Tuesday, October 7, 2014
A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Neumann presiding. Roll Call members present: Thomsen, Curtis, Neumann, Orthmann,
Saathoff, and Hynes. Absent: Weeks
Motion by Orthmann and seconded by Weeks that this is a meeting of the Adams County Board of
Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and
by posting. An Agenda was available to the members and an agenda was kept currently amended and
posted in the County Clerk's Office. Roll call, Ayes: Thomsen, Curtis, Neumann, Orthmann, Saathoff, and
Hynes, Weeks Nays: None
The Chairman announced the locations of the open meetings law and agenda in the room and asked if
there were any conflicts of interest with any agenda items
Minutes of the previous meeting were approved as circulated.
Board members attended the following events and committee meetings and gave a brief report:
Orthmann- September 17, 2014 attended an MNIS Board meeting in Kearney
September 20, 2014 attended the Heartland Pet Connection Open House
September 25, 2014 attended a Community Action Partnership meeting
October 4, 2014 met with Chip Volcek on Madden Road to test the emergency siren
that needed serviced
September 22nd and 29th, 2014 attended Adams County Security Committee meetings
October 7, 2014 attended an Adams County Building and Grounds Committee meeting

At this time Chairman Neumann recognized two Adams County Employees. Register of Deeds, Jan
Johnson was recognized for 26 years of service to Adams County. Brooke MacDonald was recognized for
placing 5th in the Wellness Partner challenge.
Chairman Neumann opened the meeting for public comment:
Elmer Murman of 1235 North Laird Avenue in Hastings, addressed the Board regarding courthouse
security. Mr. Murman feels that previous discussions regarding the closing of the east and west
entrances is unnecessary and that if security is implemented, it is only necessary on the second floor.
Victim/witness director, Jackie Norris, presented the Board with the final award for the victim/witness
grant. Norris requested the chairman sign the award
Motion by Weeks, seconded by Saathoff to approve Chairman Neumann signing the final award for the
victim/witness grant.

Adams County Clerk, Ramona Thomas, requested the regular Board meeting scheduled for November 4,
2014 be changed to November 3, 2014 due to the General Election being held on November 4, 2014.
Motion by Curtis, seconded by Orthmann to change the regular meeting date from November 4th to
November 3, 2014 due to the General Election.

Clerk Thomas requested the Board approve the inventory lists presented by each Adams County
Department, as Board members have had a chance to review the lists.
Motion by Curtis, seconded by Weeks to approve the inventory lists presented by each Adams County
office.

Clerk Thomas presented the Board with the cost allocation plan, from Sequoia Group, based on actual
cost for the fiscal year ending June 30, 2013 for indirect costs associated with child support
enforcement.
Motion by Saathoff, seconded by Thomas to approve Chairman Neumann signing the cost allocation
plan presented by Sequoia Group.

Clerk Thomas, on behalf of the Adams County Treasurer, presented the Board with Resolution 2014-10-
07.01 for the issuance of Tax Sale Certificates on delinquent real estate taxes.
Motion by Weeks, seconded by Hynes to approve the signing of Resolution 2014-10-07.01 for the
issuance of Tax Sale Certificates on delinquent real estate taxes.

Clerk Thomas presented the Board with two requests to rent the ACOB assembly room, for the dates of
October 11'2014 and November 1, 2014.
Motion by Orthmann, seconded by Curtis to approve the ACOB rental requests for October 11th and
November 1st.

Motion by Weeks, seconded by Curtis to meet as a Board of Equalization for the purpose of hearing tax
list correction requests and motor vehicle exemption requests.

Adams County Treasurer, Bev Davis, requested Board approval to waive refund notification
requirements for Trailblazer Pipeline refunds if they are under $200.00
Motion by Weeks, seconded by Curtis to approve Davis waiving Trailblazer refund notifications for
refunds under $200.00.
Roll Call: Ayes: Curtis, Thomsen, Neumann, Hynes, Orthmann, Saathoff and Weeks Nays: None
Dan Schwartzkopf with Krull Agency approached the Board regarding the County's current policy
regarding maternity coverage. Under the current plan, newborns are covered automatically for up to
thirty days regardless of the insurance level of the employee.
MidAmerican Benefits and Schwartzkopf informed the Board that this is not a necessary item under the
affordable care act and the potential large claim exposure this could mean for the County.
Adams County Insurance Committee Chairman, Chip Volcek, informed the Board that is the wishes of
the Insurance Committee to keep the newborn coverage in place as employees were assured that there
would be no change in coverage as a result of switching to a self- insured plan.
No action was taken, thus leaving the automatic newborn coverage in place.
Motion by Weeks, seconded by Saathoff to meet in closed session for personnel items — closed session
is to prevent needless harm to the reputation of an individual(s)

Chairman Neumann announced that no action was taken in closed session
The Board recessed at 11:15 a.m. for the Grand Opening of the Truck Route and luncheon.
Due to a mandatory evacuation of the main Courthouse Building, notices were posted that the Board
would continue the meeting at the Adams County Library.
The Board resumed regular session at the Adams County Library at 1:30 p.m. With Neumann, Orthmann,
Curtis, Saathoff, and Weeks present. Absent: Hynes and Thomsen
Jeff Palik with Olssen and Associates presented final costs of the 281 to Hwy 6 Truck Route project. To
date, the total cost is $2,207,395.00.
Supervisor Thomsen entered the meeting at 1:34 p.m.
Phil Lorenzen with DA Davidson, presented the Board with paperwork to move forward with the bonds
for the Truck Route project.
Supervisor _Weeks_offered Resolution No. 2014-10-07.02;
RESOLUTION ACCEPTING THE WORK OF THE CONTRACTOR AND THE
CERTIFICATE OF COMPLETION OF THE COUNTY'S SPECIAL ENGINEERS IN
RURAL ROAD IMPROVEMENT DISTRICT NO. 2013-1
and moved its passage and adoption. Said Resolution having been read, Supervisor Saathoff seconded
the motion for passage, and after discussion the roll call was made thereon, and the following
Supervisors of the Board voted in favor of the passage and adoption of said resolution: _Neumann,
Saathoff, Weeks, Thomsen, Orthmann, and Curtis.
The following Supervisors of the Board voted against the same: _None
Supervisor Hynes was absent.
Resolution 2014-10.07.03 was withdrawn
Supervisor Saathoff offered Resolution No. 2014-10-07.04;
RESOLUTION CALLING BOND ANTICIPATION
NOTES, SERIES 2014A FOR REDEMPTION;
and moved its passage and adoption. Said Resolution having been read, Supervisor Weeks seconded the
motion for passage, and after discussion the roll call was made thereon, and the following Supervisors of
the Board voted in favor of the passage and adoption of said resolution: Neumann, Weeks, Orthmann,
Thomsen, Curtis and Saathoff. The following Supervisors of the Board voted against the same:
None
Supervisor Hynes was absent.
Supervisor Weeks offered Resolution No. 2014-10-07.05;
RESOLUTION CALLING BOND ANTICIPATION
NOTES, SERIES 2014B FOR REDEMPTION;
and moved its passage and adoption. Said Resolution having been read, Supervisor Saathoff seconded
the motion for passage, and after discussion the roll call was made thereon, and the following
Supervisors of the Board voted in favor of the passage and adoption of said resolution: Neumann,
Orthmann, Thomsen, Saathoff, Weeks and Curtis. The following Supervisors of the Board voted against
the same: None.
Supervisor Hynes was absent.
Resolution 2014-10-07.06 was withdrawn
Supervisor Orthmann offered Resolution No. 2014-10-07.07; and moved its passage and
adoption. Seconded by Curtis.
RESOLUTION NO. 2014-10-07.07
A RESOLUTION AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION LIMITED TAX BONDS,
SERIES 2014, OF THE COUNTY OF ADAMS, IN THE STATE OF NEBRASKA, IN THE PRINCIPAL AMOUNT OF
NOT TO EXCEED TWO MILLION EIGHT HUNDRED THOUSAND DOLLARS ($2,800,000), FOR THE PURPOSE
OF PROVIDING PERMANENT FINANCING TO PAY THE COSTS OF CONSTRUCTING IMPROVEMENTS IN
RURAL ROAD IMPROVEMENT DISTRICT NO. 2013-1; PRESCRIBING THE FORM OF SAID BONDS; PROVIDING
FOR THE LEVY OF TAXES TO PAY THE SAME; AND, ENTERING INTO A CONTRACT ON BEHALF OF THE
COUNTY WITH THE HOLDERS OF SAID BONDS
Supervisors of the Board voted in favor of the passage and adoption of said resolution: Neumann,
Orthmann, Thomsen, Saathoff, Weeks and Curtis. The following Supervisors of the Board voted against
the same: None.
