Courthouse, Adams County, Tuesday November 21, 2017
A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann was presiding.
Roll call members present, Michael Stromer - District 1, Glen Larsen — District 2, Lee Hogan- District 3 , Scott Thomsen —
District 4, Dale Curtis- District 5, Chuck Neumann — District 6, Eldon Orthmann — District 7.
Motion by Curtis, seconded by Stromer that this is an open public meeting of the Adams County Board of Supervisors.
Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None.
Orthmann stated that minutes from the November 7, 2017 meeting have been circulated and will stand approved unless
there is a correction.
No corrections were suggested
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was
available to the board members and was kept continuously current and posted in the County Clerk's office, the main
courthouse lobby and the Adams County website. The following is the agenda of items to be heard, no modifications
were made to the agenda after 9:30 a.m. the business day prior to this meeting.

Chairman Orthmann opened the meeting for public comment.
Adams County Highway Superintendent, Dawn Miller, spoke during public comment to advise the Board of the status of
county bridge repairs. Miller stated that two of the four bridge projects using funds from the bridge match program
have been completed and Miller will be applying for funds again.
Motion by Stromer, seconded by Hogan to open the public hearing to hear comments for or against the possible selling
of county owned property located at 12014 Clark Street in Roseland. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen,
Curtis, Neumann, Orthmann. Nays: None.
Public hearing opened at 9:51 a.m.
Deputy County Attorney, David Bergin, addressed the room to request anyone wishing to speak in favor of selling the
county owned property located at 12014 Clark Street in Roseland to please come forward.
No comments in favor of selling the property were made.

Bergin stated that if anyone wished to make general comments in regards to selling the property to please come
forward.
Adams County Highway Superintendent, Dawn Miller, make a general comment. Miller stated that if the county chooses
to sell the property in Roseland, it would be recommended to re -plat the property into two 50' x 175' lots. The lot
containing the building would be sold and the vacant lot would be retained by the county to park road department
equipment.
Brief discussion occurred in regards to the process of re -platting property.
Motion by Curtis, seconded by Hogan to close the Public Hearing regarding the Roseland property. Roll CaII; Ayes:
Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None.
Public Hearing closed at 9:55 a.m.
Motion by Hogan, seconded by Thomsen to re -plat the property in Roseland and to take bids for the property. Roll Call;
Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None.
Motion by Hogan, seconded by Larsen to set the date of December 19, 2017 to take bids for the Roseland property. Roll
CaII; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None.
Highway Superintendent, Dawn Miller, presented the board with a certificate of compliance with the NDOR for snow
removal and surface maintenance. Miller has reviewed the document and is requesting the chairman's signature.
Motion by Thomsen, seconded by Stromer to sign the certificate of compliance as presented by Miller. Roll CaII; Ayes:

Showboat Road intersection in the amount of $64,250.00 and instruct Deputy Attorney, David Bergin, to complete and

The Adams County Board of Equalization met on November 21, 2017 at 10:00 a.m. in the Adams County Board Room to
review and take action on tax list corrections and motor vehicle tax exemption applications. Chairman Eldon Orthmann
presided over the meeting.
Roll CaII members present were: Michael Stromer—District 1, Glen Larsen — District 2, Lee Hogan- District 3, Scott

Adams County Assessor, Jackie Russell, presented the Board with a tax list correction for Real Property owned by James
and Lynette Shea; Parcel ID#010017672. Russell has approved the correction requested Board approval.

Owner spoke with outgoing head appraiser prior to 2016 values being
submitted and it was determined that the property was 50% complete for
2016. However, due to clerical error in the form of computer malfunction,
value did not roll over correctly from 2015. Correcting 2016 tax roll to
reflect the proper percentage complete.
Motion by Stromer, seconded by Thomsen to exit Board of Equalization and resume regular session. Roll CaII; Ayes:
