A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
was presiding. Roll call members present: Michael Stromer- District 1, Mike Weeks- District 2,Jennifer
Czekai—District 3,Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon
Orthmann—District 7
Motion by Czekai,seconded by Stromer that this is an open public meeting of the Adams County Board
of Supervisors. Roll Call;Ayes:Stomer,Weeks, Czekai,Thomsen, Curtis, Neumann, Orthmann. Nays:
None
Orthmann stated that minutes from the March 1, 2016 meeting have been circulated and will stand
approved unless there is a correction.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the
agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business
day prior to this meeting.

Board members attended the following committee meetings since the March 1, 2016 meeting and
provided a brief report:
Thomsen- March 2, 2016—Handbook Committee meeting
March 3,2016—Courthouse Security Committee meeting,and provided a list of items
found or confiscated by security.Thomsen also stated that continuing education for security personnel
will be conducted in April.
March 4,2016—attended an ASAAP Board meeting that included a texting and driving
simulator
March 15, 2016-attended an Adams County Safety Committee meeting
Also attended numerous Adams County Building and Grounds meetings.
Stromer- March 7, 2016-attended an Adams County Planning and Zoning Committee meeting
March 8,2016—Met with Thomsen and Orthmann regarding storage space issues
March 11, 2016-Attended a Community Action Partnership meeting
Czekai- March 3,2016-attended an Adams County Extension Board meeting
March 2&3,2016-answered emails regarding discussion that took place during the
March 1, 2016 Board meeting regarding the county purchasing drinking water for employees
March 4, 2016-participated in the sampling of drinking water quality at the Adams
County Roads Department.
March 7,2016-received the results of the water quality from the Adams County Roads
Department
March 8, 2016-attended a Hastings Library Board meeting
March 8,2016—attended an Adams County Ag Society meeting where the upcoming
County Fair and policies were discussed
March 15,2016—attended an Adams County Road and Bridges Committee meeting
Weeks- March 2, 2016—Handbook Committee meeting
March 9,2016-Attended a Wellness Committee meeting

Weeks took this time to congratulate the area high school basketball teams on their
success at the Nebraska State Basketball Tournament this last weekend.
Curtis- Curtis was out of state last week and did not attended any committee meetings, but
took this time to compliment the work done by the Adams County Security Committee and also made
comments about the proposed Downtown Hastings Project and how beneficial it would be to the city.

Subdivision. Mignery has reviewed the application and plans were approved by the Adams County

Administrator's Comments: This is a proposed one(1)Lot Subdivision. Freeland Creek
Subdivision was Preliminary Platted in 2006.Rostvet has made some changes to the original
preliminary plat,such as location of lots and roads. The changes in flood plain and access to
Highway 281 have led to some of the changes.This is a Final plat of one(I)Lot,creating
Freeland Creek 7th Subdivision containing 81,197 square feet. The parcel does not fall within
the boundaries of the 100 year flood plain as currently adopted. In 2010 with the adoption of the
amended Adams County Zoning Regulations this was rezoned from Transitional Agriculture
(TA)to Urban Residential(R-2).
A septic system will need to be installed per DEQ Title 124 Requirements. Ingress&
egress will be off of Freeland Creek Drive,a private road.

It is Miller's recommendation to accept all bids, allowing for a backup supplier in the event the lowest
supplier is unable to fulfill the needs of the county. Miller further recommended to award the
Northwest Corner for county purposes only and to also award all pit site bids.
Motion by Czekai, seconded by Curtis to approve and accept all bids submitted by Deweese Sand and
Gravel and Mid-Nebraska Aggregate and to also award the NW corner for county purposes and award all

Deputy County Attorney, David Bergin, as requested, presented the Board with an amendment to the
current no tobacco policy resolution. The amendment would extend the current policy to include E-
cigarettes,vaping cigarettes,or other vaping devices.

BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF ADAMS COUNTY,
NEBRASKA that:
Resolution 10-19-10.3,adopted by the Adams County Board of Supervisors on October 19,2010
is hereby amended in the following respects:
After line 20 of the Resolution,insert the following:
"The tobacco-related and smoking-related items which are excluded from Adams County
facilities,vehicles,and properties used for county business pursuant to this resolution are as
follows:
1. Cigarettes and cigars;
2. Pipes used for smoking;
3. Smokeless tobacco;and
4. E-cigarettes,vaping cigarettes,or other devices used for vaping,"

RESOLUTION NO.
RESOLUTION CALLING HIGHWAY ALLOCATON
FUND PLEDGE BONDS,SERIES 2011
FOR REDEMPTION
BE IT RESOLVED by the Chairperson and Board of Supervisors of the County of Adams,
in the State of Nebraska,as follows:
Section 1. That the following bonds issued by the County of Adams, in the State of
Nebraska(the "County") are hereby authorized to be called for redemption at par plus accrued
interest on such date as set forth in the Direction for Call(as defined below):
Highway Allocation Fund Pledge Bonds,Series 2011,dated May 12,2011,in the
principal amount of$2,640,000,maturing December 15,2016 through December
15,2021,both inclusive(the"Called Bonds"),issued for the purpose of paying the
costs of construction of certain roads of the County and to pay the cost of issuance
of the Called Bonds and to pay a portion of the interest to accrue on the Called
Bonds.
Section 2. The Called Bonds are subject to redemption at any time on or after
May 12,2016 and are payable at the office of the Paying Agent and.Registrar,the First
National Bank of Omaha (formerly known as the Fremont National Bank and Trust
Company),Fremont,Nebraska.
Section 3. The Chairperson of the Board of Supervisors of the County and the County
Clerk(each,an"Authorized Officer )are hereby authorized at any time on or after the date of this
resolution to direct the call for redemption of said bonds on behalf of the County and such
direction,when made in writing(the"Direction for Call"),shall constitute the action of the County
without further action of the Chairperson and the Board of Supervisors of the County. The call date
shall be set for any time on or after May 12,2016 and or any time before June 30,2016,and after
such date the Authorized Officers shall have no authority to make any such determination
hereunder without further action of the Chairperson and Board of Supervisors of the County and
this resolution shall be of no further force and effect.
Section 4. A copy of this resolution and the Direction for Call shall be filed at least
thirty(30)days prior to the date of call with the First National Bank of Omaha,Fremont,Nebraska,
as Paying Agent and Registrar and said Paying Agent and Registrar is hereby instructed to give
notice of redemption in the manner provided for in the resolution authorizing the Called Bonds'.

A RESOLUTION AUTHORIZING THE ISSUANCE OF HIGHWAY ALLOCATION FUND

NEBRASKA, SERIES 2016, IN THE PRINCIPAL AMOUNT OF NOT TO EXCEED TWO
MILLION SIX HUNDRED EIGHTY THOUSAND DOLLARS ($2,680,000) FOR THE
PURPOSE OF REFUNDING, TOGETHER WITH FUNDS ON HAND, $2,640,000
OUTSTANDING PRINCIPAL AMOUNT OF HIGHWAY ALLOCATION FUND PLEDGE
BONDS, SERIES 2011, DATED MAY 12, 2011,. ISSUED FOR THE PURPOSE OF PAYING
THE COSTS OF CONSTRUCTION OF CERTAIN ROADS OF THE COUNTY;PRESCRIBING
THE FORM OF SAID BONDS; PLEDGING FUNDS TO BE RECEIVED BY THE COUNTY
FROM THE STATE OF NEBRASKA HIGHWAY ALLOCATION FUND FOR THE
PAYMENT OF SAID BONDS;PROVIDING FOR THE LEVY AND COLLECTION OF TAXES

Supervisor Thomsen opened for discussion the topic of limited storage space throughout the county.
Thomsen has explored several options, included the construction of a storage building, as well as

modifications to the county owned building on South Rhode Island Street.Thomsen requested input
from other board members on what direction they would like to pursue.The construction of a new
storage facility would be in excess of$100,000. Modifications to the current facility on Rhode Island,
would be an estimated $6400.
Motion by Thomsen,seconded by Curtis to approve of an expenditure not to exceed $7000.00 for
modifications to the Rhode Island building for file storage. Roll Call;Ayes:Stomer,Weeks,Czekai,

Motion by Curtis,seconded by Thomsen that this is an open meeting of the Board of Equalization. Roll

Adams County Treasurer, Melanie Curry, presented the Board with a motor vehicle tax exemption
request from Mary Lanning Hospital. Curry has reviewed the application and confirms that Mary Lanning
meets the qualifications for exemption, and recommends approval.
