A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Neumann presiding. Roll Call members present: Michael Stromer— District 1; Mike Weeks -
District 2; Jennifer Czekai — District 3; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck
Neumann — District 6; Eldon Orthmann — District 7
Motion by Weeks and seconded by Orthmann that this is a meeting of the Adams County Board of
Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and
by posting. An Agenda was available to the members and an agenda was kept currently amended and
posted in the County Clerk's Office. Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann,
Orthmann. Nays: None
The Chairman announced the locations of the open meetings law and agenda in the room and asked if
there were any conflicts of interest with any agenda items

Chairman Neumann took this time to recognize the passing of former Adams County
Clerk, Anita Hawes and area businessman Kenneth Morrison.
Chairman Neumann opened the meeting for public comment
Adams County Emergency Manager, Chip Volcek gave an update of the repeater study being conducted.
Volcek advised that FEMA accepted the environmental study and Volcek can utilize $9500.00 in grant
Money toward the project. Volcek is awaiting word from CPI on the status of utilizing their structure for
a new repeater for the Kenesaw area. The Village of Kenesaw has also approved $1800.00 in funds
towards the project.
Board Administrator, Judy Mignery, advised the Board that up to $10,000 in security funds are available
as a result of an application she had submitted to the NIRMA Assist Program, however funding of an
AED for the Roads Department was denied.
Chairman Neumann opened the meeting for any old business that needed to be addressed prior to
adjourning the meeting sine die.

Motion by Weeks, seconded by Orthmann to adjourn sine die and appoint the County Clerk as

Chairman for the 2015 calendar year.

Chairman Neumann requested nominations for the Adams County Board of Supervisors, Vice Chairman

Motion by Orthmann, seconded by Weeks to approve -the following banks as Adams County
depositories: Wells Fargo, Heritage, Pinnacle (Formerly Hastings State), Adams County Banki, Nebraska
Public Agency Investment Trust (NPAIT), Five Points of Hastings, US Bank, Geneva State Bank, Bank of
Doniphan.

Motion by Weeks, seconded by Curtis to authorize the Adams County Treasurer to deposit funds in local

Motion by Curtis, seconded by Orthmann to give consent to the County Treasurer to deposit 100% of
capital stock and surplus in any of the depository banks named, and said deposits to be protected by

Neumann, Orthmann. Nays: None
Motion by Weeks, seconded by Czekai to designate the Hastings Tribune and the legal newspaper for
Adams County and the Adams County website, www.adamscountv.com for the publication of meeting
notices, agenda bids, County Board agendas and County Board Minutes. Roll Call: Ayes: Stromer, Weeks,

Dave Rippe with the Hastings Economic Development Corporation (HEDC) presented the board with
incremental annexation releases for areas of the Industrial Park North Subdivision 3 (Centennial Plastics
and HVAC). Rippe requested Board approval on these annexation releases.

Motion by Orthmann, seconded by Stromer to open the Public Hearing to amend the Adams County
Zoning Regulations to include the 1)Energy Element, 2) An amendment to the Adams County Zoning
Regulations, section 4.18 AHO Airport Hazard Overland District Regulations; and 3) Revise and update
the official zoning map. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann.

Adams County Planning and Zoning Director, Judy Mignery, read the following into the record:
Zoning Administrator's Comments: The Nebraska Legislature has passed to sets of legislation in the
past years that has required Adams County to make amendments to the current Adams County
Comprehensive Plan, Zoning Regulations and Zoning Map.
On April 12, 2010, the Governor signed into law LB 997, which requires counties and municipalities to
include an energy element as part of any existing comprehensive plan. This is to be completed by
January 1, 2015. The energy element is to assess energy infrastructure and energy use by sector,
including residential, commercial, and industrial sectors, It also should evaluate utilization of renewable
energy sources and promote energy conservation measures that benefit the county.
On May 29, 2013, the Governor signed into Law LB 140, the intent with this bill was to update the
Airport Zoning Act, and to redefine the term "airport hazard area" found in in Neb.Rev. Stat.§3-301(3) to
include approach, operation, transition, and turning zones. These changes will more precisely define in
statute the area surrounding an airport subject to zoning regulations. The changes provide zoning
authority based on current airport and aircraft technology not available when the act was passed in 1945.
Chairman Neumann asked if there was anyone present wishing to speak in regards to the proposed
amendments to the Adams County Zoning Regulations.

Motion by Orthmann, seconded by Weeks to close the Public Hearing for proposed amendments to the
Adams County Zoning regulations. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann,

Motion by Thomsen, seconded by Orthmann to approve Adams County Planning and Zoning Case
415.1.3, and amendment to the Adams County Comprehensive Plan to include the 1)Energy Element, 2)
An amendment to the Adams County Zoning Regulations, section 4.18 AHO Airport Hazard Overland
District Regulations; and 3) Revise and update the official zoning map. Roll Call: Ayes: Stromer, Weeks,
Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Motion by Thomsen, seconded by Curtis to approve Resolution 2015-01-08.01, to amend the Adams
County Zoning Regulations to provide updated regulations for the airport hazard overlay district; and to

Thomsen, Curtis, Neumann, Orthmann. Nays: None
Motion by Curtis, seconded by Thomsen to approve Resolution 2015-08.02, to adopt the energy
element of the Adams County Comprehensive Plan; and to provide with this resolution shall be in full

the official zoning map of Adams County, Nebraska; and to provide when this resolution shall be in full

Mignery presented Planning and Zoning Case #15-1.1; plans for the Harms 2nd Subdivision. Mignery read
the following into the record:
Zoning Administrator's Comments: This proposed Subdivision is a 2.2 acre subdivision in the
NW 1/4 Section 22, T6N, R9W. The applicant would like to subdivide off the existing residence
garage and two sheds. The tract contains a well and septic tank. The proposed subdivision does
not fall in the confines of the Flood Plain. The proposed subdivision does fall in the dark sky
overlay district. All requirements of the existing County and Village Subdivision Regulations
and the Zoning Regulations have been met.
Motion by Thomsen, seconded by Weeks to approve the plans for Case #15-1.1; Harms 2nd Subdivision.

Mignery presented Planning and Zoning Case #15-1.2, plans for the Tuff Tucking Subdivision. Mignery
read the following into the record:
Zoning Administrator's Comments: This proposed Subdivision is a 15.68 acre subdivision in
the SE 1/4 Section 22, T7N, R9W. The applicant would like to create a 2 lot subdivision in the
NAD area. Lot 1 contains an existing building. The proposed subdivision does not fall in the
confines of the Flood Plain. The proposed subdivision does fall in the dark sky overlay district.
All requirements of the existing County and Village Subdivision Regulations and the Zoning
Regulations have been met.
Motion by Curtis, seconded by Thomsen to approve plans for the Tuff Trucking Subdivision as presented
by Mignery. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Mignery presented the Adams County Livestock Friendly Report for submittal to the Nebraska
Department of Agriculture. Board members were given the opportunity to view the report, and Mignery
requested approval to submit the report.
Motion by Weeks, seconded by Czekai to approve the Livestock Friendly report for submittal to the
Nebraska Department of Agriculture. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis,
Neumann, Orthmann. Nays: None
Mignery, on behalf of the Adams County Wellness Committee, requested the County once again
participate in the YMCA Lose to Win Challenge. In previous years the County would pay 100% of the fee
for an employee's participation and 50% of an employee's spouse.
Motion by Thomsen, seconded by Orthmann to approve funding for participation in the YMCA Lose to
Win Challenge at a rate of 100% for employees and 50% for spouses. Roll Call: Ayes: Stromer, Weeks,
Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Program Director for the South Heartland District Health Department (SHDHD), Michelle Bever,
presented the annual report for the SHDHD. Bever introduced Christy Burrows, the SHDHD Wellness
Coordinator. Burrows gave a short presentation of workplace wellness and requested the signing of a
Healthy Worksite Memorandum of Agreement be placed on an upcoming Board agenda for
consideration.
County Clerk, Ramona Thomas, requested the chairman's signature on a statement indicating that Dawn
Miller has been appointed the Adams County Highway Superintendent for 2015. This statement must be
filed with the Adams County Department of Roads.
Motion by Weeks, seconded by Curtis to approve Chairman Neumann's signature on the statement
appointing Dawn Miller as the Adams County Highway Superintendent for 2015. Roll CaII: Ayes:
