A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck
Neumann presiding. Roll Call members present were: Thomsen, Curtis, Neumann, Orthamann, Saathoff, Hynes and Weeks.
Motion by Weeks, seconded by Curtis, that this is a regular meeting of the Adams County Board of Supervisors and public
notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the
members and an agenda was kept currently amended and posted in the County Clerk's office. Roll call; Ayes: Thomsen, Curtis,
Neumann, Orthmann, Saathoff, Weeks and Hynes. Nays: None.
The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any
conflicts of interest with any agenda items.
Minutes of the previous meeting were approved as circulated.
Committee Reports:
Thomsen attended the quarterly breakfast sponsored by ASAAP on June 28th, during which, several area non- profit agencies
spoke regarding services they provide in the community. On July 15t, Thomsen attended a planning and zoning meeting and a
building and grounds meeting this morning.
Saathoff attended a chamber board meeting on the 26th as well as a retirement party for Pay Meyer. On the 28th of June
Saathoff attended the Adams County Farm Bureau Tour. July 1st Saathoff attended a bid opening during a Road and Bridges
Committee meeting.
On the 27th of June, Hynes met with land owners regarding drainage problems discussed during the June 25th Board meeting, as
well as attending a Road and Bridges Committee meeting on the 27th
Weeks attended two Road and Bridges Committee meetings on the 1" and 2"d of July.
On June 27th, Curtis also met with land owners (Bostockjsegar�cli,Qthe drainage issues discussed during the June 25th Board
meeting.
Orthmann attended a Personnel Committee Me wIttingitclialic Defender's office on July 15t. Orthman also took this
time to remind everyone of the terms of the Co 1414.4601 N1i h r11S`ce berjefits.

Neumann also met with land owners on the 27th to�iscus's previously mentioned drainage issues near Ayr. Neumann attended
the retirement party for Pay Meyer at the Hasting Chamber and attended a Building and Ground Committee meeting this
morning.
During public comment, Jim Kuhn from the Assessor's Office requested the Board set a date to hear property valuation
protests. Kuhn anticipated having to hear 30-35 protests and feels one day of hearing would be sufficient. The hearing date for
valuation protests was set for July 23rd starting at 8:00 a.m. and will be advertised accordingly in the Hastings Tribune.
Dawn Miller spoke during public comment regarding the Hastings Northeast project. Miller stated that bids were opened on
June 27th and awarding a bid will be placed on the July 16th agenda.
A request for the Board to approve the signing of a resolution for County Tax Sales Certificates was sent to the board by the
Treasurer's office.
Motion by Hynes, seconded by Saathoff to approve the signing of the resolution for County Tax Sale Certificates. Roll Call; Ayes;
Thomsen, Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks. Nays: None.
Joe Patterson from the Probation office presented his proposed budget for the 2013/2014 fiscal year. As well as undated the
board on the need for more office space. Attorney Diass advised that the current lease agreement needs to be reviewed and
can be placed on the July 16th agenda.
The Board heard budget request from the following offices for the 2013/2014 fiscal year: Register of Deeds (604), Microfilm
(648), Communications (653), Emergency Management (693), Clerk of the District Court (621), District Judge (624), Planning
and Zoning (608), Maintenance (641),.
The Board Recessed for Lunch, meeting resumed at 1:00 p.m.

The board continued to hear budget requests from the following offices: Veteran's Services (803), Attorney's Office (652).
Dawn Miller presented motor grader bids that were opened on June 27t. Miller recommended the purchase of two motor
graders as there is no intention to purchase equipment next year.
Motion by Hynes, seconded by Weeks to award the purchase of a John Deer motor grader office of the state contact as well as
a Caterpillar motor grader from Nebraska Machinery. Roll call; Ayes: Thomsen Curtis, Neumann, Hynes, Orthmann, Saathoff
and Weeks. Nays: None.
The Board heard budget request from the Roads Department (705) and Weed Department (733).
Motion by Saathoff, seconded by Orthmann to enter Board of Equalization for tax list corrections. Roll Call; Ayes: Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff and Weeks.
Board entered Board of Equalization at 2:43 p.m.
Motion by Saathoff, seconded by Curtis to resume regular session. Roll Call; Ayes; Thomsen, Curtis, Neumann, Hynes,
Orthamann, Saathoff, and Weeks. Nays; None.
Motion by Orthmann, seconded by Saathoff to approve the officer report from the County Clerk. Roll Call: Ayes; Thomsen,
Curtis, Neumann, Hynes, Orthmann, Saathoff, Weeks. Nays None
