The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing motor vehicle
tax exemption requests, real and personal property tax exemption request and request to remove penalties assessed
for late filing of personal property returns with Chairman Neumann presiding. Roll call, ayes: Thomsen, Curtis,
Neumann, Hynes, Orthamnn, and Weeks. Saathoff was absent.
Also present were County Clerk, Ramona Thomas; Treasurer,Bev Davis; and Deputy Attorney, David Bergin.
Motion by Weeks, seconded by Orthmann to enter into Board of Equalization for the purpose of hearing motor
vehicle tax exemption requests.
Entered as a Board of Equalization at 10:30 a.m.
Bev Davis, Adams County Treasurer, presented the Board with motor vehicle tax exemption requests from Hastings
Catholic Social Services and Hastings Crossroads Center. Davis has reviewed the applications and is recommending
the Board's approval.
Motion by Thomsen, seconded by Curtis to approve the tax exempt applications from Crossroads and Catholic
Social Services. Roll Call: Ayes: Neumann, Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None. Saathoff was
absent.
Due to unforeseen circumstances, County Assessor Diane Hynes was unable to present the remaining Board of
Equalization agenda items.
Board returned to regular session at 10:38 a.m.

A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck Neumann presiding. Roll Call
members present were: Weeks, Hynes, Thomsen, Curtis, Orthmann, Saathoff and Neumann.
Motion by Curtis, seconded by Orthmann, that this is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting
has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently
amended and posted in the County Clerk's office. Roll call; Ayes: Weeks, Hynes, Thomsen, Curtis, Orthmann, Neumann, Nays: None. Supervisor
Saathoff was absent.
he Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any conflicts of interest with
ny agenda items.

During Public Comment, Chairman Neuman requested Adams County Planning and Zoning Director, Judy Mignery give a brief report regarding
information received while attending a Wellness Round Table meeting sponsored by the Hastings Chamber of Commerce.
Jamie Manzer, the executive director of the Spouse Abuse Sexual Assault (SASA) Agency in Hastings, gave the Board an update on the progress of
current prevention programs being implemented in their organization. Board members asked Manzer many questions pertaining to local schools and
specifically about bullying issues. Manzer will be scheduling quarterly updates for the County Board.
Chanel Choitz from Life Team did not appear before the Board as scheduled.
Adams County Treasurer Bev Davis was available to answer questions regarding the approval of distress warrants and the striking of personal property
taxes. Davis explained the process, stating that after two years of unsuccessful attempts to collect taxes on these properties the properties, the
properties can be stricken from the Adams County tax roll.
Distress Warrants have been issued on the following properties for two consecutive years and Treasurer Davis is requesting the Board approve
striking them for the Adams County Tax Roll per State Statute 77-1738:

Motion by Weeks, seconded by Orthmann to meet as a Board of Equalization for the purpose of hearing motor vehicle tax exemption requests, tax -
list corrections and permissive exemptions. Roll Call: Ayes: Neumann, Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None. Saathoff Absent.
The Board entered as a Board of Equalization at 10:30 a.m.
Motion by Weeks, seconded by Orthmann to return to regular session. Roll Call: Ayes: Neumann, Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays:
None. Saathoff Absent.
The Board resumed regular session at 10:38 a.m.
Adams County Clerk, Ramona Thomas, addressed the Board regarding renewal of the 125 plan with First Concord. Thomas requested the County
continue contributing $504.00 per year into Adams County employee's HRA accounts. Thomas also informed the Board of the amount of forfeited
funds from previous year that may be deposited in the wellness fund.
Motion by Thomsen, seconded Orthmann to approve the County continuing to contribute $504.00 per year into employee's HRA accounts, and
depositing forfeited funds from previous years into the Adams County Wellness Fund. Roll Call: Ayes: Neumann, Weeks, Hynes, Thomsen, Curtis,
Orthmann. Nays: None. Saathoff Absent.
Clerk Thomas also informed the Board of a new fund roll over option with the 125 plan for the 2014/2015 year. If approved, employees will be
allowed to carry over a maximum of $500.00 of unused funds to the next year.
Motion by Orthmann, seconded by Curtis to approve the fund roll over option with First Concord. Roll Call: Ayes: Neumann, Weeks, Hynes, Thomsen,
Curtis, Orthmann. Nays: None. Saathoff Absent.
Motion by Weeks, seconded by Thomsen to approve the claims and direct the Clerk to pay claims from their respected funds. Roll Call: Ayes:

Motion by Curtis, seconded by Orthmann to accept officer reports submitted by the Adams County Sheriff's department and the Register of Deeds.
