A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
was presiding. Roll call members present: Michael Stromer—District 1, Mike Weeks-District 2, Scott
Thomsen—District 4, Dale Curtis-District 5,Chuck Neumann—District 6, Eldon Orthmann—District 7
Motion by Neumann,seconded by Weeks that this is an open public meeting of the Adams County
Board of Supervisors. Roll Call;Ayes:Stromer,Weeks,Thomsen, Curtis, Neumann, Orthmann. Nays:
None
Orthmann stated that minutes from the June 7, 2016 meeting have been circulated and will stand
approved unless there is a correction.
No corrections were suggested
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the
agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business
day prior to this meeting.

Adams County Deputy Attorney David Bergin requested anyone wanting to speak for or against the

Dan Rutt with Horizon Recovery, presented the Board with a program update and a budget request of
$10,000.00.
Rutt was accompanied by two individuals that have received treatment and assistance from Horizon.
No action was taken as all budget requests will be considered during later budget meetings.
Adams County Attorney, Donna Fegler-Diass, presented the Board with the secondary public defender
bid received by Langvardt,Valle and James P.C.,that was opened during the June 7,2016 board
meeting.
After review, it was Fegler-Diass' recommendation not to sign the$75,000.00 contract with the law firm
as based on previous years,$75,000.00 worth of services were not utilized.
Motion by Thomsen,seconded by Curtis to reject the$75,000.00 bid submitted by Langvardt,Valle and
James for secondary public defender services. Roll Call;Ayes:Stromer,Weeks,Thomsen,Curtis,

Adams County Maintenance Supervisor, Harold Johnson, presented the Board with the proposed
maintenance budget for the 2016-2017 fiscal year.Johnson is submitting a request of$553,911.00.
No action was taken as all budget requests will be considered during later budget meetings.
Adams County Highway Superintendent, Dawn Miller, presented the Board with and agreement and
resolution (2016-06-21.01) between Adams County and the Nebraska Department of Roads for the
2016 Fracture Critical Bridge Inspections.

Administrator's Comments: This is a proposed 2.10 acre subdivision in the W of Section 3-
5-11. . The proposed subdivision contains an existing house,garage,storage building,well and
septic system. According to the Assessors information the residence was built in 1890. There is
also an existing house to the south of this property that was subdivided in 1985. The parcel does
not fall within the boundaries of the 100 year flood plain as currently adopted.All requirements
of the existing County and Village Subdivision Regulations and the Zoning Regulations have
been met.
Supervisor Curtis presented the Board with a letter of engagement between Adams County and HR
Solutions for a wage rate strategy. Curtis advised that the Adams County Personnel Committee has
reviewed the agreement and is requesting approval by the Board.Curtis also requested an amount of
$5000.00 be placed in the 2016/2017 budget for HR related services.

engagement with HR Solutions and to budget$5000.00 in the 2016/2017 budget for future HR services.

Adams Courtly Board of Supervisors is striving to maintain a wage rate strategy that is
consistent with market conditions.
Terms of the Engagement
The last deliverable will be made within 90 days of acceptance of this proposal, Progress
meetings with the Board of Supervisor's Personnel Committee will be scheduled at least every
30 days or when required for questions and to report progress on the assignment John Hill of
HR Total Solutions LLC will sign a non-disclosure/confidential agreement document if required
by Adams County Board of Supervisors. One progress payment of 30%of estimated bid
(included in this proposal)will be required after the second progress report meeting with
Personnel Committee. Once the final work product is delivered,Adams County will be invoiced
for the balance and payment will be expected in 30 days. Deliverables are:

and the City of Hastings for library services.
Brief discussion took place regarding the revisions that were made.

ADAMS COUNTY, NEBRASKA, a Political Subdivision of the State of Nebraska,
hereinafter referred to as "County" and the CITY OF HASTINGS, NEBRASKA, a
Nebraska Municipal Corporation,hereinafter referred to as"City".WITNESSETH:
WHEREAS, County and City currently jointly finance the operations of the
Hastings Public Library(Library);and
WHEREAS,as a result of this joint financing of th ;42,1•ry's operations,all Adams
County residents residing outside the corporate limit; ` ity are granted access to the
Library and the Library's services;

services,but the charg all be applicable to all patrons and not differentiate between
residents of the City and residents of the County.
4. The funds transferred by County to City as provided herein shall be used by
City exclusively for the operation of the Library and the operation of Bookmobile services.
Transfer payments will be made by County on a monthly basis to the City Treasurer. The
County's current collection of the County Library levy is$ . This amount
shall be the base amount for subsequent fiscal years during the term of this Interlocal
Agreement, The County shall not transfer less than the base amount to City annually in
any subsequent fiscal year. The base amount shall be adjusted for inflation each year by
the City/County Combined Services Committee prior to the adoption of both the City and
County's annual budget. In no event shall the inflationary adjustment exceed three and
one-half percent(3.5%)for any subsequent fiscal year.
5. The County Board shall appoint a resident of the county lying outside the
corporate limits of the City of Hastings as a non-voting liaison member to the City's
Library Board. Said Library Board liaison to serve a year term.
6. In addition, County shall maintain its current Bookmobile Sinking Fund
balance as of start of its 2015-16 Fiscal Year. All new fun..collected by the County for
the Bookmobile Sinking Fund in Fiscal Year 2015-16 r =e transferred by County to
