Roll call members present, Michael Stromer - District 1, Glen Larsen — District 2, Lee Hogan- District 3 , Scott Thomsen — District 4, Dale Curtis- District 5, Chuck Neumann — District 6, Eldon Orthmann — District 7. Motion by Curtis, seconded by that this is an open public meeting of the Adams County Board of Supervisors. Roll CaII; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None. Orthmann stated that minutes from the September 5, 2017 meeting have been circulated and will stand approved unless there is a correction. No corrections were suggested Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. Roger Wright of 5315 W Idlewilde Dr; Hastings, spoke during public comment. Mr. Wright read the following letter to the Board: 687Page My name is Roger Wright and I live in the Idlewtlde 511) south of Adams Central School, Cm a life long resident and have been serving as Chairman of Denver Township for the past 39 years. We've discussed this issue of eliminating the Township Boards for some time now and we always balk when it comes to the loss of rural representation on the County Board. My understandtng is that there is now a procedure available to maintain those 7 districts so that this would no longer be an Issue. Without that guarantee I would be hard pressed to be In favor of elimination of the townships So, assuming that hurdle can he crossed 1 would like to list some reasons why I believe the township Boards should be eliminated. First though, I would mention that these township Boards have served the County very well for many years My record book dates back to 1913 with many names of rural residents that helped grade roads with horses and scoop snow with shovels and do bridge wort But since about 1950 the County.>ttarted doing more of the work . especially on mall routes. Now the County does all the grading and culvert work with the townships responsible for only the non mail route roads and these are contracted with the County through maintenance agreements This redundancy is then the first reason to eliminate the township boards. The next reason would be wet savings to the taxpayer. Our Board spends approsc S180/ year on advertising and over S823/ year on liability insurance premiums and $275/ year on salaries for a total of about S1280/ year. Assuming our township is average and there are 16 townships that amounts to $20,480 plus whatever other townships are spending for help preparing there budgets. Lastly, would be the lack•of candidates to run for office. Our Board has 3 members who have served a combined total of 131 years starting in 1970 with 2 members now 90 + years old. We have all been trying to find people to run for office for at least the last 2 or 3 terms with no success, And not all of the 16 townships even have 3 members Therefore, In my opinion, I believe the time has come in move on and dissolve the 16 township Boards and maybe let some old timers retire!! Respectfully, Roger Wright Adams County Victim Witness Advocate, Jackie Norris, presented the Board with a change to the budget for the Victim Witness Advocate Grant. Norris has reviewed the change and is recommending Board approval. Motion by Thomsen, seconded by Norris to approve the modifications to the Victim/witness advocate grant award. Mignery has reviewed the plans and the plans have been approved by the Adams County Planning and Zoning Committee. Mignery is recommending Board approval. Motion by Neumann, seconded by Larsen to approve plans for the McNair Acres Subdivision as presented by Mignery. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None. Opening of the Board of Equalization was delayed per the request of Gail Dreher. Adams County Assessor, Jackie Russell, presented the Board with an agreement between Adams County and Team Consulting, LLC for commercial valuation services. Russell and Deputy County Attorney David Bergin have reviewed the document. Bergin confirmed there were no legal concerns with the document. Brief discussion occurred between the Board and Russell confirming the need Team Consulting's services. Motion by Thomsen, seconded by Curtis to approve the chairman signing the agreement between Adams County and Team Consulting Services, LLC. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None. Motion by Neumann, seconded by Stromer to meet as a Board of Equalization to consider tax list corrections, motor vehicle exemption requests and to hear a homestead exemption appeal. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None. Board of Equalization opened at 10:05 a.m. (see separate Board of Equalization minutes) Motion by Hogan, seconded by Stromer to exit Board of Equalization and return to regular session. Page Chairman Orthmann moved the discussion item of the possible dissolving of townships up on the agenda to accommodate members of the public waiting in the audience. Deputy Attorney Bergin presented the Board with the procedure of eliminating the townships while maintaining current supervisor boundary lines. DISCONTINUANCE OF TOWNSHIP ORGANIZATION There are two methods by which the process of discontinuing township organization may bc commenced. A registered voter in the county may file a petition to submit thc question to the voters. Thc petition must be signed by five percent of the registered voters registered in thc county at thc preceding statewide general election. When a petition with the appropriate number of valid signatures is tiled with the county cleric, the question shall bc submitted to the voters at the next g lection which is hdd not less than seventy days after the filing of thc petitions The second method by which the process of discontinuing township organization may be commenced is by thc passage of a resolution supported by a majority of the Comity Supervisors to submit thc question to thc voters. Thc question shall then be submitted to thc voters at the next general election which is held not less than seventy days after the filing of the lutio n. In either of the methods, the petition or board resoluti n shall specify wli�ether the new board of coa»missioncrs shall have five or seven members. h shall also state that the reorganization of the new board shall be effective at the expiration of the Supervisor`s teeters of office in January of the third calendar year following thc election to discontinue township organization. Upon the effective date of the new board of connmissiorets, the township boards shall be abolished and thc township boards then existing shall turn ova all of their recoils to the county cleric. Any indebtedness which the township boards shall have on such date shall become the indebtedness of the county. The county board may Icvy a tax on the taxable property of the township to cover thc indebtedness. if the township has any money left over, it shall bc deposited in thc district road fund. Bergin was directed to draft a Resolution for consideration at the October 3, 2017 meeting to move forward with the process of dissolving Adams County Townships. Adams County Highway Superintendent, Dawn Miller, presented the Board with the annual report for Public Roads Classifications and Standards. Miller requested Board approval for submission to the Nebraska Department of Roads.
