A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann was presiding.
Roll call members present, Glen Larsen — District 2, Lee Hogan- District 3 , Scott Thomsen — District 4, Dale Curtis- District
5, Chuck Neumann — District 6, Eldon Orthmann — District 7. Michael Stromer - District 1, was absent
Motion by Curtis, seconded by Larsen that this is an open public meeting of the Adams County Board of Supervisors. Roll
Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None.
Orthmann stated that minutes from the February 20, 2018 meeting have been circulated and will stand approved unless
there is a correction.
No corrections were suggested
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was
available to the board members and was kept continuously current and posted in the County Clerk's office, the main
courthouse lobby and the Adams County website. The following is the agenda of items to be heard, no modifications
were made to the agenda after 9:30 a.m. the business day prior to this meeting.

County Deputy Attorney David Bergin presented the Board with a purchase agreement between the seller, Adams
County, and purchasers Seth and Amber Wengler for the property located at 12014 Clark Street in Roseland.
REAL ESTATE PURCHASE AGREEMENT
This agreement is made and entered into by and between Adams County, a Political
Subdivision of the State of Nebraska, hereinafter called the "Seller" and Seth Wengler and
Amber Wengler, hereinafter called the "Buyers".
Seller, in consideration of Twelve Thousand Seven Hundred Fifty Dollars ($12,750), to
be paid as hereinafter provided, hereby agrees to sell and convey, and Boyers agree to purchase,
the following described real estate:
Lot 2, Meade Sabdivlslon, in the
Village of Roseland, Adams County, State of Nebraska
Such real estate is also known as:
12014 Clark Street
Roseland, Nebraska
Buyers agree to pay the above stated consideration by cashier's check or certified check
at the time of closing. Closing shall take place on April 5, 2018, at a time and place arranged
between the parties. Closing may take place sooner or later by the agreement of the parties.
Possession of the above-described real estate shall be given to the Buyers at the time of closing.
Seller agrees that upon receiving the full purchase price herein referred to in this
agreement the Seller shall, at the Seller's expense, deliver to the Buyers, a good and sufficient
Quitclaim Deed. The real property shall be conveyed to the Boyers as joint tenants, with right of
survivorship, unless otherwise indicated by the Buyers.
Buyers shall be famished a current title insurance commitment from Prairie Title, Inc.
before closing and a title insurance policy insuring marketability. The cost °finks s insurance
issued for this sale shall be paid fifty percent (50%) bythe Seller and fifty percent (50%) by the
Buyers. Buyers agree that should a valid defect exist, Seiler has a reasonable time to correct
such defect not to exceed thirty (30) days from the date of the title commitment. lithe title
defects are not cured within such time period, Buyers may declare this Agreement null and void,
Seller agrees to convey this real estate to Buyers by Quitclaim Deed free and clear of all liens
and encumbrances and subject to all easements and restrictions or covenants now of record. The
documentary stamp shall be paid by the Seller.
Since the Seller is a political subdivision of the State of Nebraska, the Seller pays no real
estate taxes on this real estate. After the date of closing, the Bayer. shall be responsible for any
real estate taxes which thereafter accrue,
Seller shad comply with all federal, state, and local laws applicable to the sale or transfer
of the real estate. Seller agrees to maintain the real estate in its condition on the date of the entry
into this agreement until initial delivery of possession to the Boyers. Such maintenance shall
include, but not be limited to, the building, lawn, parking lot, heating, air conditioning, water
heater, sewer, plumbing, electrical system, and any appliances.
Seller is conveying this real property in "as is" condition. However, Buyers, or any
designee of the Bayer., at Bayer.' expense, shall have the right to any inspection of the above-
described real estate and any persona: property to be sold hereunder on or before thirty (30) days
prior to closing; Seller agrees to have the electricity, gas, and water turned on for any
inspections. Seller agrees to provide reasonable access to the property to the Buyers or any
designee of the Buyers to perform any inspection. The right to inspection of the teal property
shall not, however, permit the Buyers to rescind this agreement.
Risk of loss or damage to the above-described real estate prior to the closing date shall be
the responsibility of the Seder. if, prior to closing, the real estate is materially damaged by fire,

explosion, or any other emcee, the Buyers shall have the right to one of dm three following
remedies:
(1) To require the premises to be restored to the condition at the execution of this
agreement; or
(2) To adjust the price to the value of the property subject to the damage; or
(3) To rescind this agreement.
Possession of the reel estate shall be given to the Buyers upon closing. Thia Agreement
shall in no way be construed to convey the real estate or give any right of possession. If the
Buyers fail to consummate the purchase of the real estate according to the terms of this
Agreement, Seller may rescind this Agreement or utilize such other legal remedies as are
available to the Seller by reason of such failure.
This document contains the attire Agreement of the parties hereto and superoedea all
prior agreements or representations, oral or written, with respect to the property which are not
expressly set forth herein or incorporated herein by reference. This agreement maybe modified
only by a writing signed and dated by both parties
The undersigned Seller and the Buyers each represent and warrant that they are duly
empowered and authorized to sign and enter into this Purchase Agreement.

County and Seth and Amber Wengler. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann.
Nays: None
Supervisor Thomsen presented the Board with a settlement statement in regards to the former Roseland Fire Hall
building that the county has purchased. The total cost with all fees will be $164,541.25. Thomsen is requesting approval
and the chairman's signature on the settlement statement.
Motion by Thomsen, seconded by Stromer to approve the chairman signing the settlement agreement for the purchase

Supervisor Thomsen started discussion regarding hiring a firm to conduct a formal jail study. Thomsen received two
quotes from companies specializing in such studies, Goldberg Group Architects of Saint Joseph, Missouri provided a
quote of $7,500.00 and Prochaska & Associates from Omaha, Nebraska provided a quote of $15,000.00. Thomsen has
spoken with both firms and checked references. Based on reviews received from surrounding counties, Thomsen
suggested using Prochaska & Associates and the study seems much more comprehensive.
Brief discussion took place regarding the need for the study.
Motion by Curtis, seconded by Stromer to approve committing to a jail study with Prochaska & Associates in the amount
of $15,000.00. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Deputy Attorney Bergin began discussion on a proposed traffic study for the Highway 6 and Adams Central Road
intersection. If approved, this would be a cost share study between Adams Central Public Schools and Adams County.
Motion by Larsen, seconded by Neumann to approve participating in the traffic study, in an amount paid by the county,
not to exceed $5,000.00. Roll CaII; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None
Chairman Orthmann stated that he had an obligation and need to leave the meeting and Vice Chairman Curtis would
conduct the remainder of the meeting.
Orthmann left the meeting at 10:31 a.m.
Adams County Extension Office Director, Ron Seymour, presented the Board with the annual report from the Extension
Office.
Deputy Attorney Bergin started discussion on possible funding for the proposed Southeast Truck Route. Bergin stated
that the Board could research both direct loans from area banks or look at the issuance of bonds through a bond
company.
Brief discussion occurred regarding both options.
Motion by Neumann, seconded by Thomsen to direct Dave Bergin and Dawn Miller to collect proposals for both options
for funding the southeast truck route. Roll CaII; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann Nays: None
