Roll call members present: Michael Stromer-District 1, Mike Weeks- District 2,Jennifer Czekai—District 3,Scott Thomsen—District 4, Dale Curtis- District 5, Chuck Neumann—District 6, Eldon Orthmann—District 7 Motion by Curtis,seconded by Weeks that this is an open public meeting of the Adams County Board of Supervisors. Nays: None Orthmann stated that minutes from the March 15, 2016 meeting have been circulated and will stand approved unless there is a correction. Nays: None Regular session resumed at 10:08 a.m. Adams County Highway Superintendent, Dawn Miller, provided the Board with an update of the request for FEMA funds for a bridge on Saddlehorn Road,that was damaged by flooding. Miller stated that although her application for funds was initially approved, FEMA has now rejected the application. Bids for the Roseland Northeast bridge project were publically opened on April 14th at the Adams County Road Department. Miller presented bids for the Roseland Northeast bridge project,and suggested the bid be awarded to Husker Steel while she files an appeal for FEMA funds. Nays: None Adams County Deputy Attorney, David Bergin, advised the Board that all three members of the Logan Township Board have resigned and the Township Board is currently inactive. Bergin requested the Board first recognize and accept the resignations of Logan Township Board Members: Ryan Mehling,Craig Shaw and Ryan Sorensen. Secondly Bergin suggested directing the County Clerk to advertise for interested parties to fulfill the remainder of the term for the Logan Township Board. Nays: None Pam McCartney with Revive Ministries presented the Board with a short presentation of the work Revive Ministries does within the community and requested to come back to the Board in June with a funding req uest. Adams County Clerk, Ramona Thomas, requested the Board declare eight utility carts used for M100 voting machines as surplus and allow Thomas to offer them for sale to other counties. Thomas has discussed selling these carts with deputy attorney Bergin,and because the value of the carts are less than$2,500 and they could be considered a specialty item that is of no use to other Adams County offices,the carts could be offered to other counties for sale. Motion by Neumann, seconded by Thomsen to approve the eight utility carts on the County Clerk's inventory list as surplus and allow the clerk to offer them for sale to other counties. . Roll Call;Ayes: Stomer,Weeks,Czekai,Thomsen,Curtis, Neumann,Orthmann.Nays: None Supervisor Neumann started discussion on the proposed Hastings City Block Project and how it would impact parking around the courthouse. Neumann stated the City of Hastings would like support from Adams County to modify the current parallel to angled parking along the east and west sides of the main courthouse building. Neumann stated that no formal action is being requested at this time but would like an unofficial poll of the Board of Supervisor feelings on the proposal. Discussion took place regarding the loss of green space around the courthouse and it was requested that as many trees as possible remain.Supervisor Curtis strongly and openly supported the project.Unofficially Neumann,Curtis,Orthmann,Czekai,Stromer,and Weeks currently support moving forward in discussions with the city regarding the project. Supervisor Thomsen abstained from making a decision until more information is presented. Supervisor Neumann started discussion on an updated inter-local agreement between the City of Hastings and Adams County for library services. Neumann had presented the draft agreement to Deputy Attorney Bergin for review. Bergin reviewed his proposed changes to the agreement. The agreement stated a proposed minimum levy amount be set in which the county would collect from rural residents for library services. Extensive discussion took place including the suggestion that the levy amount be replaced with a dollar amount to due to the fluctuation of property valuations. Neumann will report back to the combined services committee with the suggestions. Supervisor Neumann opened discussion on the possibility of utilizing HR Total Solutions for HR related issues. Neumann spoke to HR Total Solutions President, John Hill, regarding services offered. Neumann suggested Hill meet with the Personnel Committee and the committee can make a recommendation to the Board. 117 IPage Motion by Curtis,seconded by Weeks to accept officer reports submitted by the Adams County Sheriff and the Planning and Zoning Departments.
