The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing property
valuation protests,with Chairman Orthmann presiding.Present were Board members;Stromer,Thomsen,Curtis,
Neumann,Weeks,Hogan and Orthmann;County Clerk,Ramona Thomas;County Assessor Jackie Russell;Adams
County Appraisers,Jim Kuhn,Bernie Parr and Shannon Bird.
Motion by Curtis,seconded by Weeks that this is an open public meeting.
Roll Call:Ayes: Stromer,Weeks,Hogan,Thomsen,Curtis,Neumann,Orthmann.Nays:None
All protesters who were present and wishing to speak were sworn in prior to presenting evidence supporting their
claims.
Protest#16-026,Property ID 010013668;owners Edward and Ann Kalvoda —Owners/representatives for the
property were not present.The protest form signed by Edward J.Kalvoda was reviewed by the Board.
Motion by Thomsen,seconded by Weeks to recommend no change to the valuation of$104,195.00 for the property
as the present value set by the Adams County Assessor/Appraisers is equitable.Roll Call:Ayes: Stromer,Weeks,

present and spoke in protest of his property's valuation citing water damage incurred during recent work being done
by Hastings Utilities.
Motion by Thomsen,seconded by Curtis to make the determination to just the valuation of property#010013003 to

Protest#16-073,Property ID 010008910,owner Terry Zuelow.Owners/representatives for the property were not

Motion by Curtis,seconded by Hogan to recommend no change to the valuation of$86,225.00 to property

Protest#16-103,property ID 010002002,owner Dan and Jamie Beal.Property owner Dan Beal was present and
spoke to protest the valuation of his property,citing that he feels additional acres should be considered waste.
Motion by Weeks,seconded by Hogan to make the determination to lower the valuation of property#010002002 to
$1,613,395.00 as requested by Beal.
Assessor Russell questioned how the property owner arrived at that valuation and informed the board that the value
adjustment needs justification. Russell suggested an appraiser be given the opportunity to measure and review the
property.
Weeks withdrew his motion.
The Board deferred a decision until the Adams County Appraiser staff has an opportunity to further review the
property.
Protest#16-103,property ID 010000917,owner Susan Thaut. Owners/representatives for the property were not
present.The protest form signed by Susan Thaut was reviewed by the Board.
Motion by Thomsen,seconded by Neumann to recommend no change in the valuation of$78,510.00 to property ID
010000917 as the present values set by the Adams County Assessor/Appraisers is equitable.Roll Call:Ayes:

Protest#16-089,property ID 010015190,owner Spencer Gerritson.Property owner Spencer Gerritson was present
and spoke to protest the valuation of his property citing recent sales in the area.

At 11:55 a.m.Adams County Appraiser Bernie Parr,presented the Board with his findings pertaining to protest#
16-103,property ID 010002002,owners Dan and Jamie Beal.Parr stated that the land could be adjusted to reflect 29
acres as waste.Assessor Russell calculated that with the 29 acres as waste,the new valuation would be
$1,646,745.00.
Motion by Weeks,seconded by Neumann to accept the adjusted/corrected valuation by the Adams County
Assessor in the amount of$1,646,745.00 for property ID 010002002.Roll Call: Ayes: Stromer,Weeks,Hogan,
Thomsen,Curtis,Neumann,Orthmann.Nays:None
Protest#16-060,property ID 01006706,owner D.A.V. Owners/representatives for the property were not present.
The protest form signed by Rick Ingram was reviewed by the Board.
The Board asked Assessor Russell if the property qualified for a permissive exemption.Russell stated that the
property was currently receiving a partial exemption but does not qualify for an exemption for the area in which
revenue is generated.

Protest#16-097,property ID 010017497,owners Ves and Denise Schwanebeck. Owners/representatives for the

Protest#16-131,Property ID 010001478,owners Woodman/C Raye and Carolyn P Trustees.Doug Woodman was
present and spoke in protest of the valuation of the property.Woodman presented maps of his property and
neighboring property.Woodman cited the number of trees and creek that runs through his property.
Motion by Curtis,seconded by Thomsen to recommend there be no change in the valuation of$543,390.00 for
property ID 010001478 as the present value set by the Adams County Assessor/Appraisers is equitable. Roll Call:

With the vote ending in a tie,the Board deferred a decision on protest#16-131 until their next Board of Equalization
meeting on July 25,2016.
Protest#16-132,property ID 010001291,owners D&K Woodman.Doug Woodman was present and spoke in
protest of the valuation of the property.Woodman stated he believed the valuation of the property was in excess of
the current market value based on recent sales.
Motion by Neumann,seconded by Weeks to recommend no change to the value of$1,986,525.00 for property ID
010001291 as the present value set by the Adams County Assessor/Appraisers is equitable.Roll Call: Ayes:

Protest#16-073,property ID 010008910,owner Terry Zuelow,was opened for reconsideration.Property owner
Terry Zuelow was present and spoke in protest of the valuation of his property.Zuelow stated there have been no
improvements to the property done by him nor have there been any improvement by the City of Hastings to the
streets and other areas around his property.
Motion by Neumann,seconded by Hogan to recommend no change in the valuation of$86,225.00 for property ID
010008910 as the present value set by the Adams County Assessor/Appraisers is equitable.Roll Call: Ayes:

Protest#16-116,property ID 010013961,owner Koob Borgeling.Property owner Koob Borgeling was present to
protest the valuation of his property.Borgeling cited that they have received three tax increases since they have
owned the property.
Motion by Thomsen,seconded by Curtis to recommend no change in the valuation of$135,010.00 for property ID
010013961 as the present value set by the Adams County Assessor/Appraisers is equitable.Roll Call: Ayes:

the valuation of his property.Karr indicated he purchased the property for$276,000.00.
Motion by Thomsen to recommend no change in the valuation amount of$401,690.00 as the present value set by the
Adams County Assessor/Appraisers is equitable.
Motion died due to the lack of a second to Thomsen's motion.

Protest#16-125,property ID 010008681,owner Debora Walker.Property owner Debora Walker was present to
protest the valuation of her property.Due the small amount of valuation Ms. Walker was protesting,Chairman
Orthmann asked Assessor Russell to calculate and estimate of the increased taxes to Ms.Walker.Assessor Russell
estimated an increase of$38.00 to Ms. Walker's taxes.

Jackie Russell;Adams County Appraisers,Jim Kuhn,Bernie Parr
Absent Board Member:Hogan

Brief discussion occurred regarding this protest that was originally heard on July 18,2016 with the Board being
unable to come to a decision.
Motion by Neumann,seconded by Weeks to make the determination to adjust the valuation of property 010001478
to$507,545.00.
Assessor Russell stressed to the Board that such an adjustment need justification behind it.

Protest#16-145,Property ID 010001264,owner Jack Woodman. Owners/representatives for the property were not

Assessor Russell presented a request from the Church of God in Christ for a permissive exemption. Russell
explained the request was received past the deadline to request an exemption and she can only consider the request
with Board approval.
