A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Neumann presiding. Roll Call members present: Michael Stromer— District 1; Jennifer Czekai-
District 2; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck Neumann — District 6; Eldon
Orthmann — District 7
Motion by Weeks, seconded by Orthmann that this is a meeting of the Adams County Board of
Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and
by posting. An Agenda was available to the members and an agenda was kept currently amended and
posted in the County Clerk's Office. Roll call, Ayes: Stromer, Czekai, Thomsen, Curtis, Neumann,
Orthmann. Nays: None; Absent: Weeks
The Chairman announced the locations of the open meetings law and agenda in the room and asked if
there were any conflicts of interest with any agenda items
Minutes of the previous meeting were approved as circulated.

Took this time to thank Chip Volcek and Dawn Miller for the work after the recent heavy
rains caused flooding throughout the county.
The Chairman opened the meeting for Public Comment.
Adams County Emergency Management Supervisor, Chip Volcek thanked the Board for the County's
support of the 2015 Adams County Relay for Life team. The team raised $2400.00 and placed fourth out
of 27 teams in fundraising.
Wellness Committee member Judy Mignery announced the latest Wellness Committee sponsored
activity, which will be a bike ride along the Hastings bike trail as well as a free helmet fitting to take
place on June 11th. Mignery also gave a reminder of the Adams County Health Fair June 16th, 17th and
18th.
Adams County Highway Superintendent, Dawn Miller, presented the Board with photographs of flood
damage throughout the county. Miller is working on obtaining federal funding for repairs.
Motion by Curtis, seconded by Stromer to meet as a Board of Equalization to review motor vehicle
exemption requests, and tax list corrections. Roll call, Ayes: Stromer, Czekai, Thomsen, Curtis,
Neumann, Orthmann. Nays: None; Absent: Weeks

SASA representative, Jamie Manzer presented the Board with the SASA annual report, and a budget
funding request of $12,500.00. A decision on the funding request was differed until later budget
hearings.
Dan Rutt with Horizon Recovery presented the Board with an annual report for Horizon Recovery.
Michelle Kohmetcher with the Kensington spoke as a reference for Rutt and Horizon Recovery in regards
to assistance provided to residence of the Kensington. Also present were Collin Spilnick and Robin Craig,
two area youth who read testimonies of two students who have benefited from Horizon's services.
Rutt presented a budget funding request of $10,000.
A decision on Rutt's funding request will be considered during future budget hearings.
Adams County Victim Witness Advocate presented the Board with the annual VOCA grant application for
the Chairman's signature.
Czekai noticed that not all villages within Adams County were listed on the grant application as areas
entitled to Norris' services. Norris advised she would add those villages.
Motion by Thomsen, seconded by Orthmann to approve the Chairman signing the VOCA grant
application with the recommend changes to the eligible areas of Adams County. Roll call, Ayes: Stromer,

Adams County Treasurer, Melanie Curry, presented the Board with Resolution 2015-06-09.01 allowing
for the transfer of $380,750.50 from the General Fund (100) to the Highway Bond Fund (802) a tax levy
for the 802 was not allocated correctly, and was deposited into the General Fund. Curry has consulted
with the State Auditor's office, which advised on passing a resolution allowing her to correct the error.
Motion by Thomsen, seconded by Czekai to approve resolution 2015-06-09.01 allowing for the transfer
of $380,750.50 from the General Fund to the Highway Bond Fund. Roll call, Ayes: Stromer, Czekai,
Thomsen, Curtis, Neumann, Orthmann. Nays: None; Absent: Weeks
RESOLUTION
WHEREAS the Adams County Board of Supervisors has received from Melanie J. Curry,
Treasurer in and for the County of Adams, State of Nebraska, a request for authorization to
transfer 5380,750.50 from the General Fund 0100 to the Highway Bond Fund 0802 as these
funds were not applied and disbursed to the correct fund upon collection.
THEREFORE be it resolved that Melanie J, Curry is authorized to make this adjustment to
apply and disburse the amount to the correct fund.
Curry also requested $1,500,000.00 Cusip 313382NB5 security release with Five Points Bank.

Adams County Clerk, Ramona Thomas addressed the agenda item regarding the approval of job
descriptions for Adams County appointed officials. Thomas advised that she spoke with Adams County
Deputy Attorney, David Bergin and it is his recommendation to differ action on this item until all job
description for the appointed offices are in.
Thomas presented the Board with the proposed payroll calendar that would transition the County to an
arrears pay system in order to comply with LB560. The conversion will start in July, 2015 and will be
completed in January, 2017.

necessary, and the County understands tnat no State funds will be expanded for this project.
GTION 3. The State agrees to cause to be performed the inspection and load re.rating (if
necessary) of the fracture critical bridges that are due for Inspection in 2015 !0 the County. The
State will oon'inue Io have jurisdictional responsibility for ell public bridges on the State highway
system, Futther, the State will be responsible for arranging for the inspector by consultants, for

SECTION 6. The total cost of the work is cunantly estimated to be $7,458,84, with the
County's twenty (20) percent share being 61,493,78. Both parties recognize this 10 a
preliminary estimate and the final costs may well be higher or lower. Costs incurred by the
State man respect to the entire project shall be considered as a part of the total cost of the
project to be paid out of County and Federal funds. Itis also understood that the costs Incurred
by the State at'nbutable to this project. will not include any administrative cost or expenses of

2016 Fracture Critical Bridge Inspections
State administrative officials. Upon full execution of this agreement, the State will Invoice the
County 51,493.76. The County agrees to pay the State within thirty days after receipt of the
billing from the State. The final settlement between the State and County will be made following
final audits and when final costs have been determined by the State.
SECTION 66. It Is further understood that the County's share of the total project costs shall be all
costs not paid for by Federal funds, Therefore, if the Federal government refuses to participate
in the project or any portion thereof. the County is responsible for full project payment with no
cost or expense to the State In such project or portion thereof. Should the project be
abandoned before completion, the County will pay all costs incurred by the State prior to such
abandonment.
IN WITNESS WHEREOF, the parties hereto have caused these presents to be executed
by their proper officials thereunto duly authorized as of the dates below indicated.

the Kenesaw and Roseland Townships. Miller has reviewed the agreements and requests the Board's

Township in Adams County, Nebraska.

of $175 per mile, per year. Maintenance, as described in this agreement, is to include
periodic surface maintenance by motor patrol, and snow removal as necessary,

Kenesaw Township is responsible for gravel, culverts under 40" in diameter and smaller,
ditch work, etc., on said roads under their jurisdiction.
Adams County, -Nebraska is responsible for all bridge structures and culverts over 40" in
diameter, and maintenance of all traffic control devices,

Wellness Committee members Neumann and Volcek presented a wellness plan that would encourage
participation in the Adams County Wellness program and health fair. The wellness committee
recommends approval on employees being required to meet four wellness criteria to continue receiving
the county funded portion in the employee's HRA account. The following is the proposed criteria:
• Participate in the blood draw/screen
• Complete the Wellness Partners Assessment
• Talk to a Wellness person at least once for a coaching call
• Complete one qualified activity before November 30, 2015
Extensive discussion followed specifically regarding point number four, as to what is considered a
"qualified activity". It was recommended the Wellness Committee approve the qualified activity in order
to provided consistency throughout the various departments.
Motion by Thomsen, seconded by Orthmann to approve the proposed wellness criteria in order to
continue receiving county funds of $504.00 per year in employee's HRA account. Roll call, Ayes:
