A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Neumann presiding. Roll Call members present: Michael Stromer— District 1; Jennifer Czekai-
District 2; Mike Weeks — District 3; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck Neumann —
District 6; Eldon Orthmann — District 7
Motion by Weeks, seconded by Orthmann that this is a meeting of the Adams County Board of
Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and
by posting. An Agenda was available to the members and an agenda was kept currently amended and
posted in the County Clerk's Office. Roll call, Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann,
Orthmann. Nays: None
The Chairman announced the locations of the open meetings law and agenda in the room and asked if
there were any conflicts of interest with any agenda items
Minutes of the previous meeting were approved as circulated.
Board members attended the following events and committee meetings and gave a brief report:
Orthmann- April 8, 2015 Attended an Adams County Senior Services meeting where plans for the
annual awards banquet was discussed.
April 20, 2015 —Attended an Adams County Security Committee meeting
April 20, 2015 — Attended the Adams County Senior Services awards banquet where
Chuck Neumann was given the Bill Sole Community Service Award
April 21, 2015 — Attended a Business Improvement District Board meeting where plans
for a future downtown hotel and convention center were discussed

April 14, 2015 —Attended an Adams County Ag Board meeting
April 15, 2015 — Attended an Adams County Insurance Committee meeting where it was
reported the claims for the Adams County Health Insurance have seen a decline from previous months.

the moving of projects from the six to one year plans were discussed

Thomsen took a moment to compliment Tony Herman with the Hastings Tribune on his accurate
coverage of County business as well as a piece he wrote covering ASAAP.
Neumann- April 8, 2015 — Attended a Leadership Hastings event providing education on County
Government
April 8, 2015 —Attended an Adams County Wellness Committee meeting where dates
for the Adams County blood draw were set for June 9 —11, 2015. Also discussed was the continuation of
a relationship with Wellness Partners,
April 9, 2015—Attended a Combined Services meeting
April 13, 2015 —Attended a South Heartland District Health Department meeting
April 17, 2015 —Attended an HR meeting sponsored by NIRMA in Kearney
April 20, 2015 — Attended the Adams County Senior Services Award Banquet. Neumann
received the Bill Sole Community Service Award.

Chairman Neuman opened the meeting for public comment:
Dawn Miller, with the Adams County Roads department referenced Chairman Neumann's comments
regarding Wellness Partners in his committee report. Miller stated that her department has utilized the
Wellness Partners hot line and feels it is a good program.
Adams County Highway Superintendent, Dawn Miller presented the Board with Resolution 2015-04-
21.01 that would move project C1-364 from the six year to one year road improvement plan.

TO THE
2015 ONE YEAR ROAD IVIPROA7EM ENT PLAN
WHEREAS, Adams County Project C1-364 is listed on the2015-2021Six Year
Improvement Plan as described and located below, and
WHEREAS, said project consists (4 0.75 mile of grading and the replacement of two
(2) County size structures, of which structure No. E25.2 has lost its west side width
extension due to collapse trader n heavy load, and
WHEREAS, said structure now presents a dangerous traffic hazard due to its
narrow 16 ft roadway width on a 26 ft wide traveled roadway, along with its
continued and deteriorated condition, and
WHEREAS, said structures 125.2 and 1125.3, both are inclusive within Project C1-
364 and each have had a drainage study performed, and will be replaced with
corrugated metal pipe, 2-72" diameter (oE25.2 and 1- 46" diameter rr E25.3, and
WHEREAS, Adams County will commit the feuds necessary to replace these
structures and perform the necessary grade work as written under this project in
order to provide for a safe and non -restricted roadway for the public,
NOW TIIEREFORE RE IT RESOLVED that Project 66C1-364 shall be advanced
from the 2015 Six Year Plan onto the 2015 One Year Road Improvement flan for
Adams County, Nebraska.

Miller presented the Board with Resolution 2015-04-21.02 to set a time and date for a Public Hearing for
the possible closure of North Overland Ave from West 9406 St. North 1 mile to West Barrows Road.
Hearing will be set for May 19, 2015 at 10:15 a.m. and will be advertised in the Hastings Tribune as
required.

Rick Ruzinka with the Hastings Housing Authority approached the Board requesting approval to extend
housing vouchers to locations outside of Hastings City limits. Currently housing vouchers can only be
redeemed within a ten mile radius of the City of Hastings. Affordable housing in Hastings is limited and
surrounding communities such as Juniata, Kenesaw and Roseland have rental housing available. Ruzinka
is requesting Board approval to extend the use of these vouchers anywhere within the county. The
Board questioned if the County would incur any cost for this and Ruzinka confirmed there would be no
cost to the County, he only needs approval to implement the policy.
Motion by Curtis, seconded by Czekai to direct the Hastings Housing Authority to draft an agreement for
review and possible approval during the May 5, 2015 meeting.. Roll Call: Ayes: Stromer, Weeks, Czekai,

Chairman Neuman requested a motion to set the dates for the Adams County blood draw. Dates being
proposed are June 9 — 11, 2015 with June 9th being at the Roads Department and June 10th and 11th at
the main courthouse building.
Motion by Weeks, seconded by Orthmann to approve the blood draw dates as presented by Chairman
Neumann. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None

The chairman announced the nature of the doses session was to discuss security items and no decisions
were made in closed session.
Motion by Thomsen, seconded by Curtis to approve the purchase of security cameras from CEI in the
amount of $18, 627.00. Roll CaII: Ayes: Stromer, Weeks, Thomsen, Curtis, Orthmann. Nays: Neumann,
Czekai.
Clerk Thomas presented the Board with an updated lease agreement between the Department of
Health and Human Services and Adams County for space rented by DHHS in the ACOB. Supervisor
Thomsen has reviewed the agreement and confirmed that the rate for the space has not changed but
the agreement was updated to reflect the correct square footage being utilized by DHHS.
