Tuesday, July 1, 2014
A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Neumann presiding. Roll Call members present: Thomsen, Curtis, Neumann, Orthmann,
Saathoff, Hynes and Weeks.
Motion by Weeks and seconded by Orthmann that this is a meeting of the Adams County Board of
Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and
by posting. An Agenda was available to the members and an agenda was kept currently amended and
posted in the County Clerk's Office. Roll call, Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff,
Hynes and Weeks, Nays: None
The Chairman announced the locations of the open meetings law and agenda in the room and asked if
there were any conflicts of interest with any agenda items
Minutes of the previous meeting were approved as circulated.

The Chairman opened the meeting for public comment; there was none.
Dave Rippe with the Hastings Economic Development Corporation presented the Board with a program
update and a budget request of $20,000. The budget request will be considered at a later date.
Adams County Clerk, Ramona Thomas presented the Board with the budget request for the Clerk's
office for the 2014-2015 fiscal year in the amount of $278,673.76. Approval of the budget request is
differed pending the presentation of all office budgets.
Planning and Zoning Director, Judy Mignery presented the Board with the budget request for the
Planning and Zoning Office of $62,489.00. Approval of the budget request is differed pending the
presentation of all office budgets.
Motion by Saathoff, seconded by Orthmann to approve the claims and direct the County Clerk to pay
them out of their respective funds. Roll Call: Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff,
Hynes and Weeks, Nays: None
Dawn Miller presented the contract with Vontz Paving for the Liberty Avenue project that was approved
during the June 24, 2014 meeting. The bid amount of $383,519.10 was approved during the June 24th
meeting and Miller is requesting the Chairman's signature on the contract.
Motion by Hynes, seconded by Saathoff to approve the Chairman's signature on the agreement with
Vontz Paving in the amount of $383,519.10 for the Liberty Ave. project. Roll Call: Ayes: Thomsen, Curtis,
Neumann, Orthmann, Saathoff, Hynes and Weeks, Nays: None
Clerk of the District Court, Chrys Setlik, presented the Board with the annual Health and Human Services
Child Support Sub -grant Agreement for direct cost reimbursement for child support enforcement. Brief
discussion took place regarding the process of receiving reimbursement.
Motion by Weeks, seconded by Orthmann to approve the signing of the sub -grant agreement for child
support enforcement with HHS. Roll Call: Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, Hynes
and Weeks, Nays: None
Setlik also presented the budget for the Clerk of the District Court's office for the 2014-2015 fiscal year.
Setlik is requesting $428,330.78. Approval of the budget request is differed pending the presentation of
all office budgets.
Motion by Saathoff, seconded by Weeks to open the public hearing for the proposed closure of 42"
Street between Liberty Avenue and Alda Ave. Roll Call: Ayes: Thomsen, Curtis, Neumann, Orthmann,
Saathoff, Hynes and Weeks, Nays: None
Public Hearing opened at 10:30 a.m.
Adams County Highway Superintendent, Dawn Miller gave a brief history of the events leading up to the
proposal of closing 42"d Street between Liberty and Alda Avenues. Ongoing issues with the minimum
maintenance prompted discussion between Gottsch Feed Yard and Miller, including the feed yard
maintaining the road. Jack Lawless from Gottsch Feed Yard was present to also speak of their desire to
improve the road.
The Chairman invited comments from the public to speak for or against the closing of 42nd Street
between Liberty Ave and Alda Ave.
Lanny Katzberg of 5865 N Alda Ave, spoke against the closing of the road as he finds the road useful for
that transportation of farm equipment as well as an alternate route to avoid stopped trains.
Kevin Bruntz of 3265 N Adams Central Rd, spoke against the closure for similar reasons stated by
Katzberg, while including that 42"d Street provides easy access to Walmart and the Smith Softball
Complex.
June Reiners of 7170 W 42"d Street spoke against the closure siting that the road was closed at one time
and it was an inconvenience as she travels 42"d to go to church and travel to Kenesaw.
Lawless stressed that it is not the feed yard's intent to inconvenience the public, and that they are trying
to follow the proper procedure to get the road improved for their daily operations.
Miller suggested that the Board could keep the road open and refer the case to the Board of
Classifications to request the road be reclassified, therefore allowing the county to maintain it.
The chairman asked if there were any other comments before closing the public hearing; there were
none.
Motion by Saathoff, seconded by Hynes to close the public hearing on the 42"d street road closure. Roll
CaII: Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, Hynes and Weeks, Nays: None
Motion by Weeks, seconded by Curtis to keep 42nd Street between Liberty and Alda Avenues open and
refer the case to the Board of Classifications. Roll Call: Ayes: Thomsen, Curtis, Neumann, Orthmann,
Saathoff, Hynes and Weeks, Nays: None
Miller will draft a letter and requesting the road be reclassified.
Motion by Saathoff, seconded by Orthmann to move to closed session to discuss potential litigation as
well as a county burial request, as to avoid unnecessary harm to the reputation of an individual. Roll
Call: Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, Hynes and Weeks, Nays: None

The Board resumed open session at 11:32 a.m. The chairman announced that discussion in closed
session included potential litigation as well as an application for a county burial, no action was taken in
closed session.
Motion by Saathoff, seconded by Thomsen to deny a county burial request heard in closed session. Roll
Call: Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, Hynes and Weeks, Nays: None
Jared Fullerton, a Wildlife Specialist with the U.S. Department of Agriculture presented the Board with a
program update. Fullerton is new to the position and inquired what issues needed to be addressed in
Adams County. Brief discussion followed regarding areas in the county that need to be addressed,
particularly the county maintained cemeteries.
Prior to recessing for lunch Dawn Miller read the rough draft of her letter to the Board of Classifications
regarding the possible reclassification of 42nd Street. The letter will be finalized and sent before the end
of business today (July 1, 2014).

Board reconvened at 1:00 to hear additional county office budget requests for the 2014-2015 fiscal year
County Assessor, Diane Hynes presented the budget request for the Adams County Assessor's office for
$482,135.00, this would include hiring a deputy once the new assessor takes office in January, 2015.
Approval of the budget request is differed pending the presentation of all office budgets.
Maintenance Supervisor, Harold Johnson presented the budget request for the maintenance
department in the amount of $514,459.00. Approval of the budget request is differed pending the
presentation of all office budgets.
Adams County Convention and Visitor's Bureau Director, Sheana Smith, presented the Board with the
budget request of the CVB in the amount of $237,934.32. Approval of the budget request is differed
pending the presentation of all office budgets.
IT Director, Ron Kucera presented the budget for the Adams County IT Department for the 2014/2015
fiscal year in the amount of $244,099.00. Approval of the budget request is differed pending the
presentation of all office budgets.
Veterans Service Officer, Christopher Long presented the 2014/2015 budget request for the Veterans
Service Office in the amount of $159,766.00 as well as the budget for Veteran's Aid in the amount of
$3,310.00. Approval of the budget request is differed pending the presentation of all office budgets.
District Court Judge, Stephen Illingsworth presented the budget for the District Judge office for the
2014/2015 fiscal year in the amount of $46,666.07. Approval of the budget request is differed pending
the presentation of all office budgets.
Budget preparer, Chrisella Lewis briefly spoke to the Board regarding 2014/2015 budget preparation.
