Tuesday, December 17, 2013
A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck Neumann presiding. Roll Call
members present were: Weeks, Hynes, Thomsen, Curtis, Orthmann, Saathoff and Neumann.
Motion by Orthmann, seconded by Weeks, that this is a regular meeting of the Adams County Board of Supervisors and public notice of this
meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept
currently amended and posted in the County Clerk's office. Roll call; Ayes: Weeks, Hynes, Thomsen, Curtis, Orthmann, Neumann, Nays: None.
The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any conflicts of interest with
any agenda items.
Minutes of the previous meeting were approved as circulated.

Chairman Neumann opened the meeting for public comment:
Julie Nash, Executive Director of Senior Action Inc. informed the Board that she has accepted a position with the State of Nebraska effective
January 3, 2014. Nash thanked the Board for their support over the years and advised them that they are currently seeking a new executive
director to replace her.
Motion by Weeks, seconded by Orthmann to move to Board of Equalization for the purpose of hearing motor vehicle exemption applications,

Jocelyn Rundle of 1124 W 5th St; Hastings, NE
Motion by Curtis, seconded by Orthmann to approve the appointment of Gaylin Prior, Amanda McKenzie and Jocelyn Rundle to the Adams County
Extension Board. Roll Call: Ayes: Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None.
Dawn Miller, Adams County Highway Superintendent, requested the Board's approval of Resolution 2013-12-17.01, construction engineering
service agreement — BK1351; supplemental agreement number one between Adams County and Olsson Associates, Inc. The agreement allows for
additional compensation to Olsson Associates for additional work needed toward the completion of the Ayr Northeast Project; BRO-7001(11).
Motion by Saathoff, seconded by Hynes to approve the signing of the Construction Engineering Services Agreement—BK1351 Supplemental
Agreement Number 1; resolution 2013-12-17.01. Roll Call: Ayes: Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None.
Neumann opened for discussion the agenda item requesting the Courthouse close at noon on Tuesday, December 24, 2013 for Christmas Eve.
Motion by Weeks to approve the Courthouse closing at noon.
Neumann reminded everyone of the policy pertaining to double time pay for the Sheriff, Jail and Roads department if the Courthouse closes and
any of those departments are called out. Neumann encouraged department heads to operate on limited staff or close their individual offices but
spoke unfavorably toward closing the Courthouse doors as it then becomes a holiday and previously mentioned offices would be paid accordingly.
Weeks withdrew his motion.
Motion by Hynes, seconded by Thomsen for the Courthouse doors to remain open during normal business hours (9:00 a.m. — 5:00 p.m.) on
Tuesday, December 24, 2013. Roll Call; Ayes: Neumann, Hynes, Thomsen, Curtis, Orthmann. Nays: Saathoff and Weeks.
Neumann opened discussion on setting elected official's salaries for 2015-2018. Neumann reviewed the NACO recommended salaries and
reminded everyone of the recommendation proposed by Clerk of the District Court, Chrys Setlik, during the December 17, 2013 meeting that would
bring all elected officials up to the NACO recommended minimum within four years.
Motion by Thomsen, to raise the salaries of the Assessor, Attorney, Clerk, Clerk of the District Court, Register of Deeds, Sheriff and Treasurer up to
the NACO recommended minimum by 2016 by implementing raises in 2015 and 2016 with no increase in 2017 and 2018.
Chairman Neumann suggested the County Attorney look into an option of having the salaries increase over the next four years with a set
percentage range assigned to each year.
Orthmann expressed concern by setting salaries too high, people who do not have a history or knowledge of County Government could obtain the
position of an elected official and not have the experience to run the office effectively.
Saathoff and Curtis mentioned the possibility of having to decrease or eliminate insurance coverage for dependents to compensate for the wage
increases.
Clerk Thomas commented against reducing or eliminating dependent insurance coverage to justify the pay increase as the current insurance
benefits outweigh the potential wage increase.
County Attorney, Donna Fegler-Diass indicated that the increase the County Attorney position would receive seemed to be excessive.
Weeks seconded the motion by Thomsen to raise the salaries of the Assessor, Attorney, Clerk, Clerk of the District Court, Register of Deeds, Sheriff
and Treasurer up to the NACO recommended minimum by 2016 by implementing raises in 2015 and 2016 with no increase in 2017 and 2018. Roll
Call; Ayes: Weeks, Thomsen, Curtis, Orthmann. Nays: Neumann, Saathoff, Hynes
Clerk Thomas will prepare a resolution for the 2015-2018 salaries to be signed at the January 7, 2013 meeting.
Discussion on setting salaries for the County Supervisors followed. Thomsen indicated that by raising supervisor salaries to $20,000 per year, it
may attract a more diverse demographic to run for County Supervisor, resulting in a more accurate representation of the County.
Motion by Saathoff, seconded by Hynes to increase the County Surveyor's salary by 3.5% each year for years 2015,2016, 2017 and 2018. Roll Call;
Ayes; Neumann, Saathoff, Hynes, Curtis, Orthmann. Nays: Weeks, Thomsen
Motion by Orthmann, seconded by Saathoff to approve the claims and direct the County Clerk to pay claims out of their respected funds. Roll Call;

Motion by Orthmann, seconded by Curtis to accept the officer report submitted by the Adams County Register of Deeds. Roll Call; Ayes: Neumann,
