Board Minutes
COURTHOUSE, ADAMS COUNTY
Tuesday, November 3, 2015 at 9:30 a.m.
A regular meeting of the Adams County Board of Supervisors was held as per public notice given with
Chairman Neumann presiding. Roll Call members present: Michael Stromer— District 1; Mike Weeks—
District 3; Jennifer Czekai- District 3; Scott Thomsen — District 4; Dale Curtis — District 5; Chuck Neumann
— District 6; Eldon Orthmann — District 7
Motion by Curtis, seconded by Czekai that this is a meeting of the Adams County Board of Supervisors
and public notice of this meeting has been given by publication in the Hastings Tribune and by posting.
An Agenda was available to the members and an agenda was kept currently amended and posted in the
County Clerk's Office. Roll call, Ayes: Stromer, Czekai, Thomsen, Curtis, Neumann, Weeks, Orthmann.
Nays: None
The Chairman announced the locations of the open meetings law and agenda in the room and asked if
there were any conflicts of interest with any agenda items
Minutes of the previous meeting were approved as circulated.
Board members attended the following events and committee meetings and gave a brief report:
Weeks- October 21, 2015; Attended an Adams County Insurance Committee meeting
November 3, 2015; Attended an Adams County Road and Bridge Committee meeting
Orthmann- October 27, 2015; Attended an Adams County Security Committee meeting
November 3, 2015; Attended an Adams County Building and Grounds meeting
Thomsen- October 25, 2015; met with mayor candidate Corey Stutte regarding Stutte's goals if
elected Mayor of Hastings
October 27, 2015; Attended an Adams County Security Committee meeting, advised
that the new security system is on schedule to be implemented January 1, 2016
November 28, 2015; Attended an ASAAP Board meeting
November 28, 2015; Met with representatives and residence of Good Samaritan Village
regarding available transportation
November 3, 2015; Attended an Adams County Building and Grounds Committee
meeting, advised that new hand railing have been placed at the main courthouse building as well as the
Annex. Thomsen also took this time to reference a letter written by District 10 Chief Probation Officer,
Joe Budnick to the Board of Supervisors regarding additional office space needed.
Stromer- October 22, 2015; Attended a Community Action Partnership meeting and stated that
RYDE Transportation received a grant for 1,000 transportation passes, scheduling issues were also
discussed
Czekai- October 22, 2015; Spoke with Larry Smidt regarding his concerns of excess gravel on
Showboat and Pauline Roads, additionally there is no shoulder on Showboat for bike riders creating a
potentially dangerous situation.
October 26, 2015; received an email from Ronda Meyer regarding Assumption Road
October 30, 2015; Attended a Region 3 meeting where grants were discussed as well as
information presented by a Goodwill Representative. Czekai took this time to encourage people to
donate to Goodwill and explained how Goodwill utilizes donated clothing items.
November 1, 2015; received a text from the Ockinga family regarding various roads
that need attention
November 3, 2015; Attended an Adams County Road and Bridge Committee meeting
Neumann- October 20, 2015; Attended a housing study that the Hasting Chamber is sponsoring.
November 3, 2015; Attended an Adams County Road and Bridge Committee meeting
Neumann took this time to announce that there would be a benefit for Renee Thomsen at the First
Presbyterian Church at 5:30 tonight.
The Chairman opened the meeting for public comment
Adams County Emergency Management Director, Chip Volcek spoke during public comment to give an
update on grants for upgrades and/or replacement of emergency sirens. Volcek stated the goal would
be to replace one siren every year.
There were no additional public comments.
Chairman Neumann recognized the following employees for their participation in the Adams County
Wellness Program, and has shown significant health improvements as monitored by Wellness Partners:

Chrystine Setlik — Clerk of the District Court
Danielle Whal —Assessor's Office
Dennis Zarek — Roads Department
Greg Schmidt — Roads Department
Deanna Thaut—Treasurer's Office
Juvenile Services Project Director, Carissa Uhrmacher, requested the Board approve a Memorandum of
Understanding regarding juvenile services and county aid funding. This is a grant that matches funding
based on money already spent by the county for juvenile services, and does not require any additional
money from the county.
Motion by Weeks, seconded by Czekai to approve the signing of the memorandum of understanding
between Adams County and the South Central Partnership for juvenile services and county aid funding.

MEMORANDUM OF UNDERSTANDING
REGARDING JUVENILE SERVICES
COUNTY AID FUNDING
The South Central Partnership (SCP) Regional Consortium is serving as the
lead organization in the assessment, distribution, and evaluation of the State County
Aid Juvenile Justice Grant funding from the Nebraska Crime Commission. Itis the
desire of the following counties: Webster, Clay, Adams, Nuckolts, Fillmore, Phelps,
Kearney, Franklin, and Marian to continue this arrangement for the funding
requested for 2016-2017.
On October 31, 2001, the original four counties (Adams, Clay, Nuckol s, and
Webster) agreed that Clay County should be the lead county in this funding effort
to work with juveniles from ages 12-18 who are already in the juvenile justice
system. Assessments were made in 42 focus groups to develop the We CAN Juvenile
Services Plan during 2001-2002. The present Comprehensive County Juvenile
Services Plan has been updated with input from the Juvenile Justice Institute, as
well as representatives from each of the nine counties for 2009-2011. All nine
counties are participating in the 20/52018 plan.
Sharon Lavene, Clay County Treasurer, serves as the fiscal agent. As such,
she will handle all financial transactions including income and expenses. Carissa
Uhrmacher, Project Director, writes application, reports, and making contact with
County Boards in each of the nine counties, and Jennifer Lewis will serve as Project
Administrator. The project administrator also facilitates ail program requests for
funding from local non -profits, businesses, and individuals working with juveniles
In the nine county region.
All quarterly reports are submitted to the Nebraska Crime Commission and
reviewed by the SCP Youth Task Force. An audit of all reports is conducted
annually.
This memorandum of understanding is to be signed by the County Board
Chair in each of the counties in order for said county to be a part of this regional
continuation grant that Is due in Lincoln. Nebraska.

Miller then presented the Board with two items that she wished to have declared as surplus and allowed

Motion by Weeks, seconded by Czekai to declare the two pick-ups presented by Miller as surplus, and

On Showboat Blvd north of the unincorporated Village of Pauline approximately % mile

WHEREAS, this bridge N now fisted as a candidate for funds under the local Bridge Selectbn
Criteria Program for On -System bridge replacement funds, and
