Tuesday, April 1, 2014
A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck
Neumann presiding. Roll Call members present were: Weeks, Thomsen, Hynes, Orthmann, Saathoff, Curtis and Neumann.
Motion by Orthmann, seconded by Weeks, that this is a regular meeting of the Adams County Board of Supervisors and public
notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the
members and an agenda was kept currently amended and posted in the County Clerk's office. Roll call; Ayes: Neumann,
Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthmann
The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any
conflicts of interest with any agenda items.
Minutes of the previous meeting were approved as circulated.

Chairman Neumann asked if there were any comments from the public, there were none.
David Bergin, Adams County Deputy Attorney, presented the Victim of Crime Act grant application on behalf of Adams County
Victim's Advocate Coordinator, Jackie Norris. The grant will provide funding to use toward the salary of the Victim Advocate
Coordinator.
Motion by Saathoff, seconded by Orthmann to approve the signing of the VOCA grant application. Roll Call: Ayes; Neumann,
Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthmann, Nays; None
Judy Mignery, Adams County Planning and Zoning Director, presented the Board with an inter -local agreement between Adams
County, the South Central Economic Development District and the City of Hastings for a joint land use study of the Greenlief
Training site. Adams County and the City of Hastings shall together provide matching funds equal 10% of the total project value,
not to exceed $18,080.00. Matching funds shall include the services of the Adams County GIS Department.
Motion by Curtis, seconded by Weeks to approve the signing of the inter -local agreement with SCEDD and the City of Hastings
in the Joint Land Use Study involving the Greenlief Training Site. Roll Call: Ayes; Neumann, Saathoff, Weeks, Hynes, Thomsen,
Curtis, Orthmann, Nays; None
Motion by Orthmann, seconded by Curtis to approve the claims and direct the County Clerk to pay them from their respective

Chairman Neumann opened for discussion, a possible decision on the isolated land hearing that was heard on December 3,
2013 and March 18, 2014. On November 4, 2013, Maxine Strasburg of Ayr, filed an affidavit with the County Clerk stating that
Gregg Lay, who owns land adjacent to Strasburg, had isolated land that she rents for hay production by plowing up an existing
access road.
Board member Scott Thomsen had informed the Board of the extensive research he had done since the last hearing on March
18th. Thomsen introduced as evidence a map of Bachmann Acres Subdivision from 1994 where a path used as an access road is
clearly visible. Thomsen stated that the map indicates the land owned by Strasburg was not isolated at the time Lay purchased
the adjacent property. Thomsen also contacted both land owners for permission to go view the properties. Thomsen was able
to view both properties and in his opinion the most logical location for an easement is on the east side of Lay's property.
Thomsen also researched what would be a fair amount of damages payable to Mr. Lay and the $5700.00 that was proposed by
Mrs. Strasburg and her attorneys was reasonable.
Motion by Thomsen, seconded by Saathoff to direct Deputy Attorney Bergin to prepare a written statement of the following
findings by the Adams County Board of Supervisors; 1) To state that the Adams County Board of Supervisors has determined
that the land in question is isolated and to grant access to the land to Maxine Strasburg. 2) To direct the Adams County Roads
Department to construct an access road on the east side of Mr. Lay's property, at the expense of Mrs. Strasburg . 3) To accept
the amount of $5700.00 as reasonable compensation for damages payable to Gregg Lay by Maxine Strasburg 4) and to direct
Bergin to state all factual findings pertaining to the Board's decision. Roll Call: Ayes: Neumann, Saathoff, Hynes, Thomsen,
Curtis, Orthmann. Nays: Weeks
Bergin will prepare a written ruling for Board approval during the April 15, 2014 meeting.
The Board conducted the quarterly jail inspection at 10:45 a.m. — 11:00 a.m.
Charles McGraw with RYDE Transportation requested approval of resolution 2014-04-01.01 that will provide continued funding
in the amount of $39,454.00 by Adams County to RYDE Transportation.
