A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann was presiding.
Roll call members present, Michael Stromer - District 1, Glen Larsen — District 2, Lee Hogan- District 3 , Scott Thomsen —
District 4, Dale Curtis- District 5, Chuck Neumann — District 6, Eldon Orthmann — District 7.
Motion by Curtis, seconded by Stromer that this is an open public meeting of the Adams County Board of Supervisors.
Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None.
Orthmann stated that minutes from the March 6, 2018 meeting have been circulated and will stand approved unless
there is a correction.
No corrections were suggested minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was
available to the board members and was kept continuously current and posted in the County Clerk's office, the main
courthouse lobby and the Adams County website. The following is the agenda of items to be heard, no modifications
were made to the agenda after 9:30 a.m. the business day prior to this meeting.

March 7, 2018 - attended an Adams County Security meeting
March 9, 2018 - Conducted a walkthrough of the Roseland Fire Department building before the county
purchases it
March 12, 2018 - Attended the closing on the purchase of the former Roseland Fire Hall building
March 13, 2018 - Met with representatives from Prochaska and Associates regarding the upcoming jail
study
March 13, 2018 - was present for the annual inspection of the security X-ray machine located at the
main courthouse entrance
March 15, 2018 -Attended a meeting with the Adams County Maintenance Department Director and
the Health and Human Services office regarding the space HHS rents in the ACOB building
March 20, 2018 -Attended an Adams County Safety Committee meeting and has arranged for the
Nebraska State Patrol to conduct active shoot training for Adams County employees
Stromer- March 9, 2018 - Attended a United Way meeting where funds were presented to RYDE Transportation
March 13, 2018 -Attended a Hastings Public Library Board meeting
Stromer took this time to inform everyone that it is National Ag Week and also about a walk for down
syndrome event at Heartwell Park on March 22"d

Orthmann stated that he no longer can serve on the Adams County Senior Services Board as he is on the
Midland Area Agency on Aging Board. Orthmann enquired if any Board member was interested in
serving on the Senior Action Board.
Dale Curtis volunteered to serve on the Senior Services Board.
Chairman Neumann opened the meeting for comments from the public.
No public comments were made.
Phil Lorenzen with D.A. Davidson and Associates provided a presentation regarding financing options for future county
projects. No action was taken.
Motion by Stromer, seconded by Thomsen to meet as a Board of Equalization to review and take action on motor
vehicle exemption applications and tax list corrections. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis,
Neumann, Orthmann. Nays: None.

Adams County Emergency Manager, Chip Volcek, presented the Board with Resolution 2018-03-20.01 to adopt the 2018
Local Emergency Operations Plan (LEOP).

RESOLUTION
2018-03-20.01
WHEREAS, the Board of Supervisors of Adams County, Nebraska, pursuant to Nebraska
Statute, is vested with the authority of administering the affairs of Adams
County, Nebraska; and
WHEREAS, it has been determined that a Adams County Local Emergency Operations
Plan has been developed in order to provide for a coordinated response to a
disaster or emergency in Adams County, the City of Hastings and other cities
and villages in Adams County; and
WHEREAS, the Board of Supervisors of Adams County, deems it advisable and in the
best interest of Adams County to approve said Local Emergency Operations
Plan;
WHEREAS, the acceptance of this 2018 Local Emergency Operations Plan supersedes all
previous approved Adams County Local Emergency Operations Plans;
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Adams County,
Nebraska, that the Adams County Local Emergency Operations Plan be, and
hereby is, approved.

information provided earlier by Phil Lorenzen regarding D.A. Davidson and Associates negotiation rates with local banks,
Bergin suggested perhaps postponing further discussion.

Adams County Highway Superintendent, Dawn Miller, presented the Board with the list of 2018 gravel bids received on
May 6, 2018. Miller's recommendation is to award contracts to both Deweese Sand & Gravel and Mid Nebraska
Aggregate with the lower bidder being given priority to projects. Miller stated there would be no award for the alternate
bid by quarter.
Motion by Hogan, seconded by Neumann to award 2018 gravel bids to bother Deweese Sand & Gravel and Mid
Nebraska Aggregate with the low bidder given priority. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis,

insurance. Dental insurance premiums are paid 100% by the employee. There was no rate increase from the previous year.
