Tuesday, February 4, 2014
A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck
Neumann presiding. Roll Call members present were: Weeks, Thomsen, Curtis, Orthmann, Saathoff and Neumann.
Motion by Orthmann, seconded by Weeks, that this is a regular meeting of the Adams County Board of Supervisors and public
notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the
members and an agenda was kept currently amended and posted in the County Clerk's office. Roll call; Ayes: Weeks, Thomsen,
Curtis, Orthmann, Neumann, Nays: None. Absent: Hynes
The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any
conflicts of interest with any agenda items.
Minutes of the previous meeting were approved as circulated.

built next to the Adams County Office Building

Motion by Weeks, seconded by Curtis to declare the 2003 Impala as surplus and place on public auction. Roll Call: Ayes;
Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent/Not Voting : Hynes
Chairman Neumann reviewed the findings of the recent Adams County audit, conducted by the State Auditor of Public
Accounts. Neumann stated that improvements have been made to findings from the previous year's audit and no significant
violations were reported.
Motion by Curtis, seconded by Saathoff to accept the State Auditor's report for Adams County. Roll Call: Ayes; Neumann,
Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent/Not Voting : Hynes
Planning and Zoning director Judy Mignery presented the Board with resolution 2014-02-04.02 requesting approval of the
vacating of the Deer Run Subdivision, a 3 acre subdivision in the SE 1/4 Section 13, T5N, R9W. The subdivision was created in
2009 when Ron and Kay Pavelka built a residence on the tract. Pavelka would like to place an agriculture building on the tract,
but may not meet set back requirements. Pavelka owns the surrounding property and would like it to be one tract.
Motion by Thomsen, seconded by Weeks to approve resolution 2014-02-04.02 vacating the Deer Run Subdivision. Roll Call:
Ayes; Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent/Not Voting : Hynes
Chairman Neumann requested a motion for the signing of a resolution pledging long term support of the South Heartland
District Health Department's Community Health Improvement Plan as discussed during the February 4th regular Board Meeting.
Motion by Thomsen, seconded by Orthmann to approve the signing of resolution 2014-02-04.01 pledging long term support of
the South Heartland District Health Department's Community Improvement Plan. Roll Call: Ayes; Neumann, Saathoff, Weeks,
Thomsen, Curtis, Orthmann. Nays: None. Absent/Not Voting : Hynes
Motion by Curtis, seconded by Weeks to accept the officer reports for the Adams County Sheriff's office and the Register of
deeds.. Roll Call: Ayes; Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent/Not Voting : Hynes
Chairman Neuman indicated that he would like to discuss a particular claim prior to approving claims. Due to the nature of the
claim Neumann requested to move to closed session to prevent needless harm to an individual.
Motion by Weeks, seconded by Curtis to move to executive session for the purpose of discussing a claim while preventing
unnecessary harm to the reputation of an individual. Roll Call: Ayes; Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann.
Nays: None. Absent/Not Voting : Hynes
The Board met in executive session at 10:12 a.m.

Chairman Neumann announced that no action was taken in executive session.
Motion by Weeks, seconded by Orthmann to approve claims, excluding a claim from Apfel Funeral home in the amount of
$1325.00. Approved claims will be paid by the Adams County Clerk form their respective accounts . Roll Call: Ayes; Neumann,
Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent/Not Voting : Hynes
Motion by Saathoff, seconded by Orthmann to deny the claim of $1325.00 payable to Apfel Funeral Home. Roll Call: Ayes;

Dave Wacker, City of Hastings Engineer, requested the County approve a temporary easement and right-of-way documents
allowing the City of Hastings access to the area in front of the Adams County Visitors Center. Access is needed for the City's
walking/biking trail adjacent to the visitor center.
Motion by Weeks, seconded by Orthmann to approve the temporary easement to the City of Hastings for the City's trail
project. Roll Call: Ayes; Neumann, Saathoff, Weeks, Thomsen, Curtis, Orthmann. Nays: None. Absent/Not Voting : Hynes
