A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Neumann presiding. Roll Call members present: Michael Stromer — District 1; Mike Weeks —
District 3; Jennifer Czekai- District 3; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck Neumann
— District 6; Eldon Orthmann — District 7
Motion by Orthmann, seconded by Weeks that this is a meeting of the Adams County Board of
Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and
by posting. An Agenda was available to the members and an agenda was kept currently amended and
posted in the County Clerk's Office. Roll call, Ayes: Stromer, Czekai, Thomsen, Curtis, Neumann, Weeks,
Orthmann. Nays: None
The Chairman announced the locations of the open meetings law and agenda in the room and asked if
there were any conflicts of interest with any agenda items
Minutes of the previous meeting were approved as circulated.
Board members attended the following events and committee meetings and gave a brief report:
Thomsen — Spoke with Patty's Lawn Care regarding the condition of the County owned cemeteries In th
Shilo and Scandinavian cemeteries there is a badger problem. Thomsen has alerted Jerred Fullerton with
the USDA Wildlife office.
-Provided a Building and Grounds report and stated record storage continues to be an issue, the
upstairs of the Annex Building is almost full
August 3rd — attended a budget committee meeting
Stromer- July 23, 2015 — attended a Community Action meeting where the purchase of two new
busses was discussed. The busses will be paid for with a grant received from Sunnyside.
August 3, 2015 — Attended an Adams County Planning and Zoning meeting
Czekai- July 14, 2015 received a call from Bobbi Rademann regarding reimbursement Start Over Rover
received from the County. Discussion followed that perhaps there was a misunderstanding, as the
County has not provided funds to Start Over Rover.
July 24, 2015- attended a Region 3 meeting
July 25, 2015 received a call from Gary Olson regarding Blue Hill bus service
July 29, 2015 received a call from Zach Bosle regarding traffic around AGP in Blaine Township.
Bosle has also spoken to Dawn Miller.

The Chairman opened the meeting for comments from the public.
Adams County Highway Superintendent, Dawn Miller spoke during public comment to inform the Board
of an upcoming meeting with the Nebraska Department of Roads regarding damage to the Roseland
area due to a tornado this spring. Total estimated cost of damage is $271,702.00, this includes damage
to two bridges.
Miller also advised that the construction on J street will be completed and the road will be open by noon
today.
Wellness Committee member, Judy Mignery, spoke during public comment to remind everyone of the
wellness event on August 6th at Libs Park in Hastings. A bike safety demonstration will be given and this
event will qualify as one of the four criteria employees must meet in order to receive the $504 per year
FSA contribution from the county.

Orthmann started discussion on possibly reviewing the cell phone reimbursement policy for employees.
Currently, any department head can authorize up to $25 per month to any employee for cell phone use.
Orthmann feels some of these reimbursements are unnecessary. It was determined that this would be a
good topic for the next scheduled workshop with department heads.
Thomsen stated he would also like the topic of record retention discussed at a workshop.
Curtis stated he has concerns over what the county is paying for the probations office's phone service
and feels we are overpaying as we are paying some other counties for phone service. It was decided that
this issue will be investigated.
At 10:10 a.m. an open interview for the position of the Adams County Public Defender was conducted.
The position was publically advertised in the Hastings Tribune for three days as well as posted on the
NACO website and the Adams County website.
Shon Lieske interviewed for the position. Lieske currently works in the Public Defender office. Lieske
answered interview questions ask by each one of the Adams County Supervisors.
Motion by Thomsen, seconded by Weeks to approve the appointment of Shon Lieske as the Adams
County Public Defender for the remainder of the term to expire in January 2017 effective immediately.

Jane Morris, with the Adam County IT Department and the GIS Coordinator, presented the Board with
an inter -local agreement between Adams County, the City of Hastings and Hastings Utilities for shared
costs of GIS services.

Deputy County Attorney David Bergin has also reviewed the agreement and would be comfortable
approving it.
Motion by Curtis, seconded by Stromer to approve the Chairman's signature on the inter- local
agreement between Adams County, the City of Hastings and Hastings Utilities for shared costs of GIS
services. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Chairman Neumann opened the meeting for discussion on the 2015/2016 County Budget. Budget
preparer, Chris Lewis was present of offer a report on preliminary numbers. Based on preliminary
numbers, the projected levy is expected to be about the same as last year or a little less. However Lewis
cautioned that next year property valuations may not be as high as this year. Lewis stated that the
budget committee should be ready for a Public Hearing for the 2015/2016 budget on September 1st
Motion by Thomsen, seconded by Weeks to approve the officer report submitted by the Clerk of the
District Court. Roll CaII: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays:
None
Motion by Curtis, seconded by Stromer to approve the miscellaneous receipts submitted by the Adams
County Treasurer. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays:
None
Motion by Weeks, seconded by Czekai to approve the claims and direct the county clerk to pay them out
of their respective accounts. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann,
Orthmann. Nays: None
Motion by Weeks, seconded by Thomsen to move to closed session to discuss security items, closed
session is necessary for the protection of the public interest. Roll CaII: Ayes: Stromer, Weeks, Czekai,
Thomsen, Curtis, Neumann, Orthmann. Nays: None
The Board entered closed session at 11:28 a.m.

Regular session resumed at 12:04 p.m.
Chairman Neumann stated the nature of the closed session was to discuss security items, the session
was closed for the protection of the public interest and no action was taken.
Thomsen started discussion on security related items however did not provide any new developments.
The meeting adjourned with a quarterly jail inspection.
