Tuesday, August 5, 2014
A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Neumann presiding. Roll Call members present: Thomsen, Curtis, Neumann, Orthmann,
Saathoff, and Hynes. Absent: Weeks
Motion by Orthmann and seconded by Curtis that this is a meeting of the Adams County Board of
Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and
by posting. An Agenda was available to the members and an agenda was kept currently amended and
posted in the County Clerk's Office. Roll call, Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, and
Hynes, Nays: None, Absent: Weeks
The Chairman announced the locations of the open meetings law and agenda in the room and asked if
there were any conflicts of interest with any agenda items
Minutes of the previous meeting were approved as circulated.

Chairman Neumann opened the meeting for Comments from the Public.
Adams County Highway Superintendent spoke during public comment to give an update on the truck
route project, and informed the Board that phase one of the project is complete which includes 26th to
42nd Street being open for traffic.
Adams County Board Assistant, Judy Mignery, advised the Board that the Title Six report has been
prepared and sent in. Mignery also informed the Board of a village meeting in Juniata regarding a
redevelopment plan on August 14th at 7:15 p.m.
Chairman Neumann took this time to recognize Ronald Kucera, the Adams County IT Supervisor, for 25
years of service to Adams County and presented him with a certificate of recognition.
The 9:45 a.m. agenda item;
Board member Thomsen, requested Board approval to obtain bids to replace the boiler in the Adams
County Office Building (ACOB).
Motion by Thomsen, seconded by Orthmann to collect bids for the replacement of the boiler in the

Adams County Clerk, Ramona Thomas, requested the Board sign Resolution 2014-08-05.02 authorizing
petty cash amounts in those county offices with a petty cash fund.
Motion by Saathoff, seconded by Hynes to approve resolution 2014-08-05.02 authorizing petty cash

Motion by Curtis, seconded by Orthmann to open the Public Hearing to possibly amend the Adams
County Comprehensive Plan for Future Land Use, Case 14-07.5, rezone in section 16. Roll Call: Ayes;

Adams County Planning and Zoning Director, Judy Mignery, presented the Board with Case #14-07.5, a
request by applicants Tim and Amanda Hoffman to rezone from agriculture to transitional agriculture
and amend the Comprehensive Plan for Future Land Use half of a mile on both sides of Highway 281
from the Village of Ayr to the Adams/Webster County Line.
There were no members of the public that spoke during the public hearing.
Motion by Curtis, seconded by Thomsen to close the Public Hearing for Planning and Zoning Case #14-
07.5. Roll CaII: Ayes; Neumann, Saathoff, Hynes, Thomsen, Curtis, Orthmann Nays; None Absent; Weeks
Motion by Thomsen, seconded by Hynes to approve amending the Adams County Comprehensive Plan
for Future Land Use, and approve Case 14-07.5, rezone in section 16. Roll CaII: Ayes; Neumann,
Saathoff, Hynes, Thomsen, Curtis, Orthmann Nays; None Absent; Weeks
Supervisor Curtis presented the Board with Resolution 2014-08-05.2, a resolution in support of the
South Central Economic Development District boundary change to add Howard County. Curtis advised
that this has been favorably discussed at the SCEDD Board meetings.
Motion by Curtis, seconded by Saathoff to approve the signing of Resolution 2014-08-05.2, supporting
the change in SCEDD boundaries to absorb Howard County. Roll CaII: Ayes; Neumann, Saathoff, Hynes,
Thomsen, Curtis, Orthmann Nays; None Absent; Weeks
Chris Lewis, Budget Preparer for Adams County, gave the Board an update on the status of completing
the 2014/2015 budget. Lewis requested direction on the calculation of employee salaries in order to
proceed with budget preparation.
There was brief discussion regarding employee salaries.
Motion by Curtis, seconded by Thomsen to approve a $ .90 per hour increase for Adams County

Motion by Orthmann, seconded by Thomsen to enter closed session for the purpose of contract

The Board entered closed session at 10:48 a.m.

Chairman Neumann stated that no action was taken in executive session and that the discussion was
