E1204076LD COURTHOUSE, ADAMS COUNTY Tuesday, April 16, 2013 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck Neumann presiding. Roll Call members present were: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Motion by Orthmann, seconded by Thomsen, this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerks office. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks Nays: none The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any conflicts of interest with any agenda items. Minutes of the previous meeting were approved as circulated. Scott Thomsen attended an ASSAP meeting on the 4tH for an anti bullying awareness day, and a Building and Grounds Committee meeting this morning. Lee Saathoff met with city officials and land owners regarding the 42"d Street project on April 3`d. April Stn Saathoff attended a Roads Committee meeting in Grand Island regarding road maintenance and stabilization, and a government affairs meeting at the chamber on the 11tH Jack Hynes attended the Roads Committee meeting in Grand island on the 8tH, a NIRMA personnel meeting on the 12" and a Roads and Bridges Committee meeting this morning. Mike Weeks attended the roads meeting in Grand Island on the 8tH, a Friends of the Library meeting on the 9th, the NIRMA personnel meeting on the 12" and the Roads and Bridges meeting this morning. Dale Curtis had an Extension and Ag Board meeting on the 4tH Eldon Orthmann attended the Midland AAA board meeting on the 4tH, an insurance meeting with the department heads on the 8tH, a combined services meeting and a senior services meeting on the 10tH. Orthmann attended the elevator bid opening on the 9th as well as the regular building and grounds meeting this morning. Chuck Neumann attended the meeting with city officials and land owners regarding the 42"d street project on the 3`d , the combined services meeting on the 10" and the building and grounds meeting this morning. Motion by Orthmann, seconded by Weeks to enter into Board of Equalization for the purpose of tax list corrections and motor vehicle tax exemptions. Roll call, Ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: None Saathoff spoke during public comment regarding LB577, the Medicaid Expansion Bill. Saathoff inquired how this may affect the county and several Board members expressed their opinion on the bill. The Board met as a Board of Equalization at 9:45 am Motion by Thomsen, seconded by Saathoff to return to regular session. Roll call, Ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: None. The Board returned to regular session at 10:07 am Brad Consbruck from the Adams County Sheriff's Department presented the Board with bids for a security system that will be purchased with Homeland Security grant money that the department has been awarded. Two companies submitted bids, Glenwood at $39,782.82 and Inteconnect at $47,540.35. Consbruck stated that the Inteconnect bid included a more equipment and the sheriff's department has used them in the past therefore recommended the Inteconnect bid for approval. Motion by Thomsen, seconded by Weeks to award the security system bid to Inteconnect in the amounty of $47,540.35. Roll Call, Ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: None Harold Johnson, Head of Maintenance, presented the Board with the elevator modernization bids that had been opened this morning during the Building and Grounds Committee meeting. Johnson received three bids, from O'Keeffe, Eletech and Koney. Johnson stated Eletech came in with the low bid of $66,696.00 and recommended the Board approve the low bid. Motion by Saathoff, seconded by Thomsen to award the elevator modernization bid to Eletech in the amount of $66,696.00. Roll Call, Ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays; None. RuAnn Root, Linda Addison and Lauren Slaughter spoke to the Board on behalf of CASA in regards to the Maryland Living Center. Root and Addison updated the Board on the project's progress and informed them that additional funds need to be raised in order to complete construction. Root requested the Board consider approving $10,000.00 toward the project. The Board tabled a decision on providing funds to the Maryland Living Center project until the budget meetings in June. Motion by Orthmann, seconded by Thomsen to approve claims and authorize the County Clerk to pay the same from their respective funds Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays, none. Motion by Saathoff, seconded by Hynes to approve miscellaneous receipts. Roll call, Ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays; None. Motion by Orthmann, seconded by Curtis to enter executive session to discuss litigation. Roll call, Ayes; Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays; None. The Board entered executive session at 11:06 am. Motion by Weeks, seconded by Orthmann to return to regular session. Roll call, Ayes; Thomsen, Curtis, Neumann, Hynes, Orthamnn, Saathoff and Weeks. Nays; None. The board returned to regular session at 11:17 am. No action was taken in executive session. Discussion pertained to a litigation matter. Motion by Weeks, seconded by Curtis to sign an agreement with Angle, Murphy & Campbell, P.C., L.L.O to represent the County in a class actiondase, ,. E1204076LD COUTHOUSE HASTINGS, NEBRASKA Tuesday, April 16, 2013 The Adams County Board of Supervisors met as a Board of Equalization for the purpose of making corrections to real estate values and hear requests for motor vehicle tax exemption, with Chairman Neumann presiding. Roll call, ayes: Thomsen, Curtis, Neumann, Hynes, Orthamnn, Saathoff and Weeks. Also present were County Clerk, Ramona Thomas; Assessor, Diane Hynes; Treasurer, Bev Davis and Attorney David Bergin. Motion by Orthmann, seconded by Weeks to enter Board of Equalization proceedings. Roll call, Ayes; Thomsen, Curtis, Hynes, Orthmann, Saathoff, Neumann and Weeks. Nays; None Assessor Hynes presented the Board with a tax list correction for a property located at 4025 West Oakridge Road in Ayr Township (S3 -T6 -R10). This property was owned by the Secretary of Veteran's Affairs until the property sold on June 28, 2012 to Robert Kober, Jr. The permissive exemption status of the property does not apply to the new owner and Hynes requested the Board allow her to correct the value listed to $115,060.00. Motion by Thomsen, seconded by Saathoff to allow Assessor Hynes to correct the valuation of property 166-150.10 from zero to $115,060.00. Roll call, Ayes; Thomsen, Curtis, Hynes, Orthmann, Saathoff, Neumann and Weeks. Nays; None. Hynes presented the Board with property number 122-11, located at S2 -T7 -R10, owner Robert Gottsch. In 2005 5.23 acres of this land was assigned a separate property number (316-6 )in error. Hynes requested the Board approve Hynes to delete property number 316-6 and merge it with property number 122-11, increasing the land associated with number 122-11 by 5.23 acres. Motion by Weeks, seconded by Curtis to allow Assessor Hynes to delete property number 316-6 and correct property number 122.11 to include an additional 5.23 acres. Roll call, Ayes; Thomsen, Curtis, Hynes, Orthmann, Saathoff, Neumann and Weeks. Nays; None. Hynes presented the Board with property number 284-7516 located at 2628 West 3rd St; Hastings, NE. This property was granted a homestead exemption under the previous owner, Elaine Rottemeyer. Ms. Rottemeyer passed away on June 14, 2012, voiding the exemption on the property as an owner mu ccupy the operty through August 15th. The property has been sold. Assessor Hynes requested permission to remove the homestead ex0 froms •,roperty.
