A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann was
presiding. Roll call members present: Michael Stromer- District 1, Mike Weeks-District 2,Jennifer Czekai—
District 3,Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon Orthmann—
District 7
Motion by Weeks,seconded by Czekai that this is an open public meeting of the Adams County Board of
Supervisors. Roll Call;Ayes:Stomer,Weeks,Czekai,Thomsen,Curtis, Neumann,Orthmann. Nays: None
Orthmann stated that minutes from the February 16, 2016 meeting have been circulated and will stand
approved unless there is a correction.
Supervisor Neumann stated that a correction needs to be made in minutes under his committee report.
Neumann attended a combined services committee meeting where the Hastings Library was discussed, not a
Library Board meeting.
Minutes will be corrected and minutes stand as approved with correction.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An agenda
was available to the board members and was kept continuously current and posted in the County Clerk's office,
the main courthouse lobby and the Adams County website.The following is the agenda of items to be heard, no
modifications were made to the agenda after 9:30 a.m.the business day prior to this meeting.

Neumann- in February, Neumann attended a Worksite Wellness meeting where heart health was the topic
of discussion
March 1,2016-attended an Adams County Road and Bridges Committee meeting and reported
that FEMA funds are coming in and that the 42"d street bridge is nearing completion
Curtis- February 17,2016-attended an Adams County insurance committee meeting.Curtis stated that
the county's insurance account is in better shape now compared to this time last year.
February 24, 2016-attended a Hastings Chamber meeting where plans for the proposed
convention center was discussed
Weeks- February 16, 2016-Attended a Hastings Young Professionals event at the North Shore Assembly
of God Church

Orthmann and Thomsen also reviewed old files that need to be removed from the Strand
Theatre basement
Chairman Orthmann opened the meeting for public comment.
Supervisor Weeks spoke during public comment and inquired about a vehicle that has been parked in the Adams
County parking lot for an excessive amount of time. Orthmann stated that the sheriffs department is aware of
the vehicle and will be dealing with it.
Adams County Highway Superintendent, Dawn Miller, proceed with opening 2016 gravel bids. Bids were
submitted by Deweese Sand and Gravel as well as Mid Nebraska Aggregate.

Dawn Miller suggested waiting on a decision to award bids until she has an opportunity to properly review them
and speak to both vendors.
Motion by Czekai,seconded by Weeks to table action on awarding 2016 gravel bids. Roll Call;Ayes:Stomer,
Weeks,Czekai,Thomsen,Curtis, Neumann,Orthmann. Nays: None
Phil Lorenzen with DA Davidson approached the Board in regards to redemption and/or early prepayment
options and initial savings estimates for outstanding bonds. Lorenzen will be presenting options to the Board
during the March 15, 2016 meeting. Lorenzen requested the Board consider signing an updated Letter of
Engagement allowing for open communication between Lorenzen and the County.
Motion by Weeks,seconded by Curtis to allow the Chairman to sign the Letter of Engagement with DA Davidson.

City of Hastings,City Administrator,Joe Patterson approached the Board with concerns in regards to an updated
inter-local agreement presented during the March 1,2016 Board meeting. County Board members had
expressed concern on some of the wording within the document, particularly in regards to the proposed levy
amount proposed by the city.
Patterson stated there was no hurry to enter into this local agreement and feels meetings with city and county
board members would be beneficial in working out details of the agreement.
Supervisor Thomsen opened for discussion the possibility of adding e-cigarettes/vapor cigarette to the county's
existing no tobacco policy(resolution 2010-19-10.03)
Motion by Thomsen,seconded by Neumann to direct Adams County Deputy Attorney Bergin to prepare an
amendment to current tobacco resolution to include e-cigarettes/vapor cigarettes. Roll Call;Ayes:Stomer,
Weeks,Czekai,Thomsen,Curtis, Neumann,Orthmann. Nays: None
Adams County Sheriff, Gregg Magee presented for approval an Interlocal agreement for cooperative law
enforcement services between Adams, Buffalo, Dawson, Phelps, Merrick and Hall counties,as well as the cities
of Grand Island, Hastings, Kearney, Holdrege, Lexington ,Aurora, and Cozad.
Motion by Thomsen, seconded by Curtis to approve the chairman's signature on the inter-local agreement for
law enforcement services as presented by Magee. Roll Call;Ayes:Stomer,Weeks,Czekai,Thomsen,Curtis,
Neumann, Orthmann. Nays: None
INTERLOCAL AGREEMENT FOR COOPERATIVE LAW ENFORCEMENT 2) Termination. This agreement may be terminated at any time,with or without cause,

BY AND AMONG
THE COUNTIES OF ADAMS,BUFFALO,DAWSON,PHEIJ'S,MERRICKAND 3) Withdrawal Any Party may withdraw from this agreement at any time,with or
HALL,THE CITIES OF GRAND ISLAND,HASTINGS,1rEARNEY,HOLDREGE, without cause,upon providing to the non-withdrawing Parties a written notice of such

withdrawal.
THIS AGREEMENT is made and entered Into this 14th day of August,2016,by
and between the Counties of Adams,Buffalo,Dawson,Phelps,Merrick,and Hall and the 4) Governance. The activities of the cooperative undertaking shall be governed by a
Cities of Grand Island,Hastings,Kearney,Holdrege,Lexington,Aurora,and Cozad,all board comprised of the Sheriff or Chief of Police from each of the Parties,hereinafter
being bodies politic and corporate and political subdivisions of the slate of Nebraska, referred to as the"Hoard." The Board shall meet not less than two times each
hereinafter referred to collectively as the"Parties"and individually as a"Party." calendar year. The Board shall select as officers a chairperson and a secretary who

be required to take action. All questions before the Board shall be determined by

among the Parties based upon the Parties'financial contributions toward the
purchase and maintenance of any such property. In the event any Party withdraws
from this agreement,an equitable distribution of the jointly held property,or the
fair market value thereof,shall be made to the withdrawing party based upon the
withdrawing Party's financial contributions toward the purchase and maintenance
of any such jointly held property.
b) Any property to be purchased and jointly held by the Parties shall be purchased
pursuant to the purchasing rules or statutes applicable to the Party making the
purchase on behalf of the Parties.
c) Any surplus or unusable jointly held property shall be disposed pursuant to the
rules or statutes applicable to the Party making such disposition on behalf of the
Parties. The proceeds of any sale or disposition of jointly held property shall be
equitably distributed among the Parties based upon the Parties'financial
contributions toward the purchase and maintenance of any such property.
d) An inventory of all property jointly held and a report on the disposition of any
joint property sold,transferred or disposed of during the prior twelve months shall
be provided to the City or County Clerk of each Party on or prior to April 1 of
each year.
11)Finances. This agreement shall be financed by funds available to the parties hereto.
12)Provision of Assistance. Pursuant to the Interlocal Cooperation Act,any party to
this agreement,in the party's sole discretion,may appropriate funds and may sell,
lease,give,or otherwise provide assistance,including personnel and services,as may
be within the party's legal power to furnish,
13)Additional Agreements.
a) The provisions of this agreement shall not be construed to impose an obligation

Supervisor Curtis started discussion on drinking water purchased by the county. Curtis feels that too many
offices are purchasing drinking water and feels that the tap water is sufficient for drinking water.
Motion by Curtis,seconded by Thomsen that as of April 1,2016 the County Board will no longer approve claims
for drinking water.
Extensive discussion occurred.Clerk Thomas questioned Deputy Attorney Bergin if it was within the Board's
powers to deny such claims as well as the reason some water coolers are necessary throughout the building.
After discussion Orthmann called for a vote as the motion had been moved and seconded.

Adams County Wellness Committee Chair,Judy Mignery, presented for approval a Wellness Program Enrollment
Form that if approved would be obtained from all insurance eligible employees, confirming they are aware of
the criteria they must meet in order to qualify for the county funded FSA benefit.

Our Wellness Program will take place on an annual basis. in order to receive the
Flexible Spending Account provided by Adams County of$42/month,you must
participate in the following
1. Participate In Qualifying Blood Draw/Screen(Qualifying Blood Draw,
send results to Wellness Partners)
2. Complete Wellness Partners Health Assessment
3. Talk to Wellness Partner nurse at least once for coaching call
4. Complete one qualified wellness activity approved by the Wellness
Committee. Wellness activities begin Jan 1,2016.
These would need to be completed by November 30th
You must complete this form expressing your intent.
You may choose to waive this program and the Adams County funded Flexible
Spending Account Funds of$42/month by completing the waiver portion of this form.
You must be enrolled by May 1,2016 to be eligible for the County funded portion of the
Flexible Spending Account.
