A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Neumann presiding. Roll Call members present: Michael Stromer — District 1; Mike Weeks —
District 3; Jennifer Czekai- District 3; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck Neumann
— District 6; Eldon Orthmann — District 7
Motion by Czekai, seconded by Curtis that this is a meeting of the Adams County Board of Supervisors
and public notice of this meeting has been given by publication in the Hastings Tribune and by posting.
An Agenda was available to the members and an agenda was kept currently amended and posted in the
County Clerk's Office. Roll call, Ayes: Stromer, Czekai, Thomsen, Curtis, Neumann, Weeks, Orthmann.
Nays: None
The Chairman announced the locations of the open meetings law and agenda in the room and asked if
there were any conflicts of interest with any agenda items
Minutes of the previous meeting were approved as circulated.
Board members attended the following events and committee meetings and gave a brief report:
Thomsen- (date unavailable) Attended an ASAAP Board meeting, the topic of discussion was a
group of Navy Seals conducting a seminar at area high schools; "Peer Performance- Life of an Athlete".
September 8, 2015 — attended the Governor's Breakfast at the State Fair
September 14, 2015 — attended an Adams County Security Committee meeting and
reported that the X -Ray machines for the south entrance have been ordered.
September 15, 2015 — attended an Adams County Building and Grounds Committee
meeting, and reported that the area outside the main courthouse has been cleared in order to plant
buffalo grass next spring.
Stromer- September 1, 2015- attended an Adams County Planning and Zoning meeting where
redevelopment plans for a bakery in Juniata were discussed
September 12, 2015- attended the semi truck races at the MPH track
September 12, 2015- attended the Hastings Community Theater Cemetery Walk
Czekai- September 3, 2015- attended an Adams County Extension Board meeting
September 8, 2015 — attended an Ag Society meeting for a 2015 Adams County Fair

September 14, 2015 — accepted a call from Art Lienemann regarding concerns about a
ditch in his area
September 14, 2015- attended a Hastings Library Board meeting, topics discussed were
the recent book sale, update on a grant, and the need for Friends of the Library Board members
Weeks- September 10, 2015 attended a CVB Board meeting
September 15, 2015- attended an Adams County Safety Committee meeting
September 2, 2015- Attended a meeting with the Village of Kenesaw Board members
regarding updated flood plain maps
Curtis- September 3, 2015- attended an Adams County Extension Board meeting
September 8, 2015 — attended an Ag Society meeting for a 2015 Adams County Fair

September 3, 2015- Attended a Midland Area Agency on Aging meeting
September 8, 2015- met with Adams County appraisers regarding the valuation of a
downtown property
September 10, 2015- Attended a Heartland Pet Connection meeting where donors to
the organization were honored
September 12, 2015- attended the Hastings Community Theater Cemetery Walk and
gave a detailed report.
Neumann- September 3, 2015- Attended a Midland Area Agency on Aging meeting
(date unavailable) Volunteered at the Nebraska State Fair Birthing Pavilion
September 2, 2015- Attended a meeting with the Village of Kenesaw Board members
regarding updated flood plain maps
September 15, 2015- attended an Adams County Safety Committee meeting
Thomsen requested to expand on his committee report and advise the Board that he has been
approached by the City of Hastings requesting they store a truck in the county owned building at 601 S.
Rhode Island. Thomsen stated that it was suggested that in exchange for the storage space, the city
would install underground sprinklers at the location. Brief discussion followed and it was suggested the
City prepare an agreement and present it to the County Board for review.
Czekai requested direction from Chairman Neumann regarding a conflict between meeting times of two
of her assigned committees. Czekai currently attends Library Board meetings as well as the Ag Society.
Due to a meeting schedule change, they are now on the same evening. Neumann suggested Czekai
continue to attend the Library Board meetings as Curtis is also assigned to the Ag Society.
Chairman Neumann opened the meeting for comment s from the public, in which there were none.
Adams County Highway Superintendent, Dawn Miller, suggested the Board defer action on her agenda
item to pass a resolution for the final closure declaration of Overland Road between 94th Street and
Barrows Road. Miller stated that she has spoken with Deputy County Attorney Bergin regarding the time
line for passing this resolution and Bergin advised waiting until the next meeting as to provide four full
months of notice of the proposed action. Resolution 2015-09-15.01 will be considered at during the
October 6, 2015 Board meeting.
Miller then presented the Board with the 2014-2015 NBCS Road and Bridge Contracts report and form
1F for approval.

Regular session resumed at 10:40 a.m.
Adams County Clerk, Ramona Thomas, presented the Board with the 2015 insurance renewal contract
with MidAmerican Benefits for employee health insurance. Adams County Insurance Committee
Chairman, Chip Volcek and Thomas have both reviewed the documents and feel the information is
correct. Board members had additional questions and defer action on signing the documents until Dan
Schwartzkopf with Krull Agency can be available to answer questions.
Thomas presented a request from Robin Koozer with Hastings College, requesting the use of the Adams
County Office Building parking lot as a staging area for the Hastings College Homecoming Parade to be
held on October 3'a
Motion by Thomsen, seconded by Stromer to allow Hastings College to use the ACOB parking lot as a
staging area for the homecoming parade on October 3`a. Roll CaII: Ayes: Stromer, Weeks, Czekai,
Thomsen, Curtis, Neumann, Orthmann. Nays: None
Thomas presented the Board with duplicate checks that have been written on the Adams County
imprest account. Thomas is requesting permission to void these checks and deposit the funds in the
Adams County general account with the county treasurer.
Motion by Thomsen, seconded by Curtis to allow the clerk to void these duplicate checks and deposit
the funds into the county general account. Roll CaII: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis,
Neumann, Orthmann. Nays: None
Motion by Weeks, seconded by Czekai to approve the claims and direct the clerk to pay them out of

Motion by Orthmann, seconded by Curtis to approve the miscellaneous receipts submitted to the Board

The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing motor vehicle
tax exemption requests, and tax list corrections with Chairman Neumann presiding. Roll call, ayes: Thomsen,
Curtis, Neumann, Czekai, Orthamnn, Stromer and Weeks.
Also present were County Clerk, Ramona Thomas; Treasurer, Melanie Curry; and Deputy Attorney, David Bergin.
Motion by Weeks, seconded by Stromer to meet as a Board of Equalization to review motor vehicle
exemption requests and tax list corrections. Roll Call: Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis,
Neumann, Orthmann. Nays: None

Adams County Treasurer, Melanie Curry presented the Board with motor vehicle exemption requests
from Hastings College, Head Start and South Central Behavior Services. Curry has reviewed the
applications and stated they appear to meet the criteria for qualifying for an exemption, however Curry
did express concern over the Targe volume of vehicles Head Start has been submitting for exemption
through Adams County. Curry stated that organization are to register vehicles in the county in which the
vehicle is housed, and it appears Head Start is registering all vehicles though Adams County even though
they have locations in surrounding counties.
Thomsen suggested a representative from Head Start come to the next Board meeting to explain the
reasoning for all their vehicles being run through Adams County.
Motion by Weeks, seconded by Thomsen to approve the motor vehicle exemption applications from
South Central Behavior Services and Hastings College. Roll CaII: Ayes: Stromer, Weeks, Czekai, Thomsen,
Curtis, Neumann, Orthmann. Nays: None
A decision on the exemption application for Head Start was deferred pending contact with a
representative from Head Start.
Motion by Weeks, seconded by Czekai to approve a miscellaneous tax list correction in the amount of
$190.16
