Tuesday, May 21, 2013
A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck Neumann presiding. Roll
Call members present were: Thomsen, Curtis, Neumann, Orthmann, Saathoff and Weeks. Supervisor Hynes was absent.
Motion by Orthmann, seconded by Weeks, this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this
meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept
currently amended and posted in the County Clerks office. Roll call, Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff and Weeks Nays: none
Absent: Hynes
The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any conflicts of interest with
any agenda items.
Minutes of the previous meeting were approved as circulated.
Committee Reports:
Thomsen attended an ASAAP meeting on the 14th of May and a Building and Grounds Committee Meeting this morning.
Saathoff attended the Ag Business meeting on the 16th at the Hastings Chamber Office, a Senior Action Service meeting on the 20th and the Road
and Bridges Committee meeting this morning.
Neumann participated in a ride -a -long with the Adams County Sheriff's department on the 8th, attended a Wellness Committee and a South
Heartland meeting on the 15th, met with the Planning and Zoning department regarding the Joint Land Use Study on the 7th, and the Building and
Grounds Committee meeting this morning.
Weeks attended the Board of Equalization training in Kearney on the 9th, a Library Board meeting on the 13th and the Road and Bridges Committee
meeting this morning.
Curtis had a SCEDD conference call on the 13th, an Ag Board meeting on the 14th and attended the Blue Cross Blue Shield informational meeting on
the 16th in Kearney.
Orthamann attended the Adams County Senior Services meeting on the 8th, a Business Improvement meeting on the 14th, the Blue Cross Blue
Shield meeting in Kearney on the 16th and the Building and Grounds Meeting this morning.
imamJessica Hendricks from Adrian Smith's office gave an update on current issues in Congressman Smith's office. Topics she addressed were: Medicare
reform, the Healthcare Bill, the recent IRS scandal and the Farm Bill.
Dawn Miller, Highway Superintendent, requested the Board sign the supplemental buyout program agreement. The supplement was required in
order to clarify language on the original agreement that was signed in August 2011. The amount of funding Adams County will received is
unchanged. Adams County will receive $120,000.00 in servicing funds and $80,000.00 for bridges.
Motion by Thomsen, seconded by Curtis to approve the signing of the Federal Fund Purchase Program Supplemental Agreement. Roll call; Ayes:

Motion by Weeks, seconded by Orthmann to enter Board of Equalization for the purpose of hearing motor vehicle exemption requests and tax
corrections. Roll Call; Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, Weeks. Nays: None. Absent: Hynes
Board entered Board of Equalization at 10:00 a.m.
Motion by Curtis, seconded by Saathoff to return to regular session. Roll Call: Ayes; Thomsen, Curtis, Neumann, Orthmann, Saathoff, Weeks. Nays;

Board entered back into regular session at 10:17 a.m.
Bev Davis, Adams County Treasurer requested approval to no longer accept checks as payment to issue a driver's license. Davis informed the Board
of recent issues concerning checks returned for insufficient funds. The treasurer is not allowed to void the issuance of a license due to a returned
check and often these funds are never recovered. The treasurer's office will continue to accept cash, credit and debit cards for driver's licenses. An
ATM machine is also available in the Courthouse lobby.
Motion by Saathoff, seconded by Thomsen to allow Treasurer Davis to implement a no checks policy for the issuance of a driver's license. Roll Call;
Ayes; Thomsen Curtis, Neumann, Orthmann, Saathoff, Weeks. Nays; None Absent; Hynes
Dan Rutt with Revive Inc. provided to Board with a summary of the services Revive provides the community. Revive provides alcohol, drug and
substance abuse treatment. Rutt made a funding request to the Board, for an amount of the Board's discretion.
A decision on Butt's request was tabled pending budget hearings in June and July.
Dawn Miller, presented the Board with inter -local road maintenance and gravel agreements between the County and Adams County townships for
the 2013/2014 budget year at a cost of $175.00 per mile, paid annually to the Adams County Highway Department. The Adams County Highway
Department will receive a total of $42,503.00 for the maintenance of these roads.
Motion by Weeks, seconded by Saathoff to approve the signing of the Inter -local road maintenance agreements between Adams County and the
townships within Adams County. Roll Call: Ayes; Thomsen, Curtis, Neumann, Orthmann, Saathoff, Weeks. Nays; None. Absent: Hynes.

Chris Long, Adams County Veteran's Service Officer, updated the Board on the plans for the Memorial Day celebration at Parkview Cemetery. John
Hilgert, Director of Veterans Affairs is scheduled to speak, Dwayne Norris will be the Master of Ceremonies.
Judy Mignery, Planning and Zoning Director, requested the Board sign a Joint Land Use Study between the Greenlief Training Site Military Installation
and neighboring civilian communities to enable the County to make informed land use decisions.
Motion by Curtis, seconded by Orthmann to approve the signing of the Joint Land Use Study for the Greenlief Training Site. Roll Call: Ayes; Thomsen,
Curtis, Neumann, Orthmann, Saathoff, Weeks. Nays; None. Absent: Hynes. Resolution 13.05.21-01 is on file in the Clerk's Office.
David Bergin, Deputy County Attorney, presented the Board with the requested resolution outlining Adams County's support of being the future site
of the Central Nebraska Veteran's Home. Dave Rippe from the Hastings Economic Development office was present to update the Board on the
Veteran's Home project.
Motion by Weeks, seconded by Saathoff to approve the signing of resolution 13.05.21-02 that confirms Adams County's interest of being considered
at the future site of the Central Nebraska Veteran's Home. Roll Call: Ayes; Thomsen, Curtis, Neumann, Orthmann, Saathoff, Weeks. Nays; None.
Absent: Hynes. Resolution 13.05.21-02 is on file in the Clerk's Office.
Motion by Orthmann, seconded by Curtis to approve the release of security from Five Points Bank in the amount of $1,500,000.00 Cusip
3136GOHR5. Roll Call: Ayes; Thomsen, Curtis, Neumann, Orthmann, Saathoff, Weeks. Nays; None. Absent: Hynes.

The Board returned to the Adams County Office Building to attend an open workshop with department heads/elected officials to discuss employee
salary increases and health insurance. Dan Schwartzkopf, with Krull Insurance Agency was also in attendance and spoke to the group regarding a self-
insured insurance option.
The board resumed regular session in the County Board Room at 3:00 p.m.
Motion by Saathoff, seconded by Orthmann, to approve Clerk Thomas submitting the Blue Cross Blue Shield health insurance renewal application
with no changes to the County's current coverage plan. Roll Call: Ayes; Thomsen, Curtis, Neumann, Orthmann, Saathoff, Weeks. Nays; None. Absent:
Hynes

The Adams County Board of Supervisors met as a Board of Equalization for the purpose of making tax corrections and hearing motor vehicle tax
exemption requests, with Chairman Neumann presiding. Roll call, ayes: Thomsen, Curtis, Neumann, Orthamnn, Saathoff and Weeks. Absent: Hynes
Diane Hynes, Adams County Assessor, requested the Board approve a 2012 value correction for Whitsel Custom Homes LLC. Whitsel Homes had filed
a property valuation protest form for a property located at 1700.14 Lot 1, Cimarron Meadows 5th Addition. A property valuation agreement was
signed by County Assessor Jim Kuhn and property owner Bev Whitsel, in the amount of $29,900.00, however the agreement did not get entered into
the assessor's system. Assessor Hynes requested the Board approve the making the necessary correction.
Motion by Orthmann, seconded by Curtis to approve Assessor Hynes correcting the valuation of said property to $29,900.00. Roll Call: Ayes;
Thomsen, Curtis, Neumann, Orthmann, Saathoff, Weeks. Nays; None. Absent; Hynes.
Adams County Treasurer Bev Davis presented the Board with two motor vehicle tax exempt applications. One application for the Tehema and one
from Catholic Social Services, both non-profit organizations. Treasurer Davis has reviewed the applications and recommended the Board approve
them as well.
Motion by Weeks, seconded by Orthmann to approve the motor vehicle tax exemption applications for the Tehema Shrine and Catholic Social
Services. . Roll Call: Ayes; Thomsen, Curtis, Neumann, Orthmann, Saathoff, Weeks. Nays; None. Absent; Hynes.
