A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
was presiding. Roll call members present, Michael Stromer-District 1, Glen Larsen—District 2, Lee
Hogan- District 3,Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon
Orthmann—District 7.
Motion by Curtis,seconded by Larsen that this is an open public meeting of the Adams County Board of
Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann. Nays:
None.
Orthmann stated that minutes from the July 3, 2018 meeting have been circulated and will stand
approved unless there is a correction.
No corrections were suggested minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the

Thomsen stated the Building and Grounds Committee has received a request from
Adams Central Public Schools with a request to close early on the recently purchased Wallace
Elementary School.Thomsen stated the committee has declined to close early due to the county's
current lease agreement and the inability for the extension office to relocate right now due to the
county fair.

Chairman Orthmann opened the meeting to receive comments from the public.
Adams County Deputy Attorney, David Bergin, read a draft resolution directing the Adams County
Election Commissioner to place the issue of dissolving Adams County Township on the 2018 General
Election Ballot.The resolution will be considered for approval during the August 7, 2018 Board meeting.
Adams County Clerk, Ramona Thomas,also spoke during public comment to provide an update of
candidate filings received for township boards.

Adams County Deputy Attorney, Bergin presented the Board with a letter received from the Village of
Juniata regarding a piece of land owned by Adams County that the village has been maintaining.The
village would like the Board to consider deeding the land over to the Village of Juniata.

Dear Board Members:
The Juniata Village Board met last night and would like you to consider transferring Lot#851 to
our village. The lot is located on the southeast corner of 7'" St. and Bowen. We have been
maintaining this piece of ground for the last twenty-five plus years. This is a non-buildable lot,
which also sits in our flood plain.
We would like you to consider transferring the lot into the village's name. This way we would
have more control over it when it comes to possible flood plain issues. Please consider our
request and let us know if this is something you would he willing to do. Thank-you for your
consideration.

7, Suspension and Termination of this Agreement. This agreement and any services

9. Limitations. This agreement applies only to services provided by the Adams County
Attorney's Office,Adams CountyDistrict Court,and the Adams CountyPublic •`h/
Defender's Office as set forth herein and for individuals placed in emergency protective
custody by law enforcement in Grant County for evaluation as provided by Nebraska law
in hospitalization in Adams County. This agreement does not bind or imply the rendering
of services by any offices outside the scope of this agreement.
10. Liability. It is agreed that in the course of the performance of this Contract by the stated
officials of Adams County,such officials or their duly appointed and qualified designee
shall be acting as an agent of Grant County.
11. Modification. This agreement maybe modified by written agreement of the parties.

Dorrann Hultman and Janis Johnson with South Heartland District Health Department presented a
budget assistance request for the Adams County vaccination clinic in the amount of$2300.00.

Dear Mr.Orthmann and Ms.Thomas,
SHDHD appreciates the current support for South Heartland's Hastings/Adams County Immunization Clinic
(Vaccine for Children Program)provided by the Adams County Board.This program protects at risk children,who
are uninsured or on Medicaid,from vaccine-preventable childhood diseases. While the vaccine and associated
immunization supplies are provided free through the federally funded Vaccine for Children program,there are no
funds provided to administer the vaccine-which includes wages/taxes/worker's comp/unemployment for a part-
time clinic manager,vaccinators,immunization registry staff and clerical staff,plus any office or other supplies and
equipment. South Heartland has been awarded some federal pass-through funding from NE DHHS which covers a
portion of these costs.In addition,Mary Lanning Healthcare has graciously donated immunization supplies
(syringes,needles,etc.)to support this program.
From July 2017-June 2018,SHDHD completed another full year of immunization services for the Hastings/Adams
County greater community,administering 494 vaccines(down 41 from the previous year)for 230 client visits(up
10 from the previous year)for children up through 18 years of age. The department collected an average of 56.08
per patient visit in donations from patients(this is an average of$2.83 per vaccine administered). Based on the
number of vaccines administered this year,Adams County provided another$4.66/vaccine toward the vaccine
administration costs,as did the City of Hastings. Our actual cost in 2017-18 to administer this program,which
includes vaccine storage and monitoring,scheduling appointments,data reporting to NE DHHS Immunization
program,staffing the clinic,interpretation services,education and promotion of immunizations,administration of
vaccine,and program evaluation,was approximately$70 per vaccine. South Heartland,with funding from the NE
Immunization Program(57%)and SHDHD funds(26%),continues to cover the remaining costs not covered by
patient donation(4%),City(6.5%)and County(63%)funds.
The sustainability of the program under our oversight continues to depend on local funding from Adams County
and the City of Hastings. Therefore,I respectfully request that the Adams County Board include South Heartland's
Hastings/Adams County Immunization Clinic in the County's FY 2018-2019 budget. We are again requesting level
funding for the next fiscal year,an annual amount of$2300,to help offset costs for this program.

No action was taken on the request from South Heartland District Health Department as all budget
assistance requests will be considered at later date.
Jolene Laux with the Adams County Fairgrounds provided an operations update from the fairgrounds
and presented a preliminary levy allocation request from the County Board.
No action was taken as the levy request will be considered during later budget meetings.
Chuck Neumann left the meeting at 10:01 a.m.

Adams County Visitor's Bureau Director,Anjanette Bonham, presented the 2018/2019 budget for the
Adams County Visitor's Bureau in the amount of$182,193.64.
Supervisor Neumann returned to the meeting at 10:13 a.m.
No action was taken on Bonham's request as all county office budgets will be reviewed during later
budget meetings.
Adams County Assessor,Jackie Russell, presented the 2018/2019 budget for the Adams County
Assessor's office in the amount of$51,810.00.
No action was taken on Russell's request as all county office budgets will be reviewed during later
budget meetings.
Adams County Clerk, Ramona Thomas, presented the Board with Resolution 2018-07-17.01; authorizing
petty cash amounts for various county offices.

Adams County Probation Director,Joe Budnick presented the 2018/2019 budget for the District 10
Probation Office in the amount of$64,782.00.
Budnick also addressed the Board regarding previous denied claims that the Adams County Board
denied based on §29-2259(5).The Board confirmed the claims would be denied based on the opinion of
the Adams County Attorney's Office.
No action was taken on Budnick's budget request as all budget requests will be considered during later
budget hearings.
Adams County Register of Deeds,Ann Hinton, presented the budgets for the Register of Deeds for
$288,645.61,the Preservation & Modernization Fund budget for$77,605.07,the communications
budget for$124,998.00 and the microfilm budget for$11,000.00.

located on the Northeast Quarter of said Section 20 consisting of no fewer than 5 trees of a height of 6
feet or more.
Following Closing,BUYER agrees to remove the former roadway on the property to be conveyed to
OWNER,and place farmable top soil on the said property and return the grade of said property so that it
is consistent with the property adjacent to the south thereof.
It is agreed and understood that the BUYER is hereby granted an immediate right of entry upon the
premises described above.
The above payments shall cover all damages caused by the establishment and construction of the
above project except for CROP DAMAGE,if any,which will be paid for by BUYER in an amount based on
the yield from the balance of the field less expenses of marketing and harvesting. CROP DAMAGE shall
mean damage to such crops as are required to be planted annually and which were planted at the time
of the signing of this contract and which are actually damaged due to construction of this project,but in
no case shall damages be paid for more than one year's crop. The OWNER agrees to make a reasonable
attempt to harvest any crop so as to mitigate the crop damage.
If any other party shall hold any encumbrance against the aforementioned property at the time of
delivery of the aforementioned property,such payments as are due under this contract shall be made to
the OWNER jointly with the party or parties holding such encumbrance, unless said party or parties
holding such encumbrance shall have in writing waived their right to receive such payment.
Expenses for partial release of mortgages will be paid by the BUYER,if required.BUYER will reimburse
OWNER for attorney fees incurred by OWNER in the review of this transaction,the preparation of this
Agreement and the review of the Easement and Deeds to be prepared by BUYER. BUYER will pay filing
fees and documentary stamp tax,if any,for all deeds.
This contract shall be binding on both parties as soon as it is executed by both parties,but should
none of the above real estate be required,this contract shall terminate upon the payment of$10.00 by
the BUYER to the OWNER.
This contract may be executed in more than one copy,each copy of which,however,shall serve as
an original for all purposes,but all copies shall constitute but one and the same contract.
