A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
presiding. Roll call members present, Michael Stromer- District 1, Glen Larsen—District 2, Lee Hogan-
District 3, Scott Thomsen—District 4, Dale Curtis- District 5, Chuck Neumann—District 6, Eldon
Orthmann—District 7.
Motion by Curtis,seconded by Stromer that this is an open public meeting of the Adams County Board
of Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann. Nays:
None
No corrections were suggested, minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the
agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business
day prior to this meeting.

Chairman Orthmann opened the meeting for public comment.
Adams County Register of Deeds, Rachel Ormsby, invited the Board to the Register of Deeds for a
Holiday Open House.
No additional public comments were made.
Public Comment Closed.
Adams County Weeds Superintendent, Eric Walston presented the Board with the annual Adams County
Weeds report and requested Board approval of the report.
Motion by Neumann, seconded by Larsen to approve the annual weeds report as presented by Walston.
Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann. Nays: None
Nathan Smith with Washington National Insurance requested permission to offer Adams County
Employees insurance products through Washington National Insurance.Smith would like to schedule a

time to be set up in the Board room, or meet with individual offices regarding their insurance products.
These products may be purchased directly by the employee,of if there is enough interest, a payroll
deduction can be used.
Motion by Curtis,seconded by Neumann to approve Nathan Smith to officer Washington National
Insurance products to Adams County Employees. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,
Curtis, Neumann, Orthmann. Nays: None
Motion by Stromer, seconded by Hogan to meet as a Board of Equalization to review and take action on
annual exemptions for vehicles,tax list corrections and a valuation offer on a protested property. Roll
Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann,Orthmann. Nays: None
Board of Equalization opened at 10:00 a.m. (see separate Board of equalization minutes)
Motion by Curtis,seconded by Hogan to exit Board of Equalization and resume regular session. Roll Call;
Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann, Orthmann. Nays: None
Regular session resumed at 10:08 a.m.
Supervisor Thomsen stated the State Auditors were granted access to the courthouse building prior to
security being on duty. Supervisor Thomsen stated per a previous meeting it was his understanding
everyone needed to go through security.Thomsen received calls from Chairman Orthmann and County
Clerk Thomas regarding this.
Supervisor Curtis stated he believed everyone should have to be screened by security.
No action was taken on Thomsen's security concerns and comments.
Motion by Neumann, seconded by Stromer to approve the claims and direct the county clerk to pay
them out of their respective accounts. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis,
Neumann, Orthmann. Nays: None
Motion by Thomsen, seconded by Curtis to approve the list of miscellaneous collections submitted by
the Adams County Treasurer. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann,
Orthmann. Nays: None
Motion by Curtis, seconded by Stromer to approve officer reports submitted by the Adams County Clerk
and the Adams County Register of Deeds. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis,
Neumann, Orthmann. Nays: None

The Adams County Board of Equalization met on December 17,2019 at 10:00 a.m. in the Adams County
Board Room to review and take action on 2020 motor vehicle tax exemption renewals,tax list
corrections and an offer to settle on property valuation from a previously protested property.
Roll Call members present were: Michael Stromer—District 1, Glen Larsen—District 2, Lee Hogan-
District 3,Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon
Orthmann—District 7.
Motion by Stromer, seconded by Hogan to meet as a Board of Equalization to review and take action on

Adams County Deputy Attorney, David Bergin, presented the Board a valuation offer submitted by David
Skalka on behalf of his client, Dennis Tebbe. Mr.Tebbe had filed a property valuation protest in June,
2019 where his request for a value adjustment was denied by the Adams County Board of Equalization.
Mr.Tebbe appealed the county's decision to the Tax Equalization and Review Commission.

Thank you for responding. But your client in this matter is the County Board of Supervisors sitting as the Board of
Equalization. Although the Board may take advice from Ms.Russell as to whether to settle this matter,it is their
decision,not Ms.Russell's.
I would appreciate it if you would forward our offer to settle to the Board for its consideration,and advise their
response. My estimation is the Board may better appreciate the opportunity to settle the matter with a Vietnam
Veteran for only about$10,000 compromise in value in relation to the cost/benefit of defending the decision.
