A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Neumann presiding. Roll Call members present: Thomsen, Curtis, Neumann, Orthmann,
Saathoff, and Hynes. Absent: Weeks
Motion by Weeks and seconded by Orthmann that this is a meeting of the Adams County Board of
Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and
by posting. An Agenda was available to the members and an agenda was kept currently amended and
posted in the County Clerk's Office. Roll call, Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, and
Hynes, Weeks Nays: None
The Chairman announced the locations of the open meetings law and agenda in the room and asked if
there were any conflicts of interest with any agenda items
Minutes of the previous meeting were approved as circulated.

with County Attorney Donna Fegler Daiss on the role of a CASA volunteer

August 19, 2014 attended an Adams County Building and Grounds meeting
Chairman Neumann opened the meeting for public comment. Jeff Palick with Olsson Associates gave the
Board an update on the truck route project, giving a projected completion date of September 26, 2014.
Palick advised that he would likely be presenting a Change Order Request to the Board on September 2,
2014 as the original project completion date was set for September 1, 2014. Palick also indicated the
project is currently $50,000 under budget.
Josh Johnson and Doug Pauley with Douglas, Pauley and Johnson, P.C. approached the Board on behalf
of Maxine Strasburg, of 12175 S. 1St St in Ayr, NE, regarding an isolated land dispute with Gregg Lay, of
611 North Shore Dr., in Hastings, NE. Johnson requested the Board set an easement appeal bond in the
amount of $10,400.00 to be paid by Gregg Lay. Lay has filed an appeal of the Board of Supervisor's
original decision to grant access to the isolated land to Strasburg. In the event the appeal by Lay is lost,
the $10,400 would be paid to Strasburg for lost income for the time she was denied access during the
appeals process. Attorney for Mr. Lay, was also present and argued the wording on State Statutes 39-
1713 through 39-1719 that states the "appellant" does not refer to Mr. Lay, but to Mrs. Strasburg.
Extensive discussion followed. Mr. Langvart exited the meeting.
Motion by Curtis, seconded by Thomsen to set an appeal bond in the amount of $10,400.00 paid by Mr.
Gregg Lay. Roll Call; Ayes: Thomsen, Curtis. Nays: Neumann, Saathoff, Weeks, Hynes, Orthmann. Motion
failed.
Motion by Orthmann, seconded by Weeks to meet as a Board of Equalization to hear motor vehicle
exemption requests, a homestead appeal and tax list corrections. Roll Call; Ayes: Neumann, Saathoff,
Weeks, Hynes, Thomsen, Curtis, Orthmann. Nays: None

Gregg Anderson with the Adams County Roads Department presented the Board with an inter -local
agreement with the Little Blue Natural Resource District for bridge protection.

The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing motor
vehicle exemption requests, a homestead appeal and tax list corrections. Motion by Orthmann,
seconded by Weeks that this is an open meeting of the Adams County Board of Equalization as
advertised at least ten days prior in the Hastings Tribune. Roll CaII: Ayes: Neumann, Saathoff, Weeks,
Hynes, Thomsen, Curtis, Orthamann. Nays: None
Adams County Treasurer Bev Davis presented the Board with motor vehicle exemption request from
Mid Nebraska Individual Services, Midland Area Agency on Aging and the Community Action Partnership
of Mid Nebraska. Davis stated all applications are for additions to current fleets and she has reviewed
them and is recommending them for approval.
Motion by Thomsen, seconded by Saathoff to approve motor vehicle exemption applications for Mid
Nebraska Individual Services, Midland Area Agency on Aging and the Community Action Partnership of
Mid Nebraska. Roll Call: Ayes: Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthamann. Nays:

Adams County Assessor, Diane Hynes spoke to the Board regarding a Homestead Exemption appeal filed
by Michael Oye of 731 S Lincoln Ave in Hastings. Mr. Oye is appealing Assessor Hynes' denial of the
exemption. Hynes stated the exemption was denied due to Oye not meeting the age requirement of
being 65 on or before January 1, 2014.
Mr. Oye was present and spoke during the meeting. Oye had presented a physician's report but did not
realize the physician marked that the applicant (Oye) did not meet any of the exemptions what would
qualify him for a homestead exemption.
Motion by Curtis, seconded by Weeks to deny the appeal of the denial for an homestead exemption for
Michael Oye. Roll Call: Ayes: Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthamann. Nays:
None
Hynes presented the Board with a list of tax list corrections to be made. Hynes stated that all these
corrections were either clerical errors or property that was improved upon without the owner notifying
the assessor's office, these were found by examining aerial maps.

Motion by Weeks, seconded by Thomsen to approve Assessor Hynes correcting the valuation of
properties presented. Roll CaII: Ayes: Neumann, Saathoff, Weeks, Hynes, Thomsen, Curtis, Orthamann.
Nays: None
Hynes requested approval to correct valuation amounts on parcels 64-680 and 64-722. $29,580 was
placed on parcel 64-680 and should be on 64-722. Hynes will transfer the amount from the incorrect to
the correct parcel.
