, advising of the need of County Surveyor service on US

Highway 281 between Assumption Road and US Highway 6 due to a state highway improvement
project. Cost for the surveyor service will be reimbursed to the County by the State of
Nebraska Department of Roads. Motion by Curtis, seconded Hynes to approve the signing of
the agreement between Adams County and NE Department of Roads to provide surveyor service
on US HWY 281 between Assumption Rd and US HWY 6. Roll Call: Ayes; Thomsen, Curtis,
Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays; None.
This Board meeting concluded with the quarterly jail inspection.
