A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
was presiding. Roll call members present, Michael Stromer-District 1,Glen Larsen—District 2, Lee
Hogan- District 3,Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon
Orthmann—District 7.
Motion by Curtis,seconded by Larsen that this is an open public meeting of the Adams County Board of
Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann. Nays:
None.
Orthmann stated that minutes from the August 7,2018 meeting have been circulated and will stand
approved unless there is a correction.
No corrections were suggested minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the
agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business
day prior to this meeting.

Informed the Board there would be an open hours at CPI on August 22, 2018 from 10:00
a.m.—2:00 p.m.
Thomsen- -Met with representatives from Windstream regarding the county phone system
-Still in discussions with Smith Detection Agency regarding a billing for equipment
maintenance that was previously said to be provided at no fee
-Renovations at the Public Defender's office nearing completion
-Still in negotiations with HHS regarding lease agreement for office space in the ACOB

August 11,2018—Attended the Kool-Aid Days Festival
Chairman Orthmann opened the meeting to hear comments from the public.
Barb Otto with In God We Trust—America Inc. addressed the Board during public comment to request
the Board consider passing a resolution to display the words"In God We Trust" somewhere within the
courthouse. Ott has visited 73 counties in Nebraska with most counties being receptive to the request.

Chairman Orthmann stated the issue of displaying the words"In God We Trust" in the courthouse will
be placed on the September 4, 2018 agenda for possible action.
Adams County Highway Superintendent, Dawn Miller, also spoke during public comment to encourage
the Board to attend the workshop with members of the Nebraska Department of Transportation,Adams
Central Public Schools and Adams County regarding proposed improvements to the Highway 6 and
Adams Central Road intersection. Clerk Thomas will advertised the Board's attendance to the workshop
in the Hastings Tribune.
Miller also informed the Board that the Adams County Roads Department would be participating in the
"Walkout on Work" event at Libs Park on August 22"a
Adams County Wellness Committee Chairperson,Judy Mignery,also reminded the Board of the
"Walkout on Work" event on August 22nd
Supervisor Neumann also mentioned in public comment that the Nebraska State Fair would open on
Friday,August 24, 2018 and encouraged attendance.
Public comment was closed.
Adams County Treasurer, Melanie Curry, presented the Board with a release of security request from
Five Points Bank of Hastings and Wells Fargo. Curry has reviewed the request and is recommending
approval.
Motion by Curtis,seconded by Stromer to approve the release of security request as presented by Curry.
Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann. Nays: None.

WHEREAS the Adams County Board of Supervisors has received from Melanie J.Curry,
Treasurer in and for the County of Adams,State of Nebraska,a request for authorization to
strike Personal Property and Mobile Home Taxes per Statute Section 77-1738.
THEREFORE be it resolved that Melanie J.Curry is authorized to strike such taxes after a
diligent search and unable to find any property of the within named person upon which to levy.

Dawn Miller presented the Board with the bids received for road project C000123905;to replace a
bridge west of Pauline.
Awarding of the bid was deferred from the August 7, 2018 Board meeting giving Miller a chance to
review the traffic and discuss options with the Adams County Road and Bridge Committee.
Supervisor Hogan spoke as the chairman of the Adams County Road and Bridge Committee. Hogan
stated that the budget allows for the replacement of the bridge and is recommending moving forward
with the project.
Motion by Hogan,seconded by Neumann to approve the bid from Husker Steel in the amount of
$194,236.00 for materials for project C000123905.
Miller also presented the Board with a contract from Werner Construction for the South Truck Route
that was awarded by the Board on June 19, 2018. Miller has reviewed the contract and is recommending
approval.

per township based on their preliminary levy request.Townships that did not submit a preliminary
intention to levy resolution were allotted the levy rate requested last year.

WHEREAS,Nebraska Statute Section 77-3443(3)requires all political subdivisions subject to
county levy authority to submit a preliminary request for levy allocation;and
WHEREAS,the political subdivisions that are subject to Adams County levy authority are
agricultural society,townships,and rural fire districts; and
WHEREAS,Nebraska Statute Section 77-3443(4)requires the county board to determine the
final levy allocation of levy authority to its political subdivisions and forward a copy to the
chairperson of the governing body of each political subdivision;and
WHEREAS,the Adams County Board of Supervisors has determined the levies for the following
political subdivisions and if the political subdivisions' request is over the levy,their levy will be
set at the levy established below;

The Adams County Board of Equalization met on June 17, 2018 at 10:00 a.m. in the Adams County Board
Room to review and take action on tax list corrections, permissive exemptions and motor vehicle tax
exemption applications. Chairman Eldon Orthmann presided over the meeting.
Roll Call members present were: Michael Stromer—District 1, Glen Larsen—District 2, Lee Hogan-
District 3,Scott Thomsen—District 4, Dale Curtis-District 5,Chuck Neumann—District 6,
Eldon Orthmann—District 7
Motion by Curtis,seconded by Stromer to meet as a Board of Equalization to review and take action on
motor vehicle exemption applications. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis,
Orthmann. Nays: None.Absent: Neumann
Board of Equalization opened at 10:00 a.m.
Adams County Treasurer, Melanie Curry, presented the Board with motor vehicle exemption
applications from the YMCA of Hastings. Curry has reviewed the applications and confirms the entity
meets the requirements for exemption.
Motion by Thomsen, seconded by Stromer to approve the motor vehicle exemption requests from the
YMCA as presented by Curry. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann,
Orthmann. Nays: None.
