A regular meeting of the Adams County Board of Supervisors was held with Chairman Lee Hogan
presiding. Roll call members present, Michael Stromer- District 1,Glen Larsen—District 2, Lee Hogan-
District 3,Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon
Orthmann—District 7.
Motion by Orthmann, seconded by Stromer that this is an open public meeting of the Adams County
Board of Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann.
Nays: None
No corrections were suggested, minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the

Fielded several phone calls regarding the rural road conditions brought on by recent rain
Chairman Hogan opened the meeting to receive comments from the public.
Paige Mackey with Lifehouse Church address the Board regarding the church missing the deadline to file
for property tax exemption due to being an exempt property. Mackey requested the Board allow a late
filing for exemption.
Deputy Assessor Janet Kopish was available to address Mackey's request. Kopish confirmed that the
Adams County Assessor Jackie Russell informed Ms. Mackey that all deadlines have passed and no
exemption can be made. Russell had also confirmed this information with Scott Shaver with the
Nebraska Department of Revenue and had provided his response to Ms. Mackey as well as Chairman
Hogan.
The Board requested Deputy County Attorney Bergin look into the issue and directed the county clerk to
place the item on the February 18, 2020 agenda to revisit Mackey's request.
No additional public comments were made.
Adams County Maintenance Director,Tom Reichert presented the bids for the replacement of the boiler
in the main courthouse building. Reichert stated that two bids were received,the first bid being
submitted by Rutt's Heating and Air in the amount of$66,518.00,the seconded bid being received from
Rasmussen Mechanical Services in the amount of$77,936.00.
Motion by Thomsen, seconded by Curtis to approve accepting the bid submitted by Rutt's Heating and
Air for$66,518.00. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann,Orthmann.
Nays: None
Jennifer Reiman with Glenwood Telecommunications present for approval the Nebraska Internet
Enhancement Fund through the Nebraska Public Service Commission designating Adams County as the
submitting entity. Reiman had presented this during the January 21, 2020 meeting however the Adams
County Treasurer wanted an opportunity to speak with the Nebraska State Auditor's office regarding
Adams County being the submitting entity.
The county treasurer and the budget committee spoke with the Nebraska State Auditor's office and is
comfortable with the information received. It has also been verified that Adams County will only act as a
"pass through "for funds and the county will not be liable for any expenses.
Motion by Thomsen, seconded by Curtis to approve the request of Glenwood Communications to
appoint Adams County as the submitting entity for the Nebraska Internet Enhancement Fund
through the Nebraska Public Service Commission. Roll Call;Ayes:Stromer, Larsen, Hogan,

Executive Summary: Glenwood Telecommunications,Inc. is proposing to build a Fiber-to-the-
Home(FTTH)infrastructure to rural Juniata.NE.residents that own homes located on Osage
Avenue.This subdivision consists of 37 homes that runs to the north of 12th street and is located
1.25 miles east of the Juniata community.
The Osage Avenue subdivision is currently underserved by their telecommunications providers.
Advertised speeds of DSL service is 10Mbp down, 1Mbp up. In communicating with residents
is this subdivision,it was confirmed that the first 5 to 6 homes just off 12`h street are able to
receive the 10/1 speed. The remaining 30-31 homes are located too far from the aging copper
plant to receive the FCC required rural minimum 10MbpilMpb speed. Glenwood does offer
wireless broadband service to these consumers with speeds up to 12Mbp.This higher speed
however,will still not meet the projected 2513 rural minimum standard that the FCC will be
proposing soon.
Glenwood currently possess a fiber-optic route that runs adjacent to 12th street.With the existing
fiber-optic that is already in place.Glenwood Engineers have estimated that it would take an
additional 8332 feet of fiber to complete the FTTH Rural Juniata-Osage Avenue project.
Glenwood's fiber optic solution would allow symmetrical speeds ranging from 50Mbp to
250Mbp.at an affordable price. Glenwood has estimated this project to cost S83.000.
Glenwood has worked very hard to provide fiber optic services in our ILEC Communities,as
well as 2 additional CLEC Communities.FTTH is the ultimate choice in broadband internet.in
order to equalize rural consumers with their urban counterparts;this is the broadband product
that will do that.Glenwood answers calls daily asking for the highest internet speeds available
and at a competitive rate. The Nebraska Internet Enhancement Fund would enable Glenwood to
do both for the residents of rural Juniata.NE.living on Osage Avenue.

Adams County Highway Superintendent, Dawn Miller, provided a preview of the one and six year road
plan and a FEMA report.The proposed one and six year road plan is on file at the clerk's office for public
viewing.The public hearing and action on the one and six year road plan will be during the February 18,
2020 meeting.
Chairman Hogan started discussion on the request for boundary certifications received from the United
States Census Bureau.The forms are requesting boundary verification for Adams County, Denver and
Hanover Townships.The Adams County GIS Department provided the Board with maps of these areas to

view.Adams County Planning and Zoning Director,Judy Mignery, stated that the Village of Kenesaw
boundaries need to be corrected on the county map as Kenesaw has extended their village boundaries.
Mignery has brought this to the attention of the GIS Department and the maps will be updated
accordingly.

Supervisor Neumann presented Resolution 2020-02-04.01 establishing a cash in lieu of benefits
program. Neumann is proposing the monthly compensation be 40%of the single group insurance
premium offered by Adams County.
Motion by Neumann, seconded by Thomsen to amend line 13 of Resolution 2020-02-04.01 to read;40%
of the cost of a single group insurance plan premium offered by Adams County. Roll Call;Ayes:Stromer,

RESOLUTION
PERMITTING EMPLOYEES TO ACCEPT A
CASH-IN-LIEU PROGRAM IN EXCHANGE FOR PARTICIPATION IN THE
ADAMS COUNTY HEALTH INSURANCE PROGRAM
Adams County Resolution No.2020-02-04.01
BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF ADAMS COUNTY,
NEBRASKA that:
WHEREAS,the Board of Supervisors of Adams County hereby consent to the adoption of
Cash-In-Lieu as an option to the group medical insurance available to the elected officials and
full time employees of Adams County,Nebraska.

THEREFORE,any elected officials or full time employees of Adams County,Nebraska who
hereafter elect to participate in the Cash-In Lieu option provided herein shall present written
notice of such intention to the Adams County Clerk on or before June 1 of the year in which the
person intends to commence participation in the option along with a Proof of Group Medical
Insurance Coverage and a signed Affidavit of Other Health Insurance.
Elected officials and full time employees of Adams County who elect to participate in the
Cash-In-Lieu option shall be eligible for said Cash-In-Lieu benefits in the amount of
forty percent(40%)of the cost of a single group insurance plan provided by Adams County
monthly.
THEREFORE,IT IS HEREBY RESOLVED BY THE ADAMS COUNTY BOARD OF
SUPERVISORS that the Cash-In-Lieu Option offered by First Concord Benefits Group shall be
offered to those elected officials and full time employees of Adams County who wish to
participate according to the requirements stated above. The Cash-In-Lieu payments to each
elected official and full time employee shall be addressed as monthly income and all withholding
requirements will be administered accordingly.
This policy shall go into effect on July 1,2020.

Adams County Sheriff John Rust informed the Board that a vacancy on the Merit Commission Board
needs to be filled. Chuck Neumann's term on the Board has expired however he is eligible for
reappointment. Neumann confirmed he would be willing to serve another term
Motion by Curtis, seconded by Thomsen to approve the re-appointment of Chuck Neumann to the Merit
Commission. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Orthmann. Nays: None
Abstaining: Neumann
South Heartland District Health Department Director Michele Bever provided the Board with the annual
report from her office.
Chairman Hogan requested a motion to meet in closed session for the following reasons and items:
For the protection of the public interest regarding negotiation to acquire land for a proposed
justice center, and an item of litigation.
To prevent needless harm to the reputation of an individual to discuss a mental health claim
payable to Nebraska Health and Human Services and a subrogation refund.
Motion by Orthmann, seconded by Stromer to meet in closed session for the reasons and items stated
by Chairman Hogan. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Orthmann. Nays: None

Chairman Hogan stated that no action was taken while in closed session and only closed session items
were discussed.
Motion by Thomsen, seconded by Curtis approving the county entering into negotiations to acquire land
for a proposed justice center. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis,Orthmann.

Motion by Curtis,seconded by Stromer to approve accepting a lower subrogation amount as requested
by the Law Offices of Smith,Johnson,Allen, Connick& Hansen. Roll Call;Ayes:Stromer, Larsen,
