Tuesday, January 21, 2014
A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck
Neumann presiding. Roll Call members present were: Weeks, Hynes, Thomsen, Curtis, Orthmann, Saathoff and Neumann.
Motion by Orthmann, seconded by Weeks, that this is a regular meeting of the Adams County Board of Supervisors and public
notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the
members and an agenda was kept currently amended and posted in the County Clerk's office. Roll call; Ayes: Weeks, Thomsen,
Curtis, Orthmann, Neumann, Nays: None. Absent: Hynes
The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any
conflicts of interest with any agenda items.
Chairman Neumann requested a correction on the minutes from the January 7, 2014 meeting, the closing of both conditional
use permit hearings was omitted.
Minutes of the previous meeting were approved with amendments.
Chairman Neumann took time to recognize Barbara Sprague that recently passed away. Sprague was active in several
community projects. Neumann also recognized Dr. Phyllis Salyards with the League of Women Voters, Dr. Salyards will be
observing the County Board meetings for the next year.
Board members attended the following committee meetings since the January 7, 2014 Board meeting and gave a brief report:

Curtis- January 9, 2014 attended and Adams County Extension Board meeting
January 14, 2014 attended and Ag Board meeting
Weeks- January 9, 2014 attended an Adams County Convention and Visitors Bureau meeting and announced the
purchase of a van for promotional purposes.
January 9- 2014 attended a Hastings Economic Development meeting at the Lark
January 11, 2014 attended a retirement reception for Mark Keiser from Adams County Bank
January 13, 2014 attended a Hastings Library Board meeting
January 14, 2014 attended a library accreditation workshop.

January 17, 2014 toured the Hall County Courthouse to observe security measures they have in place

Chairman Neumann opened the meeting for public comment during which Dawn Miller, Adams County Roads Superintendent,
gave the Board an update on FEMA requesting floodplain lines be redrawn, as well as a progress update on the truck route
project. Miller advised that there will be an informational meeting with land owners living along the truck route and the
contractors on February 6th at 5:00 in the Adams County Office Building assembly room.
Eric Walston, Adams County Weed Superintendent, presented the Board with a year-end report for the weeds department.
Stephanie Creech -Will with ASAAP gave an update of ASAAP's efforts to educate area youth on the dangers of substance abuse.
ASAAP is currently working with area schools to educate students on the dangers of substance abuse, texting while driving and
how to have healthy relationships. ASAAP is also assembling a Youth Leadership Academy consisting of students from area high
schools. Chreech-Will thanked the Board for the monetary support the County provides.
Judy Mignery, Adams County Planning and Zoning director, presented the Board with the annual Livestock Friendly report.
Neuman inquired about possible funds available for ag related infrastructure improvements, specifically the Juniata Feed Yard
road.
Dawn Miller, Adams County Highway Superintendent, requested the approval of a supplemental agreement and resolution
2014-01-21.02 for additional CE services on the Ayr NE, project BRO-7001(11). The agreement will compensate the contractor
$7,011.00 that was not included in the original agreement.
Motion by Weeks, seconded by Saathoff to approve the supplemental agreement and resolution #2014-01-21.01 as presented
by Dawn Miller. Roll Call: Ayes: Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent: Hynes.
Ramona Thomas, Adams County Clerk, requested the Board approve the cancelling of duplicate, voided and outstanding check
on the Adams County Imprest Account.
Motion by Thomsen, seconded by Curtis to approve the cancelation of duplicate, voided and outstanding checks by the Adams
County Clerk. Roll Call: Ayes: Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent: Hynes.
Clerk Thomas presented the Board with resolution 2014-01-21.01 allowing for the transfer of $60,000.00 from the Adams
County Bookmobile fund to the Adams County Library Fund. Thomas advised that once funds are collected and deposited in the
Library fund, the $60,000.00 would be transferred back to the Bookmobile fund. Roll Call: Ayes: Neumann, Saathoff, Weeks,
Thomsen, Curtis, Orthmann. Nays: None. Absent: Hynes.
Rich Cartier with the City of Hastings Planning Department presented the Board with a request to approval on 33' of right of
way for the Gangwish Subdivision #3 at 12th Street and Osage Avenue.
Motion by Saathoff, seconded by Weeks to approve the 33' of right of way for the Gangwish Subdivision #3.. Roll Call: Ayes:
Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent: Hynes.
Judy Mignery approached the Board requesting funding for the YMCA's Lose to Win Challenge. Mignery reminded the Board
that the County funded the program at 100% for Adams County employees and at 50% for spouses. Currently, there are seven
employees enrolled in the challenge. Mignery considered the program a success last year and is requesting the continued
support by the County.
Motion by Curtis, seconded by Weeks to approve the funding of the Lose to Win challenge through the YMCA at 100% for
County employees and 50% for spouses. Roll Call: Ayes: Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None.

Motion by Orthmann, seconded by Thomsen to meet as a Board of Equalization for the purpose of hearing motor vehicle tax
exemption applications, and tax list corrections. Roll Call: Ayes: Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays:
None. Absent: Hynes.

report. Bever requested the Board consider passing a resolution pledging the County's support for the community health
needs. Neumann requested that such resolution be prepared and placed on the agenda for February 4, 2014.
Adams County Visitor's Bureau Director, Kaleena Fong requested the approval of a $25,000.00 improvement fund grant to the
Hastings YMCA for the purpose or refurbishing the miniature golf course. Improvement funds are collected from lodging tax
and a $25,000 grant is awarded to qualifying entities twice per year. This is a matching grant were the YMCA will be awarded up
to $25,000 in matching funds. Supervisor Thomsen inquired if local contractors will be used and if that could be a stipulation in
the award of future grants. Fong responded that in this particular project local contractors will be used however there is
nothing requiring local contractors be used to receive the grant.
Motion by Orthmann, seconded by Thomsen to approve the $25,000 improvement fund grant to the Hastings YMCA. Roll Call:
Ayes: Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent: Hynes.
Motion by Curtis, seconded by Weeks to approve the claims and direct the County Clerk to pay them out of their respected

The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing motor vehicle
tax exemption requests, real and personal property tax exemption request and tax list corrections, with Chairman
Neumann presiding. Roll call, ayes: Thomsen, Curtis, Neumann, Orthamnn, Saathoff and Weeks. Hynes was absent.
Also present were County Clerk, Ramona Thomas; Treasurer,Bev Davis; Assessor Diane Hynes and Deputy
Attorney, David Bergin.
Motion by Orthmann, seconded by Thomsen to enter into Board of Equalization for the purpose of hearing motor
vehicle tax exemption requests and tax list corrections.
Entered as a Board of Equalization at 10:47 a.m.
County Treasurer Bev Davis presented the Board with motor vehicle tax exemption applications for Hastings
College, Faith Community Tabernacle, Hastings Family YMCA and Tehama Shrine. Davis has reviewed all
applications and all meet the necessary criteria to apply for the tax exemption, Davis request Board approval of these
applications.
Motion by Thomsen, seconded by Weeks to approve the motor vehicle tax exemption applications from Hastings
College, Faith Community Tabernacle, Hastings Family YMCA and Tehama Shrine. Roll Call: Ayes; Neumann,
Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent: Hynes.
County Assessor, Diane Hynes presented the Board with a tax list correction for property 72-10.1 owned by Sharon
Schukei located at 20105 W Prairie Lake Road Sharon Schukei was billed for a shed put up by Michael Schukei.
Hynes is requesting the Board approve transferring the value to the shed to property number 72-50000.
Motion by Weeks, seconded by Orthmann to approve the correction as Hynes presented for property 72-10.01 and
72-5000. Roll Call: Ayes; Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent: Hynes.
Hynes presented a correction for property number 191-512 owned by Larry Hohlfeld of 15975 W. Assumption Road
in Holstein. Mr. Hohlfeld had signed a property valuation protest agreement with appraiser Jim Runyan however the
agreement did not get entered into the system — clerical error.
Motion by Orthmann, seconded by Curtis to approve the correction to property 191-512. Roll Call: Ayes; Neumann,
Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent: Hynes.
Hynes presented a correction for property 153-920, owner the Hanover Presbyterian Church located at 8420 S.
Blaine Ave. Hynes advised that the property is currently listed as fully tax exempt however the house located on the
property is rented out and therefore should be corrected to reflect only partially exempt.
Motion by Weeks, seconded by Saathoff to approve the correction to property 153-920 changing it from fully to
partially exempt. Roll Call: Ayes; Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent:
Hynes.

Motion by Saathoff, seconded by Weeks to approve the miscellaneous tax list corrections. Roll Call: Ayes; Neumann,
Saathoff, Weeks, Thomsen, Curtis, Orthmann Nays: None. Absent: Hynes.
