A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann was
presiding. Roll call members present: Michael Stromer - District 1, Mike Weeks -District 2 Lee Hogan- District 3,
Scott Thomsen — District 4, Dale Curtis- District 5, Chuck Neumann — District 6, Eldon Orthmann — District 7
Motion by Curtis, seconded by Stromer that this is an open public meeting of the Adams County Board of
Supervisors. Roll CaII; Ayes: Stromer, Weeks, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Orthmann stated that minutes from the March 7, 2017 meeting have been circulated and will stand approved
unless there is a correction.
No corrections were suggested
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda
was available to the board members and was kept continuously current and posted in the County Clerk's office,
the main courthouse lobby and the Adams County website. The following is the agenda of items to be heard, no
modifications were made to the agenda after 9:30 a.m. the business day prior to this meeting.

Chairman Orthmann opened the meeting for public comment
Adams County Highway Superintendent, Dawn Miller, addressed the Board during Public Comment. Miller
provided a reminder that there will be a Local Road Safety Project meeting at the Hastings Lincoln Park Fire
Station on April 25th. Miller encouraged all Board members to attend and will provide additional reminders
during future meetings.
Orthmann inquired if there was anyone else wishing to speak in public comment. No additional comments were
received.
Carol Harringstein with Revive Ministries provided the Board with a program update and thanked the Adams
County for financial support received this year. Johnathan Plake also spoke on behalf of Revive and provided an
update on the Intensive Outpatient Program.
Adams County Highway Superintendent, Dawn Miller, informed the Board that she would be unable to present
her agenda item of a letter of support for improvements at Highway 6 and Adams Central Road. Miller stated
she preferred to have Adams County Deputy Attorney, David Bergin, review the letter prior to presenting it to
the Board. Miller requested the item be deferred until April 4, 2017.
Supervisor Scott Thomsen stated discussion on the 1997 Chevy Lumina owned by the county. Discussion to
surplus the vehicle was addressed during the March 7, 2017 meeting. A decision to surplus the vehicle was
deferred until Supervisor Thomsen and Curtis inquired if the Adams County Drug Court program could utilize it.
Thomsen stated that Drug Court would appreciate that donation of the vehicle.

Motion by Curtis, seconded by Thomsen to declare the county owned 1997 Chevy Lumina as surplus and donate
it to the Adams County Drug Court. Roll Call; Ayes: Stromer, Weeks, Hogan, Thomsen, Curtis, Neumann,

Motion by Weeks, seconded by Stromer to meet as a Board of Equalization to review and take action on tax list
corrections. Roll Call; Ayes: Stromer, Weeks, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None

Motion by Thomsen seconded by Stromer to approve the miscellaneous receipt report submitted by the Adams

Motion by Curtis, seconded by Weeks to approve the claims and direct the county clerk to pay them out of their

Adams county Register of Deeds, Ann Hinton, presented the Board with an agreement with Verizon Wireless for
the; Verizon Wireless Device Trade-in Program for Government Entities. Hinton stated that currently she has
several hot spot devices in her storage room that would be eligible to trade in for a credit on the Adams County
wireless account. Deputy Attorney Bergin has reviewed the agreement and stated that it would not be in
violation of any surplus inventory practices.
Motion by Thomsen, seconded by Hogan to approve Ann Hinton signing the Verizon Wireless Device Trade-in

Dear Ann:
Verizon Wireless is pleased to introduce Adams County to our Verizon Wireless Device Trade-in
Program for Government Entities which will allows your agency to recycte or repurpose wireless
devices and receive a bill credit on your Verizon Wireless account. The material attached
details the terms and conditions of the Verizon Wireless Device Trade-in Program for
Government Entities which will provide the terms of use for the Device Trade-in Program.
To begin taking advantage of this service, please sign the attached form and return it to your
Verizon Wireless Sales Representative today. The attached Acknowledgement Form will
become effective when signed by an authorized representative of Adams County.

Verizon Wireless Device Trade -In Program for Government Entities
These Verizon Wireless Device Trade-in Program service terms amend the terms and conditions of the
contract under which you purchase service and equipment from Verizon Wireless.
1. The Verizon Wireless Device Trade—in Program allows your agency to recycle or repurpose
wireless devices and receive a bill credit on your Verizon Wireless account. In performing
services, we will 1) protect your privacy to the full extent legally required and 2) perform the
services in strict accordance with applicable law.
2. If we have access to and/or use any of your Customer Proprietary Network Information ("CPNI"),
data or content such access and use shall be only for the performance of the Trade-in services
and limited to the extent necessary to provide such services. We will not record, monitor,
reproduce, disclose, sub -license, re -sell or otherwise distribute any of your CPNI, data or content
to any person in any form or any manner other than as necessary or appropriate in providing the
Trade-in services, or unless required by law, regulation, or court order or as necessary to
cooperate with a lawful order or demand of law enforcement officials.
3. We will properly dispose of, or arrange for proper disposal of, any materials collected in
performing the Trade-in services. "Dispose" or "disposal" shall include any pre-treatment,
treatment (including incineration), recycling, reuse and/or actual disposal of the waste material.
Any device you submit to the Verizon Wireless Device Trade-in Program which cannot be cleared
of content will be destroyed.
4. A quote will be prepared for your agency based on the number and type of devices as well as the
condition of devices you want to recycle. To accept your quote you must review and accept these
Verizon Wireless Device Trade-in Program terms and conditions and provide account, payment
and shipping information through the web portal;.
5. Shipping supplies, including a prepaid mailing label, will be mailed to you within 5-7 days of
acceptance of your Verizon Wireless Device Trade -In Program quote. In order to be eligible for
the values quoted, all devices must be received by the Verizon Wireless Device Trade—in Program
within 30 days of this quote acceptance. The value of the devices and the total value of the quote
are subject to change based on the number and condition of the devices shipped conforming to
the Make/Model listed in the quote. ALL APPLE DEVICES MUST HAVE THE FIND MY (PHONE
ACTIVATION LOCK TURNED OFF PRIOR TO RETURNING YOUR DEVICE TO VERIZON. FAILURE TO
00 SO WILL RESULT IN A TRADE VALUE OF $0. We will provide you with the reason if a credit
adjustment is made to a device due to condition or model change. Your credit will appear on your
Verizon Wireless account within 2 bill cycles of the date your devices are received by the Program
6. All personal information and data must be deleted from your devices prior to submitting them
to the Verizon Wireless Device Trade-in Program. Please retain all accessories (including SD and
SIM cards) before trading in your devices as these products are not eligible for the Verizon
Wireless Device Trade-in Program. DATA FROM USED DEVICES CANNOT BE RECOVERED, AND
ACCESSORIES CANNOT BE RETURNED. DEVICES THAT YOU SHIP TO THE VERIZON WIRELESS
DEVICE TRADE—iN PROGRAM CANNOT BE RETURNED TO YOU EVEN iF YOU DO NOT RECEIVE A
CREDIT FOR THEM. THE FINAL VALUE OF USED DEVICES WILL BE DETERMINED AT INSPECTION.

7. Please verify Device Trade-in availability for your agency under your contract vehicle. Schools
and libraries are not eligible to participate in Device Trade-in. Participation In the Government
Device Trade-in Program is subject to approval and acceptance by the Verizon Device Trade-in
Program. These terms are not negotiable.

(b) recycling government owned devices does not violate rules governing the disposal of government

lost or stolen or encumbered by a secured financial obligation, (d) the execution, delivery and
performance of this Addendum have been duly authorized by all necessary governmental action of
Customer to the extent applicable; and (e) the person signing this Addendum on Customer's behalf is
duly authorized to bind Customer to this Addendum.

Adams County Sheriff, Gregg Magee informed the Board that Supervisor Chuck Neumann's term on the Adams
County Merit Commission has expired. Neumann is eligible for reappointment and has stated he would like to
continue as a member of the Merit Commission.
Motion by Curtis, seconded by Weeks to approve the reappointment of Chuck Neumann to the Adams County
