Courthouse, Adams County, Tuesday April 3, 2018
A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
was presiding. Roll call members present, Michael Stromer - District 1, Glen Larsen — District 2, Lee
Hogan- District 3 , Scott Thomsen — District 4, Dale Curtis- District 5, Chuck Neumann — District 6, Eldon
Orthmann — District 7.
Motion by Stromer, seconded by Curtis that this is an open public meeting of the Adams County Board
of Supervisors. Roll Call; Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays:
None.
Orthmann stated that minutes from the March 6, 2018 meeting have been circulated and will stand
approved unless there is a correction.
No corrections were suggested minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the. Hastings Tribune and by posting. An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office, the main courthouse lobby and the Adams County website. The following is the
agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m. the business
day prior to this meeting.

Adams County Road Superintendent, Dawn Miller, presented the Board with the 2018 Gravel
Agreements for signature. The 2018 gravel bids were awarded during the March 20, 2018 meeting and
the agreements have now been prepared for signature.
Motion by Hogan, seconded by Larsen to approve the chairman's signature on the 2018 gravel
agreements with Deweese Sand and Gravel and Mid Nebraska Aggregate. Roll CaII; Ayes: Stromer,
Larsen, Hogan, Thomsen, Curtis, Neumann, Orthmann. Nays: None.
AGREEMENT
THIS AGREEMENT entered into by and between the County of Adams, Nebraska, a political
subdivision of the State of Nebraska, hereinafter called "County," and Deweese Saud And Gravel,
hereinafter called "Contractor."
WITNESSETH: That the Contractor for and in consideration of the amounts noted on the Bid
Blank and hereinafter set forth, being priced for placement and spreading on the roadway, payable as set
forth in the Specifications of the bid documents, hereby agrees to perform in accordance with the
specification and special provisions therefore, and in the Project(s) and location(s) designated does
hereby agree to furnish to said County approximately 9,900 cubic yards of "Gravel for Surfacing" for
Proiect(s) 2, 5. 6, 7, 8, 12, and 16, in Adams County, which includes the following Townships: Verona,
Highland, West Blue, Denver, Blaine, Silverlake, and Little Blue Townships, for use on such roads as the
County Highway Superintendent of said County shall designate from time to time.
All "Gravel for Surfacing" furnished under this Agreement shall conform to the Standard
Specifications of the Department of Roads of the State of Nebraska for Highway Construction purposes
as set in the 1997 manual, Section 1033 and the gradation further specified within Category I
Specifications, Article III..
The said Contractor agrees to furnish, and the County agrees to purchase from said Contractor,
gravel for use in said Project(s) 2, 5, 6, 7, 8, 12, and 16, between March 15, 2018, and March 1, 2019,
seventy-five (75%) of which must be delivered by September 15, 2018, and ninety-five (95%) by October
15, 2018, IF SO ORDERED, upon the stated terms and conditions as found within the bid
specifications and bid documents and here within:
CATEGORY #1 - Road Surfacing Gravel
2. For use in Verona Township, approximately (2,000) cubic yards gravel for surfacing for the
sum S12.28 per cubic yard, delivered F.O.B. to such points within said Township as
designated from time to time from the date of this Agreement to March 1, 2019, by the
Highway Superintendent.
5. For use in Highland Township, approximately (1,700) cubic yards gravel for surfacing for
the sum $12.65 per cubic yard, delivered F.O.B. to such points within said Township as
designated from time to time from the date of this Agreement to March 1, 2019, by the
Highway Superintendent.
6. For use in West Blue Township, approximately (1,600) cubic yards gravel for
Surfacing for the sum $13.35 per cubic yard, delivered F.O.B. to such puints within

7. For use in Denver Township, approximately (1400) cubic yards gravel for

Surfacing for the sum $15.25 per cubic yard, delivered F.O.B. to such points within
said Township as designated from time to time from the date of this Agreement to March 1,
2019, by the Highway Superintendent.
It is further agreed that payment by the County to the Contractor shall be made each month
during the life of this contract for any month in which gravel is furnished. Payment shall be made upon
claims approved and initialed by the County Highway Superintendent and allowed in the manner
provided by law by the Board of Supervisors of said County.

For use in Adams County, approximately (3001 cubic yards of "Mineral Aecreeate for Armor
Coat" for the sum of 615.011 per cubic yard, delivered F.O.B. to the Adams County Shop facility located
at 415 North Adams Central Ave., Juniata, NE. Said material shall be delivered, IF SO ORDERED, by
October 31, 2018.
It is further agreed that payment by the County to the Contractor shall be made each month
during the life of this contract for any month in which gravel is furnished. Payment shall be made upon
claims approved and initialed by the County Highway Superintendent and allowed in the manner
provided by law by the Board of Supervisors of said County.

Miller presented a contract with Werner Construction for the 2018 Holstein overlay project. Miller has
reviewed the contract and is recommending approval.
Motion by Hogan, seconded by Larsen to approve the contract with Werner Construction for the

ARTICLE 1— WORK
("Owner") and
("Contractor").
1,01 Contractor shall complete all Work as specified or indicated In the Contract Documents. The
Work Is generally described as follows: furnishing all labor, equipment, milling, and materials to
construct approximately 4,550 tons of Type SLY PG 58V-34 Asphalt overlay along Holstein
Avenue between Assumption Road and Sundown Road.
ARTICLE 2 — THE PROJECT
2.01 The Project, of which the Work under the Contract Documents is a part, is generally described as
follows:

3.01 The Project has been designed by Olsson Associates.
3.02 The Owner has retained Olsson Associates ("Engineer") to act as Owner's representative,

the Contract Documents In connection with the completion of the Work in accordance with the
Contract Documents.
ARTICLE 4 -- CONTRACT TIMES
4.01 Time of the Essence
A. All time limits for Milestones, if any, Substantial Completion, and completion and readiness
for final payment as stated in the Contract Documents are of the essence of the Contract.
4.02 Contract Times; Dates
A. The Work will be substantially completed on or before September 1, 2018, and completed
and ready for final payment in accordance with Paragraph 15.06 of the General Conditions
on or before September 15, 2018. All work must be substantially complete within 25
calendar days from the start of construction.

Miller presented the board with bids received from Contech Engineered Solutions LLC, ACE/Eaton
Metals and Metal Culverts, Inc. for 2018 project site corrugated metal pipes. The bids have been
reviewed by the Adams County Road and Bridges Committee and Miller recommends the bid be
awarded to Contech Engineered Solutions LLC in the amount of $61,848.52.

Adams County will consider Corrugated Metal Pipe manufactured as Spiral, Riveted or Spot
Welded, on all items, in 2-2/3" x %" corrugation, unless otherwise noted, each piece.! type is required
to have re -rolled ends. The bidder shall specify the manufactured type in the right hand column on this
form by indicating' S' for Spiral, 'SW' for Spot Weld and 'R' for Riveted. All' items shall bebid in one
(1) piece and shall be delivered F.O.B. to various sites in Adams County, Nebraska, accordingto th§

Miller presented bids received for project STWD-CBMP(2); the construction and repairs to a bridge
located on South Showboat Boulevard just north of Pauline.
The Adams County Road and Bridges Committee have reviewed the bids and Miller is recommending
awarding the project to Diamond Engineering in the amount of $348,417.80.

NOTICE TO BIDDERS •
Sealed bids will be received by the Adams County Highway Superintendent until March 29, 2018 at 2:00
.m, for the construction of bridge abutment and deck repairs, concrete approach sections, approach
drail and other related incidental work. The project is located on S. Showboat Blvd just north of
Pauline, Nebraska. in Adams County, Nebraska.
The project is referred to as "Pauline North STWD-CBMP(2)" and shall include all labor, materials,
transportation and equipment required for the construction oil two bridge abutment repairs, concrete deck
grinding and aaphalt placement, two concrete approach sections, approach guardrail and other related
incidental work.
Copies of the Bid Documents and Specifications are open to public inspection at the office of the.Adams
County Highway Superintendent, 415 N Adams Central Ave, Juniata, Nebraska 68955. A set of
documents may be obtained from Mainellf Wagner & Assoeiates,,Inc: 6920 Van Dorn Sheet, Suite "A",
Lincoln, Nebraska 68506 (Phone:402-421-1717) for a non-refundable fee of 840.00. All Bid Proposals
must be submitted on the forms furnished with the Bid Documents.
The sealed bids may be mailed or delivered to the Adams County Highway Superintendent, 415 N Adams
Central Ave, Juniata, Nebraska 68955, and should be plainly marked as, "Construction Bid Proposal —
PauWie North, STWD-CBMP(2)"
.Along with its Bid Proposal, each bidder shall submit an unconditional Bid Band or Certified Check made
payable to the County Treasurer urer of Adams, County, Nebraska, in an amo rot equal to five (5) percent of the
Bid Proposal. Also, each bidder is to provide a Start of Construction date and an F'nd of Construction date
with its Bid Proposal. The desired completion date of the project is August 1, 2018, The successful
bidder (i.e. Contractor) will be allowed eighty (80) calendar days for completion of the project after
beginning work at the site provided they do not exceed the specified completion date.
Within ten (10) days following the award of the Contract, the successful bidder shall furnish a.surety bond
or bonds in an amount equal to or greater than the full amount of the contract. The surety and form of the
Wadi are subject to the acceptance by the Adains County Board of Supervisors.
Adams County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d
to 2000d-4 and Title 49, Code of Federal Regulations, Dept of Transportation, Subtitle A, Office of
Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Dept of Transportation issued
pursuant to such Act, hereby notifies all bidden that it will affirmatively insure that in any contract entered
into pursuant to this advert isement; -minority business :enterprises will- be afforded it opportunity to
submit bids in response to this invitation and will not be discriminated against on the grounds of TWO,
color, or national origin, sex, age and diaability/handicap in consideration for award.
The Adams County Board of Supervisors reserves the right to reject any and all bids or to waive any

I am submitting my resignation as Adams County Emergency Manager. This resignation comes with
regret as I have enjoyed my employment with Adams County. My last day will be April 30, 2018. My
wife and I will be moving to Lincoln May 1, 2018.
I would like to recommend Dawna Whitcomb be appointed as interim Emergency Manager with an
appropriate pay increase with her increased responsibilities and as she bas a good knowledge of all the
areas of Emergency Management.

D.A. Davidson & Co. representative, Phil Lorenzen, presented financing options for the southeast truck
route project. Lorenzen presented an underwriting engagement letter for the Board's consideration.
Supervisor Neumann stated he would like to pursue loan options with local banks before signing the
letter of engagement with D.A. Davidson.
Lorenzen stated he would be available when and if the Board chooses to utilize D.A. Davison's services.
No action was taken regarding the signing of the engagement letter with D.A. Davidson & Co.

additional financing options from county projects including the southeast truck route. Roll Call; Ayes:
