A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Neumann presiding. Roll Call members present: Michael Stromer— District 1; Mike Weeks -
District 2; Jennifer Czekai — District 3; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck
Neumann — District 6; Eldon Orthmann — District 7
Motion by Curtis and seconded by Weeks that this is a meeting of the Adams County Board of
Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and
by posting. An Agenda was available to the members and an agenda was kept currently amended and
posted in the County Clerk's Office. Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann,
Orthmann. Nays: None
The Chairman announced the locations of the open meetings law and agenda in the room and asked if
there were any conflicts of interest with any agenda items
Minutes of the previous meeting were approved as circulated.

Chairman Neumann opened the meeting for Public Comment.
Adams County Highway Superintendent, Dawn Miller, spoke during public comment to share with the
Board and invitation from the Nebraska Highway Commission regarding an upcoming project involving
US Hwy 6, on March 2, 2015 at 10:00 a.m. at Hastings City Hall.
County Clerk, Ramona Thomas presented the Board with correspondence received from the Nebraska
Department of Roads regarding project M440SD (Prosser Spur) that consists of five miles, including
asphalt overlay on Nebraska State Hwy S40D. The project may involve the obliteration of destruction of
land survey corners and witness corners. The purpose of the letter is to provide sufficient time for the
County Surveyor to perform or arrange for the perpetuation of land survey corners and the
establishment of witness corners as necessary. The State agrees to reimburse the County for costs as
outlined in the agreement.
Motion by Thomsen, seconded by Weeks to approve the signing of an agreement with the NDOR for
surveying services. Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays:

Deputy County Attorney, David Bergin, presented the Board with a revised application for burial
assistance under the general assistance guidelines. The Board differed making a decision on the revised
application until a later date.
Motion by Weeks, seconded by Orthmann to approve the claims and direct the County Clerk to pay
them out of their respective accounts. Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis,

Motion by Czekai, seconded by Weeks to approve the miscellaneous receipts submitted by the Adams

The chairman requested that anyone wishing to speak regarding the one and six year road and bridge
improvement plan come forward. No members of the public wished to speak.
Adams County Highway Superintendent, Dawn Miller, was present to answer any questions regarding
the plan, and thanked Assistant Superintendent Greg Anderson for providing a preview of the plan
during the regular board meeting held on February 3, 2015.
Motion by Weeks, seconded by Czekai to close the Public Hearing for the one and six year road and
bridge plan and resume regular session. Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis,
Neumann, Orthmann. Nays: None
Public hearing closed at 10:06 a.m.
Motion by Weeks, seconded by Czekai to approve the one and six year road plan as presented by Greg
Anderson on February 3, 2015 as well as Dawn Miller on February 17, 2015. Roll call, Ayes: Stromer,
Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Motion by Curtis, seconded by Weeks to move to closed session to hear a general assistance appeal (to
prevent needless harm to the reputation on an individual) as well as discuss County security issues (for
the protection of the public interest). Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis,
Neumann, Orthmann. Nays: None

The chairman announced the reason for the closed session was to hear a general assistance appeal as
well as discussion on courthouse security. No action was taken while in closed session.
