A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann was presiding. Roll
call members present, Michael Stromer- District 1, Glen Larsen—District 2, Lee Hogan- District 3,Scott Thomsen—District
4, Dale Curtis- District 5, Chuck Neumann—District 6, Eldon Orthmann—District 7.
Motion by Curtis, seconded by Thomsen that this is an open public meeting of the Adams County Board of Supervisors.
Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Orthmann. Nays: None.Absent/Abstaining: Neumann
4.444,rthmann stated that minutes from the May 1, 2018 meeting have been circulated and will stand approved unless there is
correction.
No corrections were suggested minutes approved by unanimous consent.
Supervisor Neumann joined the meeting at 9:34 a.m.
Chairman Neumann stated he would have a conflict of interest regarding the possible issuance of a conditional use permit
for an intensive feeding facility expansion.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An agenda was
available to the board members and was kept continuously current and posted in the County Clerk's office,the main
courthouse lobby and the Adams County website.The following is the agenda of items to be heard, no modifications were
made to the agenda after 9:30 a.m.the business day prior to this meeting.

provided a brief report:

Met with Dawna Whitcomb and John Rosenberg regarding
Spoke with Johnny Konoche with the State of Nebraska HHS office regarding the lease
renewal for the space HHS rents in the ACOB
Attended an election forum at the Hastings Public Library with Adams County Supervisor
candidates
Provided a report from the Building and Grounds Committee that trees around the main
courthouse have been trimmed.
Thomsen also referenced a letter sent by the State of Nebraska Probation office regarding
claims denied by the Board

Chairman Orthmann opened the meeting for comments from the public.
Philip Trausch of 8575 W.Sundown Road, spoke during public comment to address what he feels was a lack of sufficient
notification to property owners near a proposed expansion of a feeding facility in section 30-6-10W.
Matt Friend, owner of Matt Friend Trucking spoke during public comment to voice concerns over a recent purchase by the
Adams County Roads Department of two new trucks. Friend disagreed with the Board's decision to purchase the trucks
from another dealer.
No additional public comments were made and public comment was closed.
Chairman Orthmann took this time to recognize Donna Fegler Daiss for thirty years of service to Adams County and
presented Fegler Daiss with a certificate of recognition.

Zoning Administrator's Comments: The Applicant is requesting a Conditional Ilse Permit for
a confined or intensive animal feeding facility in the Agriculture district. The permit request is
for 7,250 animals(2,180 animal units). According to Adams County zoning regulations this
would be a Clam ill operation and require a conditional use permit.
The proposed site is on the south side of Sundown Road approximately 500 feet east of Elkhorn
Avenue. There is an existing lagoon and 750(MX)animal units)swine building for swine over
55 pounds. There is a residence'A of a mile to northwest and a residence 0.6 mile to the south.
There is a residence to the west 0.6 mile.
The facility will add two swine confinement hams.
Matrix siting tool was provided for information on the facility.The facility scored 114 points,75
points is passing according to the legislative committee that created the matrix.
Public Hearing Notice for the Planning Commission Public Hewing and the Board of Supervisor
Public Nearing was published in the I listings'I)ibuse on April 26.and a formal written notice to
all landowners within separation distance of the property was mailed by general delivery.A list
of the landowners notified is included within the case file.

Re: Underwriting Engagement Letter
D.A.Davidson&Co.('Davidson'or we),acknowledges and appreciates the past opportunities to
serve Adams County (County", "County Board', "you' or the °Issuer) as underwriter
(Underwriter") for previous offerings and Issuance of bond anticipation notes and bonds (the
"Securities') for the County. This requested underwriting engagement letter ("Engagement
Letter')proposes an update to previous engagement letters,setting forth terms and condition:5 of
an engagement agreement between the County and Davidson for issuance or placement of
Bonds or Notes for road improvements, Serres 2018 or•2019, It is anticipald,however,that this
Engagement Letter may be further supplemented by future County requests for services, which

The County's approval of this Engagement Letter relates to current road projects and further
authorizes the Board to identity specific capital projects or Securities and request Underwrites
services relative to such specific projects or Securities,with the Underwriter and Board Chairman,
each acknowledging such supplemental request and engagement thereby confirming continued
compliance with Securities b Exchange Commission Rules as provided in Section 1 hereof.

Its employees,officers,agents or affiliates shall have any liability to the Issuer for the services

shalt Indemnify, defend and hold Davidson and its employees, officers, agents and affiliates
harmless from and against any losses claims,damages and liabilities that arise from or otherwise

other matters contemplated hereby, except to the extent such losses, claims. damages or
liabilities are judicially determined to be the result of Devidson's gross negbgence or willful

accordance with the laws of the State of Nebraska. This Engagement Letter may not be amended
or modified, except by means of a written instrument executed by authorized officers of both __.._.

Adams County Highway Superintendent, Dawn Miller, presented the Board with gravel and road maintenance agreements
between Adams County and the following townships:Ayr, Blaine,Cottonwood, Denver, Hanover, Highland,Juniata, Little
Blue, Logan, Roseland,Verona,Wanda and West Blue. Miller has reviewed the agreements and is recommending
approval.
Motion by Neumann, seconded by Hogan to approve the gravel and road maintenance agreements between Adams
County and the listed townships, as presented by Dawn Miller. Roll Call:Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis,
Neumann, Orthmann. Nays: None.
The signed agreements are on file in the Adams County Clerk's office as well as the Adams County Roads Department.
Jo Springer,with the SASA Crisis Center, provided a program update and a budget assistance request in the amount of
$13,000.00.
No action was taken on Springer's request as this will be considered during later budget meetings.
Supervisor Thomsen made a motion to adjust the salary of the interim Emergency Management Director to$43,160.00
per year,the entry level Emergency Management Director Salary, retroactively effective May 1, 2018.The motion was
seconded by Curtis. Roll Call:Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann. Nays: None.
Motion by Neumann, seconded by Stromer to approve the claims and direct the county clerk to pay them out of their

The Adams County Board of Equalization met on May 14, 2018 at 10:00 a.m. in the Adams County Board Room to review
and take action on tax list corrections and motor vehicle tax exemption applications. Chairman Eldon Orthmann presided
over the meeting.
Roll Call members present were: Michael Stromer—District 1, Glen Larsen—District 2, Lee Hogan- District 3,Scott Thomsen

Motion by Thomsen, seconded by Neumann to meet as a Board of Equalization to review and take action on motor vehicle

Owner was in to pay personal property taxes for 2016 on 4/26/2017. At
that time he came to the Assessor's office to file 2017's personal property
schedule,however,due to clerical error,his property was assessed a 25%
