A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann was presiding.
Roll call members present, Michael Stromer - District 1, Glen Larsen — District 2, Lee Hogan- District 3 , Scott Thomsen —
District 4, Dale Curtis- District 5, Chuck Neumann — District 6, Eldon Orthmann — District 7.
Motion by Curtis, seconded by Stromer that this is an open public meeting of the Adams County Board of Supervisors.
Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None.
Orthmann stated that minutes from the September 19, 2017 meeting have been circulated and will stand approved
unless there is a correction.
No corrections were suggested
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was
available to the board members and was kept continuously current and posted in the County Clerk's office, the main
courthouse lobby and the Adams County website. The following is the agenda of items to be heard, no modifications
were made to the agenda after 9:30 a.m. the business day prior to this meeting.

Chairman Orthmann opened the meeting for comments from the public.
Rick Meyer of, 7230 S Antioch Ave in Glenvil, spoke during public comment. Myer is the Treasurer of Hanover Townshiup
in Adams County. Mr. Meyer spoke in opposition of the possibility of dissolving Adams County's Township form of
government.
Meyer cited other counties that have dissolved their townships and roads previously maintained by townships were
turned into minimum maintenance roads.
Several supervisors stated it was not the intention of the Adams County Board to turn any of the current Adams County
roads into minimum maintenance roads. Supervisor Neumann stated that the intention behind the dissolving of the
townships was not to save money, but to simply the process of maintaining rural roads as several townships are non-
functional and there is little to no interest in people running for the township offices.
Melvin Haba of, 6525 East Silverlake Road in Lawrence also spoke during public comment. Haba is the treasurer of the
Little Blue Township Board. Haba also spoke in opposition to possibly dissolving the townships in Adams County.
No additional public comments were made and public comment was closed
Juvenile Services Director, Carissa Uhrmacher, requested the Board consider signing a memorandum of understanding
regarding community based juvenile services aid. Uhrmacher state this is at no cost to the county, and the funds the
county spends on current juvenile service obligations are used to calculate the amount of grant dollars Uhrmacher can
apply for to fund the Your Task Force.

REGARDING COMMUNITY-BASED JUVENILE SERVICES AID

Webster, Clay, Adams, Nuckolls, FUlmore, Phelps, Kearney, Franklin, and Harlan to
conduit this arrangement for the fiading requested for 2018-2019.
On October 31, 2001, the original four counties (Adams, Clay, Nuckoil,, sad
Webster) agreed that Clay County should be the lead county in this bating effort to wort
with juveniles from ages 12-11 who are already in tine juvenile justice system. Assessments
were made In 42 focus groups to develop tke We CAN JuvenUe Services Pias darig 2101-
2002. The present Comprehensive County Juvenile Services PIaa has bees updated with
input from the Juvenile Justice Institute, as well as representatives from eack of the nine
counties for 2015-2018 plan and developing a 2018-2021 plan.
Sharon Lavene, Clay County Treasurer, serves as the fiscal agent. Carina
Uhrsiaeber, Project Director, coordinates the application, reports, and snaking contact
with County Boards in each of the nine counties, and Jemmndfer Lewis will serve as Project
Administrator. The project adnnlnlstrator abo facilitates all program requests for funding
from local son-profits, bnsisesses, and individuals working with jaysailes in the nine
county regiee.
AU quarterly reports are submitted to the Nebraska Crime Cosimisdon through
NJJI. An audit of all reports is conducted annually. Award period is July 1, 2818 -June 38,
2019.

Motion by Thomsen, seconded by Hogan to approve the chairman signing the memorandum of understanding as
presented by Uhrmacher. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None.
Motion by Curtis, seconded by Hogan, to meet as a Board of Equalization to set levy rates for all Adams County
subdivisions based of the submitted 2017/2018 budgets. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis,
Neumann, Orthmann. Nays: None.

Motion by Curtis, seconded by Hogan to exit Board of Equalization and return to regular session. Roll Call; Ayes:
Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None.

Adams County Treasurer, Melanie Curry, presented the Board with a release of security from Five Points Bank. Curry has
reviewed the request for release and is recommending Board approval.
Motion by Thomsen, seconded by Stromer to approve the release of security as presented by Curry. Roll Call; Ayes:
Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None.

Adams County Deputy Attorney, David Bergin, presented the Board with Resolution 2017-10-03.01; to send the issue of
dissolving the Adams County Townships to a public vote during the 2018 General Election.
Brief discussion occurred regarding moving forward with possibly dissolving the townships. Supervisor Neumann again
referenced the lack of participation of individuals wanting to service on township boards as well as there being a
minimal number of Nebraska counties still operating with a township form of government.
Motion by Neumann, seconded by Thomsen to approve the signing of Resolution 2017-10-03.01 to send the issue of
dissolving Adams County Townships to a vote of the people during the 2018 General Election. Roll Call; Ayes: Stromer,
Larsen, Thomsen, Curtis, Neumann, Orthmann. Nays: Hogan.

TO SUBMIT THE QUESTION OF DISCONTINUANCE OF TOWNSHIP ORGANIZATION
TO THE VOTERS OF ADAMS COUNTY, NEBRASKA
AT THE 2018 GENERAL ELECTION
Adams County Resolution No. 2017-10.03.01
BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF ADAMS COUNTY,
NEBRASKA THAT:
WHEREAS, the Adams County Board of Supervisors has become convinced that the
discontinuance of township organization would be a benefit to the citizens of Adams County; and
WHEREAS, discontinuance of township orpnmtion would provide increased efficiency in the
provision of mud maintenance services to the citizens of Adams County; and
WHEREAS, discontinuance of township org sairzation would avoid duplication in the provision
of road maintenance services by levels of government and ultimately save m the expenditure of
tax dollars;
THEREFORE, the Adams Canty Board of Supervisors hereby enacts the following;
1. Pursuant to Neb. Rev. Stat. § 23-293 (2), the Adorns County Board of Supervisors hereby
submits the question of diseoatisuance of township organization to the registered voters of the
county at the 2018 Genn! Electirn.
2. Pursuant to Neb. Rev. Stat. 4 23-293 (3). the Adapts County Board of Supervisors hereby
declares that if the question of dacoatinrramc c of township orrtnizauon is pond by the voters of
Adams County, the resulting board of commissioner sha11 have seven (7) members.
3. Pursuant to Neb. Rev. Stat. 4 23-294 (2), the qucsti:ona on the ballot shall be respectively:
For discontinuance of township organization and creation of a seven -member county board of
commissioners; or Against changing to a commissioner form of county government.

TO DIRECT A PUBLIC HEARING REGARDING
THE SALE OF REAL ESTATE
OWNED BY ADAMS COUNTY BUT
NO LONGER REQUIRED FOR COUNTY PURPOSES

BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF ADAMS COUNTY,
NEBRASKA that:
WHEREAS, the real property described in this resolution is owned by Adams County; and
WHEREAS, the Adams County Board of Supervisors hereby determines that the real property
described in this resolution is no longer required for county purposes.
THEREFORE, pursuant to Neb. Rev. Stat. § 23-107.01 (1), the Adams County Board of
Supervisors hereby directs that an open and public hearing be held on November 7, 2017, at
10:00 AM, regarding the potential sale by the county of the following real property:
Lot 4, Block 1, TAk'way Plaza Subdivision,
City of Hastings, State of Nebraska
At such public hearing, any interested party may appear and speak for or ay: inst the sale of such
real property and raise any issue regarding the fair market value of the real property.
The Adams County Board of Supervisors hereby directs that public notice of the above-described
public hearing shall be run once each week for two consecutive weeks prior to the hearing date in
the Hastings Tribune.

Adams County Board of Equalization
Tuesday, October 3, 2017
The Adams County Board of Equalization met in open session to set levies for Adams County Subdivisions based on
2017/2018 budget requests. The following Board members were in attendance with Chairman Eldon Orthmann
presiding: Michael Stromer - District 1, Glen Larsen — District 2, Lee Hogan- District 3 , Scott Thomsen — District 4, Dale
Curtis- District 5, Chuck Neumann — District 6, Eldon Orthmann — District 7.
Adams County Clerk, Ramona Thomas, presented the Board of Equalization with a list of levy rates to be collected on
behalf of subdivisions with area in Adams County. Thomas requested Board approval on the rates.
Motion by Curtis, seconded by Hogan to approve the levy rates as presented by Thomas. Roll Call; Ayes: Stromer,
Hogan, Larsen, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Motion by Curtis, seconded by Hogan to exit Board of Equalization and return to regular session. Roll Call; Ayes:
Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None.
