A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman
Neumann presiding. Roll Call members present: Michael Stromer - District 1; Mike Weeks - District 3; Jennifer
Czekai- District 3; Scott Thomsen - District 4; Dale Curtis - District 5; Chuck Neumann - District 6; Eldon Orthmann
- District 7
Motion by Weeks, seconded by Orthmann that this is a meeting of the Adams County Board of Supervisors and
public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An Agenda
was available to the members and an agenda was kept currently amended and posted in the County Clerk's
Office. Roll call, Ayes: Stromer, Czekai, Thomsen, Curtis, Neumann, Weeks, Orthmann. Nays: None
The Chairman announced the locations of the open meetings law and agenda in the room and asked if there were
any conflicts of interest with any agenda items
Minutes of the previous meeting were approved as circulated.

Orthmann requested that in the future, during committee reports if a Board member has received feedback from
a citizen, that the citizen's name be given. Neumann suggested that be done only if the citizen contacting the
supervisor be made aware that their comments will be shared during the open meeting.
Curtis wished to comment on the property protest hearings held on July 20th. Curtis stated he was impressed with
the attitude of those filing protests, they were all very cooperative and understanding of the process.
Chairman Neumann opened the meeting for public comment.
No public comments were made.
Lance Lang, a planner for the City of Hastings, requested approval of plans for the Tom Pavelka Subdivision on
South Wabash Road. The applicant is requesting approval of a one lot subdivision. The Hastings Development
Services' staff has reviewed the application submitted by Pavelka and is requesting County Board approval.
Motion by Curtis, seconded by Orthmann to approve the plans for the Tom Pavelka subdivision as presented by
Lang. Roll call, Ayes: Stromer, Czekai, Thomsen, Curtis, Neumann, Weeks, Orthmann. Nays: None
Supervisor Curtis started discussion on Adams County's current agreement to rent space from the Adams County
Fairgrounds at the new facility that is being proposed. Adams County's intensions were to rent office space for the
Adams County Extension office to be housed in. Curtis is requesting to withdraw the offer, at least temporarily,
until plans for the proposed building can be better clarified. Costs for the proposed building have come in much
higher than originally anticipated.
Brief discussion followed
Motion by Thomsen, seconded by Curtis to withdraw the offer to rent office space from the Adams County
Fairgrounds. Roll call, Ayes: Stromer, Czekai, Thomsen, Curtis, Neumann, Weeks, Orthmann. Nays: None
Adams County Fairgrounds manager, Len Fangmeyer presented the Board with the proposed 2015/2016 budget
for the Adams County Fairgrounds. Fangmeyer anticipates venue revenues to increase due to Prairie Loft and the
City Auditorium being unable to rent space for the next year. 2.5% is the maximum amount allotted to the Ag
Society by Adams County.
Curtis took this opportunity to inform Mr. Fangmeyer of the Board's previous decision to withdraw the offer to
rent space in the new building being proposed.
Board Administrator, Judy Mignery, presented the Board with the Title VI Annual Update and Accomplishment
Report for the reporting period of August 1, 2014 through July 31, 2015.
Motion by Curtis, seconded by Orthmann to meet as a Board of Equalization for the purpose of hearing motor
vehicle exemption requests and tax list corrections. Roll call, Ayes: Stromer, Czekai, Thomsen, Curtis, Neumann,
Weeks, Orthmann. Nays: None

Supervisor Thomsen presented the Board with a lease agreement with Foote Realty Co. for office rental space
located at 509 — 515 West 3rd Street for the Adams County Extension Office. Thomsen and Bergin have reviewed
the lease agreement and are requesting approval.
Motion by Thomsen, seconded by Stromer to approve the lease agreement between Adams County and Foote
Realty for the rental of office space. Roll call, Ayes: Stromer, Czekai, Thomsen, Curtis, Neumann, Weeks,

employment law attorney, Pamela Bourne regarding new job classification guidelines.
Adams County Attorney, Donna Fegler-Daiss spoke in favor of hiring Pamela Bourne to assist in the possible
reclassification of employees due to new regulations regarding exempt and non-exempt employment status.

The Adams County Board of Supervisors met as a Board of Equalization for the purpose of reviewing requests for motor vehicle tax
exemption and tax list corrections with Chairman Neumann presiding. Roll call, ayes: Thomsen, Curtis, Neumann, Czekai, Orthamnn,
Stromer and Weeks. Nays: none
Also present were County Clerk, Ramona Thomas; Treasurer, Melanie Curry and Attorney David Bergin.
Motion by Curtis, seconded by Orthmann to enter Board of Equalization proceedings. Roll call, Ayes; Thomsen, Curtis, Czekai, Orthmann,
Stromer, Neumann and Weeks. Nays; None
County Treasurer Melanie Curry presented the Board with motor vehicle exemption request from The Salvation Army and South Central
Behavior Services, Inc. Curry has reviewed the applications and stated they meet the requirements for exempt status and is recommending
their approval.
Motion by Weeks, seconded by Thomsen to approve the motor vehicle exemptions for the Salvation Army and South Central Behavior
Services as presented by Curry. Roll call, ayes: Thomsen, Curtis, Neumann, Czekai, Orthamnn, Stromer and Weeks. Nays: none
Motion by Curtis, seconded by Czekai to approve the miscellaneous tax list corrections submitted by County Assessor Jackie Russell (not
present)
