Tuesday, October 6, 2015
A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Neumann presiding. Roll Call members present: Michael Stromer, District 1, Mike Weeks,
District 2, Jennifer Czekai, District 3, Scott Thomsen, District 4, Dale Curtis District 5, Charles Neumann
District 6, Eldon Orthmann, District 7.
Motion by Czekai, seconded by Weeks that this is a meeting of the Adams County Board of Supervisors
and public notice of the meeting has been given by publication in the Hastings Tribune and by posting.
An Agenda was available to the member's and an addenda was kept currently amended and posted in
the County Clerk's Office, Roll call: Ayes: Stromer, Czekai, Thomsen, Curtis, Neumann, Weeks Orthmann
Nays: none
The Chairman announced the locations of the open meeting law and agenda in the room and asked if
the were any conflicts of interest with any agenda items.

Neumann congratulated Judy Mignery on being the NIRMA contact person of the year
Chairman Neumann opened the meeting for public comment. No public comments.
Dawn Miller presented the Board with Resolution 2015-09-15.01 for final closure of Overland Avenue
between 94th St and Barrows which has been abandon for general use and not maintained by the
County. Motion to accept the resolution by Weeks and Seconded by Czekai, Ayes: Stromer, Weeks,
Czekai, Thomsen, Curtis, Neumann, Orthmann, Nays: None.
Miller asked the board to approve the bid for Culverts for Project 415 and 429, to Ace Eaton for the
amount of $20,460.00. Motion by Weeks to accept and award the Bid to Ace/Eaton Seconded by
Czekai. Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Thomsen asked to Board to approve an agreement with the City of Hastings to use 601 S Rhode Island
for storage for their Boom Truck, The City will maintain the lawn and install a sprinkler system.
Orthmann made the motion to accept the agreement and was seconded by Stromer, Ayes: Stromer,
Weeks, Czekai, Thomsen, Curtis, Neumann, and Orthmann. Nays: None.
Dan Schwartzkopf address the Board questions about Hines and Associates as our large case
management, he explained that have been part of our Health Insurance since the beginning and the cost
for each employee is $2.05 and is included with the employee premium. Motion was made by Curtis
and seconded by Czekai to accept and sign the agreements. Ayes: Stromer, Weeks, Czekai, Thomsen,
Curtis, Neumann, Orthmann. Nays: None
Judy Mignery of Planning and Zoning presented the Board the Kroger 3rd Sub Division for approval.
Czekai made the motion to approve the Sub Division seconded by Weeks. Ayes: Stromer, Weeks,
Czekai, Thomsen, Curtis, Neumann, Orthamann. Nays: None
Neumann opened the discussion on the public using the County Parking Lots for personal parking and
not on County Business. After much discussion Neumann asked Dave Bergin to write a resolution on
parking which will be put on the Agenda for October 20th meeting. No other action was taken.
Motion by Orthmann seconded by Weeks to meet as a Board of Equalization for the purpose of hearing
Motor Vehicle requested by Head Start, Deb Ross spoke on behalf of Head Start, Ross stated that the
reason their vehicles are licensed in Adams County is because Hastings is the main office and vehicles
are dispatched to the surrounding counties for services. Weeks made the motion to approve the
exemptions and Curtis seconded the motion. Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis,
Neumann, Orthmann. Nays: None
Neumann spoke to the Board about Zero Township submitting a late budget without the budget the
County would be responsible for Zero Township's gravel. Motion by to accept the late budget and set a
special meeting at 8:30 on October 15, 2015 seconded by Orthmann. Ayes: Stromer, Weeks, Czekai,
Thomsen, Neumann, Orthmann. Nays: Curtis
Pam Witte, Deputy County Clerk requested the Board to set the Levy for the tax year 2015-2016.
Motion by Weeks and seconded by Orthmann to set the Tax Levy. Ayes: Stromer, Weeks, Czekai,
Thomsen, Curtis, Neumann, Orthmann. Nays: None
Motion by Orthmann, seconded by Stromer to adjourn as a Board of Equalization and resume regular
session. Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann. Nays: None.

Melanie Curry, Adams County Treasurer requested a motion to strike warrants for Mobile Home and
Personal Property per State Statue 77-1738. Motion by Thomsen and seconded by Orthmann to Strike
Mobile Home and Personal Property Warrants. Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis,
Neumann, Orthmann. Nays: None.
Motion by Orthmann and seconded by Weeks to approve the claims and direct the County Clerk to pay
them out of their Respective Accounts. Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann,
Orthmann. Nays: None
Motion by Weeks and seconded by Czekai to approve the miscellaneous receipts submitted to the Board
by the Adams County Treasurer. Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann, Orthmann.
Nays: None
Motion by Orthmann and seconded by Curtis to approve Officer Reports submitted by the Clerk of the
District Court and Sheriff's Office. Ayes: Stromer, Weeks, Czekai, Thomsen, Curtis, Neumann,
Orthmann. Nays: None
Motion by Czekai seconded by Orthmann to Adjourn meeting, Meeting adjourned at 11:00 am
