Tuesday, April 15, 2014
A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman Chuck
Neumann presiding. Roll Call members present were: Weeks, Thomsen, Hynes, Orthmann, Saathoff and Neumann.
Motion by Orthmann, seconded by Curtis, that this is a regular meeting of the Adams County Board of Supervisors and public
notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the
members and an agenda was kept currently amended and posted in the County Clerk's office. Roll call; Ayes: Weeks, Curtis,
Hynes, Orthmann, Neumann, Thomsen, Saathoff Nays: None.
The Chairman announced the locations of the open meetings law and agenda in the room and also asked if there were any
conflicts of interest with any agenda items.
Minutes of the previous meeting were approved as circulated.

hosting on April 23rd in conjunction with Administrative Professionals Day.
Chairman Neumann took time to recognize long time Hastings Resident, Bob Foote that recently passed
away.

Chairman Neumann opened the meeting for public comment.
Jennifer Czacki of 7460 W. Blue Hill Rd in Ayr approached the Board to thank the Board members who attended to candidate
forum at the YWCA on April llth.
Pat Randolph of 1336 Highland Drive in Hastings, approached the Board in regards to a property he is currently renovating into
rentable office space. Randolph has heard Adams County is possibly looking for additional office space and he outlined the
possibilities with his property. The property Randolph was referring to is located at 806 W. 16th Street in Hastings.
Alan Anderson also approached the Board regarding a property he recently purchased located at 2525 W. 2nd Street in
Hastings, formerly Johnson Cash -way. Anderson indicated that this property should also be considered by the County if they
choose to obtain additional office space.
Adams County Highway Superintendent, Dawn Miller also spoke during public comment. Miller updated the Board on the
closure of Showboat Road that will occur on April 16th, so that construction on the truck route may begin. Miller encouraged
Board members to go view the work being done. Miller also updated the Board of various road projects that will start this
spring and summer, including the replacement of a bridge on Idlewilde Road, west of highway 281, and a joint project with the
City of Hastings for improvements on Adams Central Road, north of 12th Street.
Adams County Planning and Zoning Director, Judy Mignery requested the Board continue the public hearing originally opened
during the March 4, 2014 Board meeting, the hearing was tabled during the March 4th meeting to further research the request
for a conditional use permit by Riggins Agriculture.
Motion by Curtis, seconded by Weeks to remove the conditional use permit by applicant Riggin Agriculture from the table for
discussion and possible action. Roll Call: Ayes: Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None
Mignery advised the Board that the conditional use permit filed by Riggin Agriculture was presented to the Adams County
Planning and Zoning Board and much discussion took place prior to approving the permit with certain conditions that must be
met. Concerns among Adams County Board member Thomsen were that if the planned lighted sign would be too blinding to
traffic and if it would be visibly appealing as it is right at the entrance point of Adams County. Board member Weeks expressed
concerns that not approving the permit would be discouraging to business owners looking to expand in this area. Highway
Superintendent, Dawn Miller felt the poles were located too close to the road and at least one would have to be relocated.
Board member Hynes voiced that he would like and opportunity to research the matter further, and possibly approving the
permit with additional conditions.
Motion by Weeks, seconded by Curits to close the Riggin Agriculture Conditional Use Permit Public Hearing. Roll Call: Ayes:
Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None
Motion by Thomsen to approve the Conditional Use Permit filed by Riggin Agriculture with the conditions of; no off premises
advertising, no animated neon sign, limit the about of NITS (brightness).
Further discussion took place regarding possible conditions that would be placed on the permit if passed.
Thomsen withdrew his previous motion.
Motion by Thomsen, seconded by Orthmann to table a decision on the application for a conditional use permit for placement of
a pole sign by Riggin Agriculture. Roll Call: Ayes: Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None
Mignery presented plans for the Beeson Subdivion, case # 14-03.1. The applicant, Golden Triangle Inc., would like to subdivide
1.20 acres in the SW % Section 23, T7N, R9W. The proposed subdivion has an existing building on the parcel and is served by
City sewer and water. Mignery advised that according to the zoning regulations a subdivision may be 10<000 square feet if
served by municipal sewer and water.
Motion by Saathoff, seconded by Hynes to approve case #14-03.1 for the Beeson Subdivion. Roll Call: Ayes: Neumann, Saathoff,
Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None
Adams County Highway Supervisor, Dawn Miller, reviewed bids received for the 2014 project culverts. Miller suggested
accepting the low bids for each item number from vendors Ace Eaton Metals and Contech for a grand total of $43,348.46.
Miller stated that by taking the low bids on each project, as opposed to staying with one vendor, would save the county
$640.00.
Motion by Saathoff, seconded by Weeks to approve the 2014 project culvert bids as presented by Miller. Roll Call: Ayes:
Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None
Miller presented the truck cab and chassis bids that were previously reviewed at the Adams County Road Department. Bids
were received by Hanson International, Nebraska Peterbilt and Nebraska Truck Center. Miller recommended accepting the low
bid by Nebraska Truck Center for $86, 115.00.
Representatives from NTC and Nebraska Peterbilt were available to answer questions from the Board.
Motion by Saathoff, seconded by Hynes to approve the low bid of $86,115.00 by Nebraska Truck Center. Roll Call: Ayes:
Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None
Miller presented bids for a dump truck body, snowplow, hydraulics and tailgate spreader. Miller recommended accepting the
low bid from Matt Friend Trucking in the amount of $36,170.00.
Motion by Weeks, seconded by Saathoff to approve the low bid of $36,170.00 by Matt Friend Trucking for a dump truck body,
snowplow, hydraulics and tailgate spreader. Roll Call: Ayes: Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthmann.

Motion by Orthmann, seconded by Curtis to open the public hearing for a conditional use permit in a mixed use district. Roll

Mignery presented the Board with an application for the construction of a storage building in Lot 2, West Fork North 1st, Sub
NW'/. Sectin 12, Township 8 North. The applicant is Kevin Wright/KMPB Farms, Inc. of 5401 Randolph Circle in Hastings. The
storage building would be 46' x 180" with 14' side walls.
Motion by Orthmann, seconded by Weeks to close the conditional use permit public hearing by applicant Kevin Wright/KMPB
Farms, Inc. Roll Call: Ayes: Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None

Motion by Weeks, seconded by Orthmann to open the public hearing to amend Adams County's Comprehensive Plan for Land
Use in the NW % section; 23-T6N-R10W from Agriculture District to a Transitional Agriculture District.
No comments from the public were made for or against the proposal.

Sharon Hueftle with the South Cental Economic Development Corporation gave the Board an annual report from her office.
Hueftle highlighted the office's economic development efforts and provided the Board with a list of services the organization
provides along with a list of workshops available.
County Clerk, Ramona Thomas, presented the Board with a proposed contract received by the Nebraska Auditor of Public
Accounts for auditing services for the next three fiscal years. The contract allows for the County to commit to one, two or three
years with a rate not to exceed $17,500.00 per year.
Motion by Saathoff, seconded by Orthmann to approve the signing of the contract from the Nebraska State Auditor's office for
a length of three years at a rate not to exceed $17, 500.00 per year. Roll Call: Ayes: Neumann, Saathoff, Weeks, Hynes,
Thomsen, Curtis, Orthmann. Nays: None
County Deputy Attorney, David Bergin, presented the Board with the formal findings and ruling of the April 1, 2014 isolated
land hearing. Bergin requested the Board review the document for accuracy, if accurate Bergin requested a motion to approve
the signing of the findings and ruling.
Motion by Orthmann, seconded by Curtis to approve the signing to the isolated land findings and ruling from the April 1, 2014
public hearing. Roll Call: Ayes: Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None
Board member Scott Thomsen presented the Board with an extensive report on Courthouse security. Thomsen has met with
various elected officials, NIRMA representatives, and neighboring county officials in order to research the best options for
upgrading security in the Adams County Courthouse. Thomsen mentioned that a single entrance seems to be the norm among
counties that have implemented stronger security measures. Thomsen requested to be placed on the agenda for the May 6,
2014 meeting to discuss financing of possible security upgrades.
