A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
was presiding. Roll call members present: Michael Stromer - District 1, Lee Hogan- District 3, Scott
Thomsen - District 4, Dale Curtis- District 5, Chuck Neumann - District 6, Eldon Orthmann - District 7
Motion by Curtis, seconded by Stromer that this is an open public meeting of the Adams County Board
of Supervisors. Roll CaII; Ayes: Stromer, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Orthmann stated that minutes from the April 18, 2017 meeting have been circulated and will stand
approved unless there is a correction.
No corrections were suggested
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office, the main courthouse lobby and the Adams County website. The following is the
agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m. the business
day prior to this meeting.

Chairman Orthmann opened the meeting for comments from the public.

John Kimle spoke on behalf of the Silver Lake Township Board. Kimle voiced concerns on the conditions
of some roads within the Township and stated that the Adams County Roads Department was dumping
concrete around culverts and intersections are not built up. Kimle has contacted the roads department
to discuss this. Supervisor Hogan stated he will drive out to inspect the conditions of the roads.
Public Comment was closed.
Adams County Highway Superintendent, Dawn Miller presented the Board with Resolution 2017-05-
02.01forthep\acenoentofadvoncedrai|noadpaxementmarkinQsonrura|countyroadsthrou8houtthe
county. Miller has reviewed the resolution and recommends Board approval.
RESOLUTION
WHEREAS, there has been slgned by the County of Adams on the
16th day ofAuQ�� . 2016 .e�the ���k� 26th

August-- . 2016 an agreement providing for the construction of a Federal
Ad County Project at the following location: Installation of Advanced Railroad Pavementmarkings on
rural county roads throughout the County,
WHEREAS, iri the above agreement, the County has pledged sufficient funds to finance its share
of the cost of the construction 0! thls project dentified as HRRF-8TVVD(117) . and
VVHEREA5. the above mentioned agreement provided that the County would pay costs as set
forth in the agreement, and
WHEREAS, the 8hahe, on behalf of the County received bids for the construction of this project
based on the linal plans and spocifications ari
April 13.2O17 at whch time 6 bids were received for the construction
of this proposed work, and
WHEREAS, the following contractor(s) for the items of work listed has/have been selected as the
Iow bidder(s) to whom the contract(s) should be awarded:
Highway Signing, Inc., Omaha, NE
Specialty: $60.000.00
NOW THEREFORE, in consideration of the above factsthe Board of Supervisors
of the County of Adams by this resolution, takes the following official action:
1. 1! for any reason the Federal HighwayAdministration rescinds, Iimits its obligations, or defers
payment of the Federa| share of the cost of this project, the County hereby agrees to provide the
necessary funds to pay for all costs incurred until and in the event such Federal funds are allowed and
paid.
2. The E3oard hereby concurs in the setection of the above mentioned contractor(s)for the items
of wark listed, to whom the contract(s) should be awardod
3. The Board hereby approves of the final plans and specifications that were used in the bidding
process for this project.
4. The Board hereby authorizes the Chair to sign the contract(s) with the above mentioned
contractor(s) for the above mentionod work en behaft of the County.

2nd„ 2017, at 10:00 a.m., the Adams County Board of Supervisors 'will hold a Public
Hearing for the elosure/s4tcation of an abandoned roadway at the following !oration:
That portion of West Pony Express Road. starting 3315 feet East of U 281
or the NW corner of Section 36, T6N-R IOW (Ayr Township), point of
beginning, thence Fat along the north side of the NE114 of said Section 36
approximately 1935 feet plus another 450 feet along the north side of the
N% 1/4 or fraakmai Section 31,16N-R9W (Ilanovcr Township), Adams
Count, Nebraska.
The Public Hearing will be held in the Board of Supervisors room in the Adams

TO 81 PUBLISHEir: April 13, 20 & 27, 2017 in the Bastin Ti
Highway Superintendent, Dawn Miller, provided a brief history on the request to close the portion of
West Pony Express Road.
Chairman Orthmann addressed the room to inquire if there was anyone who wished to speak for or
against the proposed closure.
Adams County resident, Scott Hinrichs, inquired if the closure would disrupt how he accesses cattle that
he has in the area.
Miller explained the exact area of the closure and Hinrichs was satisfied and had no objections to the
proposed closure.
No additional comments for or against the closure was received.
Motion by Neumann, seconded by Stromer to close the Public Hearing. Roll Call; Ayes: Stromer, Hogan,

BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF ADAMS COUNTY,
NEBRASKA that:
WHEREAS, pursuant to Neb. Rev. Stat. § 39-1722, the Adams County Highway Superintendent,
Dawn Miller, has conducted a study and recommended the vacation of a portion ofan abandoned
road legal description of which is as follows:
A TRACT OF LAND LOCATED IN ADAMS COUNTY, NEBRASKA, MORE
PARTICULARLY DESCRIBED AS FOLLOWS:
A TRACT OF LAND THIRTY-TIIREE (33) FEET ON EITI IER SIDE OF THE
FOLLOWING LINE: STARTING TIIREE TIIOUSAND TIIREE I IUNDRED AND
FIFTEEN (3,315) FEET EAST OF 11ICiI 1WAY 281 OR TIIE NORTHWEST CORNER
OF SECI ION THIRTY-SIX (36), TOWNSHIP SIX (6) NORTH, RANGE (10) WEST,
AS TILE POINT OF BEGINNING, THENCE EAST ALONG TIIE NORTH SIDE OF
TI IE NORTHEAST QUARTER (NE 1/4) OF SAID SECTION THIRTY -six (36)
APPROXIMATELY ONE THOUSAND NINE IIUNDRED THIRTY-FIVE (1935)

WHEREAS, pursuant to Neb. Rev. Stat. § 39-1724, after the receipt of the recommendation of
the County Highway Superintendent, the Adams County Board of Supervisors set the question of
vacation of the abandoned road for a Public hearing on May 2, 2017 at 10:00 AM in the
Supervisors' Chambers at the Adams County Courthouse in Hastings, Nebraska.
WHEREAS, on May 2, 2017, representatives of the Township Board of Ayr Township and and
the Township Board of Hanover Township provided a written notification to Adams County that
the Township Boards of Ayr Township and Hanover Township had no objection to the vacation
of the abandoned road described in this Resolution.
THEREFORE, all of the statutory requirements having been satisfied by Adams County, and
pursuant to Neb. Rev. Stat. § 39-1726, the Adams County Board of Supervisors hereby vacates
that portion ofan abandoned roadway, the legal description of which appears above in this
resolution, and hereby further declares that the vacated land described herein shall revert to the
adjacent property owners.
THE ADAMS COUNTY BOARD OF SUPERVISORS hereby directs that, within thirty days of
this vacation, the Adams County Clerk file a certified copy of this vacating resolution with the
Register of Deeds in accordance with Neb. Rev. Stat. § 39-1726 (3).
ADOPTED this 2nd day of May, 2017, at Hastings, Nebraska, by the Adams County Board of
Supervisors,

Miller presented a corrected bid for the Adams Central Road asphalt project. The bid for the project was
awarding to Vontz Paving during the April 18, 2017 meeting, however the amount of $104,342.24 was
omitted in error.

Miller indicated the even with the error, Vontz Paving is still the low bid and recommends approving the
corrected bid and awarding the project to Vontz Paving.

Retainer Proposal for Adams County Compensation
Administration
Upon the final delivery of Step Project for the Adams County Board of
Supervisors, anticipated March 30, 2017, a management retainer is being
proposed for HR Total Solutions LLC to conduct compensation administration
activities for Adams County employees to include:
Manage Step plan monthly transition activities
Update compensation survey data from other counties
Research annual cost of living data
o Make step adjustments as required
c'a Research compensation issues and make recommendations
c Create job descriptions for all county positions
o Assist Department heads with annual appraisal process
The retainer will be invoiced by HR Total Solutions LLC the 15`'' of each month to
Adams County, and paid by Adams County by the 30' of each month. Retainer
can be terminated by either party at any time with 30 day notice. Term of
Retainer Agreement is April 1, 2017 to March 30, 2018.

Supervisor Curtis also presented a proposed wage step plan to be implemented in July for Adams
County Employees. The Adams County Personnel Committee will be presenting the plan to department
heads and will possibly take action during the May 16, 2017 meeting.
Supervisor Neumann stated that the Midland Area Agency on Aging Board is seeking an alternate
representative from Adams County.
Motion by Neumann, seconded by Stromer to appoint Supervisor Lee Hogan as an alternate
representative on the Midland Area Agency on Aging Board. Roll Call; Ayes: Stromer, Thomsen, Curtis,
